Sewage Treatment Facility

The treatment facility described in this proposal is designed for the treatment of sewage
generated from the National Water Supply & Drainage Board Building at Battaramulla.

As requested by the client, the treatment plant will be designed for a maximum flow rate of 5
m3/day of process wastewater with a maximum COD and BOD 750 mg/l and 350 mg/l in the
wastewater discharged to the aeration tank.

The choice of the system proposed has been influenced by the initial strength of the effluent (as
measured by BOD/COD etc.), the volume of effluent to be treated, the availability of suitable
disposal facilities, the initial capital cost and the operational cost of the system. Biological
treatment involves maintaining under controlled conditions, a mixed culture of micro-organisms,
which utilize the continuous supply of organic matter present in the effluent to synthesize new
cells and produce by-products such as carbon dioxide, methane and water. Effluent will be first
treated aerobically and then through tertiary treatment to reduce the remaining BOD/COD to the
required standards. The operation of the equipment will be automated via level controls, relays
and timers to minimize operator involvement. However, a full time operator will be required to
overlook and maintain the plant at all times.

The battery limits and the scope of work for Puritas and the client are outlined in the Technical
Proposal and the Process Flow Diagram. The plant will be installed on a turnkey basis and will
be commissioned by Puritas prior to handing over. The plant will be handed over only after
ensuring through an independent analysis that the treated effluent complies with the prescribed
standards. The clients operating personnel will also be trained in proper operating procedures for
the plant.

The treated effluent will comply with the CEA standards for tolerance limits for the discharge of
Industrial Waste into Inland Surface Waters (Gazette Extraordinary of the Democratic Socialist
Republic of Sri Lanka – No. 1534/18, 2008.02.01). We however, recommend that the treated
water be recycled for irrigation. The client should obtain clearance from the relevant
authorities, for discharge of treated water.

Treatment Processes
The wastewater generated from the factory will be directed to an aeration tank via a screen box.
The following treatment processes will be used to treat the effluent to the required standards.
1. Aerobic Treatment
2. Clarification
3. Tertiary Treatment
4. Chlorination
5. Sludge Treatment

1. Aerobic Treatment
Aerobic processes take place in a reactor in which a continuous supply of dissolved oxygen is
maintained by artificially introducing air into the effluent. The objective is to maintain the
culture at peak activity at the lowest cost. Submersible aerator will be installed in the aeration
tank to provide adequate aeration for biological activity. Client shall be responsible of directing
sewage up to the aeration tank.

2. Clarification
The overflow from the aeration tank will be directed to the clarifier. Biological sludge will settle
at the bottom of the clarifier whereas the clear supernatant will overflow from the top. A sludge
pump will be installed in the clarifier to recycle sludge to aeration tank or to waste sludge to the
anaerobic digester.

3. Tertiary Treatment
A tertiary treatment will be proposed for further removal of suspended solids and organics in
treated water via pressure sand filtration and carbon filtration. Therefore, a tertiary treatment
system consisting of a pressure sand filter, carbon filters, filter feed/backwash pump together
with all required plumbing and accessories will be supplied to further treat the water. The
overflow from the clarifier tank will be directed to the treated water tank and water from the
treated water tank will be pumped through the tertiary treatment unit.

4. Chlorination
Treated effluent will be disinfected via chlorination. Chemical metering pumps working on
duty/stand by basis with a storage vessel will be provided for automatic dosing of chlorine. The
metering pump will be electronically coupled to the feed pumps to prevent the wastage of
chemicals whenever there is no effluent flow to the plant. The operator should add fresh
hypochlorite daily to the storage vessel.

5. Sludge Treatment
The required sludge volume in the aeration tank will be decided during commissioning. If the
sludge concentration exceeds this volume, excess sludge will be wasted to the anaerobic digester.
Overflow from the digester will be recycle to the aeration tank.

Treated water will conform to the CEA general standards for discharge of effluents to inland
surface waters. The client shall be responsible for discharge of treated water from the
chlorination tank. The client should obtain approvals from the necessary authorities for the
discharge of treated water.

Summary of Items Included in Offer


This offer is being made as a lump sum turnkey contract that covers the services and supplies
necessary for the implementation of the project, namely:

 Process and Structural design

 Procurement and installation of equipment

 Electrical and piping work within battery limits

 Supervision of commissioning of the plant, and training of the clients operating personnel
during the installation and commissioning periods

 Provision of the Operation and Maintenance Manual

 Maintenance of equipment during the defects liability period. Manufacturer’s guarantees will
be provided for all equipment. A maintenance contract can be entered into for routine visits,
performance checks and equipment maintenance after the defects liability period.

