Legal Authority of the World Citizen Government and its Administrative Branch, the World Service Äuthority

The World Govemment of World Citizens (WGWC), deciared publiciy September 4,1953 by a stateless World Citizen, (ref. The
Ellsworth Declaration, http://www.worldservice.org/ells.html) is sanctioned by the fundamental right of political choice provided inter
aliaby Afticle 6, Universal Declaration of Human Rights (UDHF.)'. "Everyone has the right to recognition everywhere as a person
before the luw" as well as the foliowing:

Article 2l(3), (UDHF.:):"Thewill of the people shall be the basisfor the authority of government.,."

Article 28, (UDHR): "Everyone is entitled to a sociql and international order in which the rights andfreedom.s set forth in
this Declaration can befully realized."

The lnternational Covenant on Civil and Poiitical Rights, (ICCPR) Part I, Article 1: "All peoples have the right of
self-determination. By virtue of that right they freely determine their political status andfreely pursue their economic, social and
cultur al det, elopment. "

Article 5(2) (ICCPR)'. "There shall be no restriction upon or derogationfrom any of the fundamental rights recognized or
existing in any State Party to the present Covenant pursuant to law, convention, regulation or custom on the pretext that the present
Covenant does not recognize such rights or that it recognizes them to a lesser extent."

The United Nations Charter, Article 55: "I{ith aview to the ueation of conditions of stability andwell-beingwhich are
necessarytfor peaceful andfriendly relations among nations based on mutual respectfor the principle ofequal rights and self-
deterruination of peoples, the United Nations shall promote: the universal respect for, and obsen,ance of, human rights and
fundamental freedoms for all without distinction as to race, sex, language or religion. "

The United Nations Charler, Article 56: "All Members pledge themselves to take joint and separate action in cooperation with the
Organisation for the achievement of the purposes set forth in Article 5 5. "

United States Constitution, Article VI and the Ninth Amendment: "All treaties made, or which shall be made under the Authority of
the lJnited States, shall be the supreme Law of the Land; and the Judges of every State shall be bound thereby, anything in the
Constitution of Lows of any State to the Contrary notwithstanding" and "The enumeration in the Constitution, of certain rights, shall
not be construed to deny or disparage others retained by the people."

The administration agency of the WGWC is the World Service Authority (WSA), originaily founded in New York on January 1,7954,
moved its headquarters to Washington, DC and is now a Washington, DC (nonprofit organization) duly iacorporated on the 15th day
ofOctober, 1976.

Individuals registering with the WGWC are identified thereby with documents issued by the WSA, authorized by certain specific
articles of the Universal Declaration of Human Rights, to wit:
a) World CitizenCard & Certificate: Article 6: "Everyone has the right to recognition everywhere as a person before the law," Afücle
15(2): "No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality," and Article 21(3): "The
will of the people shall be the bqsis of the authority of government..."
b) World Passporl: Article 13, Sections (1) and (2):"Everyone has the right tofreedom of movement and residence within the borders
of each state" and " Everyone has the right to leave any country, including his own, and to return to his country. "
c) lnternational Exit Visa: Article l3(2) " Everyone has the right to leqve any counlry, including his own, and to return to his country. "
d) international Residence Permit: Article 13(1): " Everyone has the right to freedom of movement and residence within the borders of
each state. "
e) World Identification Card: Article 2: " Everyone is entitled to all the rights andfreedoms set forth in this Declaration, without
distinction of any kind..," and Article 6: " Everyone has the right to recognition everywhere as a person before the latv."
f) World Birth Certihcate: Article 1: "All human beings are bornfree and equal in dignity and rights. They are endowedwith reason
and conscience and should act towards one qnother in spirit ofbrotherhood."
g) World Political Asylum Card: Article 14(l)'."Everyone has the right to seek and to enjoy in other countries asylumfrom
persecution, "
h) World Marriage Certificate: Article 16(l): "Men qndwomen offull age, without any limitation due to race, nationality or religion,
hove the right to marry and tofound afamily... "

The WSA documents derive their customary international law validity from the de jure arid de facto recognition by states and further
clefacto recognition by the hundreds of thousands of individuals who possess the documents. (See, Government Validation of the
LYSA Passport). The World Passport, in particular, derives its international treaty law basis from the right to freedom of travel that has
been reaffirmed by the international treaties listed above, WSA documents are based upon and further affrmed by fundamental, imate
and unalienable human rights.