Control and Operation of Treatment Plant

Timers, level controls and relays will be used to automatically control the equipment in order to
minimize operator involvement. A manual override will also be provided. The electrical control
items will be installed in a metal control panel box that will be housed in a control panel shed.
All equipment will be protected against electrical faults using thermal overload relays and circuit
breakers (MCBs and MCCBs). Phase failure protection for the entire control panel will also be
provided. The control panel of the treatment plant should be connected to the standby power
supply to ensure a continuous power supply during power outages.

We shall require the following utilities to be provided by the client:


Power supply: 3 phase, 415 V, 50 Hz, 8 kW
Water supply: Sufficient for worker utilities, testing and commissioning

Excluded Items
The following items are excluded from our offer. Some of these items can be included after
negotiation.

 Direction of all sources of effluent up to the aeration tank of the treatment plant and disposal
of treated water from the chlorination tank

 All civil construction works including base preparation, the construction of treatment tanks
and room for control panel and equipment. This will also include water proofing, necessary
chemical resistive applications, etc.

 All electrical wiring and piping work outside Puritas battery limits

 Water and power supply for worker amenities, construction, testing and commissioning

 Supply, installation and termination of main electrical supply up to the main control panel
cubicle next to the treatment plant, terminating in main switches (415 V, 50 Hz, 8 kW)

 Security, safety fencing, site drainage and landscaping in and around treatment plant area

 Chemicals (chlorine) for operation of the plant

 Any inspection/test certification other than manufacturers standard

 Operating personnel - Since biological systems are dependent on bacterial growth that is
susceptible to collapse due to sudden fluctuations influent quality and quantity, it is essential
that the treatment plant be monitored closely. Therefore, the client should nominate a
suitably qualified person to closely monitor and maintain the effluent treatment plant at all

times. The operators should be present during the installation, testing and commissioning
periods to thoroughly familiarize themselves with all the details and operations of the plant.

 Local authority approval for site or any other building permits shall be the client’s
responsibility

 Other works and services specifically not mentioned

Preamble

This offer is being made on the basis of information provided by the client. This information is
listed under the Introduction and the Technical Proposal. Any changes in such information may
require redesign and possible variations to the estimated cost.

Parity Rate for Imports

Our prices will be based on the below parity rates, any changes more than 2% to the stated
rates will require variations to the turnkey price offered.

Turnkey Price Offered and Period of Validity


Total Price offered for the Structural/Process Design, M & E and Commissioning works of the
treatment plant is (without civil):
Rs. 4,500,000/= + VAT + NBT

We reserve the right to amend our price if this rate of NBT or VAT is changed, or any other
form of taxes or levies are imposed or changed by the Government or any local regulatory body,
prior to the award and until termination of contract and release of final payment.

This offer is valid for a period of 30 days from the date of this offer. It would be subject to our
confirmation after this date.

Payment Terms

The payment terms of the lump sum quoted, is split into an advance payment and several interim
payments based on the various stages of completion of the project.

The proposed payment schedule is given below. All payments fall due within three weeks of
submission of the claim. Interest at current bank rates will be charged for delayed payments.

(a) Acceptance of offer 40 %


(b) Construction, and procurement of equipment, supplies – monthly claims 50 %
(c) Commissioning of treatment plant 10 %

 A retention bond for 5% of the contract sum and valid until the expiry of defects liability
period shall be provided on receipt of the final payment.

The following conditions shall apply when the award is made.

Type of Contract

This offer is being made as a lump sum turnkey contract that covers the services and supplies necessary for the
implementation of the project, as specified in the Technical Proposal. A formal agreement, which details out the
responsibilities and liabilities of each party, will be entered into, on acceptance of this proposal.

Period of Contract and Time for Completion

We will prepare a program for construction on award of contract. The client should release the site and make
available the facilities required for operation of the plant at specified dates.

We believe that civil construction will take a maximum of three months for completion. Installation of equipment,
plumbing and electrical work will require an additional two to three weeks. Commissioning of the treatment plant
and build up the aerobic and anaerobic sludge levels in the respective systems will require an additional four to six
weeks. Sewage will be fed gradually to the plant during the commissioning period. It is essential that there is a
regular flow of effluent to the plant at this stage in order to carry out commissioning work without interruption.

Access to Site and Changes in Process

The client shall provide free access to the contractor, his nominated staff, nominated sub-contractors and their staff,
to all sites required for the performance of the contract and shall provide access to electricity and water supply
sources available at site to the extent necessary for the construction works, worker amenities, testing and
commissioning, free of charge.

The client shall inform the contractor if any changes are made in the usage of water or chemicals, which would
affect the systems offered in this proposal. Minor modifications might be required to accommodate these changes.

Battery Limits

The battery limits of the supply covered by the contract are set out in the technical proposal and in the PFD. Any
service connections or supplies necessary for the operation of the systems are to be provided by the client.

Performance of Existing Facilities

The existing structures and equipment are assumed to be in proper working condition. Any defects shall be
rectified by the client prior to commencement of commissioning of the new system.

Insurance of Works and Personnel and Maximum Liability

The value of the new works and the workers engaged in the project shall be covered by the appropriate contractors
“all risk and worker’s compensation” insurance cover, by the contractor or his sub-contractor. The client shall
ensure that adequate insurance cover is provided to cover the existing equipment and his own personnel, who will
be participating in the execution and operation of the project, and those who are required to have access to the
working area for their work.

The maximum liability of Puritas to the client shall be limited to a maximum of 10% of the contract sum. In no
event will Puritas be liable for interruption of business, loss of profits or incidental or consequential damages.

Taking Over of the Completed Works by the Client

The taking over of the works upon completion will be performed in two stages:
 After installation of equipment (all equipment and electrical items will be handed over to the client at this stage,
prior to the commencement of commissioning and 90% of the contract sum should be settled as per the payment
schedule). Commissioning work will not be commenced until this payment is received.
 After commissioning of the plant and confirmation by an independent authority that the treated effluent meets
the required standards. The entire plant will be handed over and 10% of the contract sum should be settled as
per the payment schedule.

The client is required to nominate a competent person who is authorized to take over the plant at the appropriate
stages. His acceptance shall be the proof of acceptance of the works by the client.

At the completion of commissioning of the treatment plant, an independent organization will be requested to
perform an analysis of the treated water in order to confirm that the treated effluent meets the required CEA
standards. (Secondary treated water - COD < 250 mg/l, BOD < 30 mg/l, pH 6.0 - 8.5). The results of this analysis
will be regarded as final, and the plant will be handed over upon confirmation that the treated water meets the
required specifications.

In the event that the client is not in a position to direct the required quantity of effluent to the treatment plant at the
time of completion of construction of the plant, the plant will be handed over to the client and all dues should be
settled up to that point as per the payment schedule. Commissioning work will be commenced or recommence as
soon as the client is able to direct the effluent to the treatment plant. If we are required to remobilize at site because
of such delays an additional cost will be levied. It is essential that there is a steady supply of effluent to the plant
during commissioning in order to complete commissioning as soon as possible.

Arbitration

Any disagreement or disputes between the client and Puritas Ltd which cannot be settled by discussion shall be
settled by compulsory arbitration. At the written election of either party, any controversy or claim arising out of or
relating to this Contract, or the breach thereof, either party may serve upon the other party a written notice
demanding that the dispute be submitted to arbitration. Thereupon such controversy or claim as the case may be
shall be submitted for a final decision by arbitration to three (3) Arbitrators, one nominated by the Contractor, one
nominated by the Client and the other jointly chosen by the two Arbitrators so nominated. In the event of either
party hereto failing to nominate an Arbitrator within fourteen (14) days from a request to do so the Arbitrator
nominated by the other party shall be entitled to proceed on his own. The Arbitrator or Arbitrators shall be
requested to follow the current arbitration proceedings approved by the Ceylon Chamber of Commerce. The
arbitration proceedings shall be conducted in the English Language and be held in Colombo. The award of the
Arbitrator or a majority of the Arbitrators shall be binding and conclusive on the parties hereto. Judgment upon the
award of the Arbitrator may be entered in any Court of components Jurisdiction in Sri Lanka and be enforced
through such Court.

Defects Liability Period

The defects liability period will be valid for six months from testing and hand-over of equipment, or five months
from the date of commissioning and hand over of the treatment plant, whichever period is shorter.
