INSECURITY INSIDE UES, A PROBLEM THAT NEEDS TO BE SOLVED

Historically, the University of El Salvador has been for many years a place where hundreds of
generations of professionals have been trained, but the student population is increasingly exposed to
different risks due to the situation of crime and insecurity that students have to face. The insecurity we
live every day at the University of El Salvador is a fact that affects teachers, administrative staff, and
students not only in the Faculty of Sciences and Humanities but also at a general level at the university
campus. The insecurity at the University is a big problem that has always been present in students’ life,
and this problem not only affects men but also women in greater magnitude; this is a problem that has
even become increasingly evident especially in the Faculty of Science and Humanities.

On the other hand, according to several investigations and journalistic notes that are available
electronically, there are several students who report having been victims of assaults and mishaps that
have to do with security inside the University as well as around it.

For this reason, some news media such as the _________ in a report titled “Monitoring the
security plan in the area of the UES” that corresponds to the date of June 12th, 2018, talks about this
problem. Also, the written media has spoken of the case of the windlasses that cost $300,000 but that
have been in disuse for several years (Tuesday, September 8th, 2015, article in the newspaper El
Mundo), On the other hand,

Due to the university legislation in the articles 4 and 7 in which is established that the safety of
workers, students and furniture of the university must be guaranteed by the security body that is part of
it, there are accumulated several testimonies of people who have suffered robbery, mistreatment,
physical aggression, and sexual harassment at the university campuses which causes discomfort, fear,
and an environment of distrust in the population especially of the students.

When some students hear testimonies of people, classmates and teachers who have been victims
of criminal acts and who, in addition, continue to be vulnerable to robberies, robberies, assaults among
others, students show a great distrust of people outside the educational center due to the fact that outside
the facilities from the university, there are movements of unknown people who approach and enter the
institution where there is no income control of the people who enter and leave. Therefore, both students,
teachers and administrative staff, face a reality of insecurity which, to some extent according to their
testimonies, would seem incredible by the fact of being a university. However, nowadays students
mention that the insecurity we live at the university is something "normal" regarding crimes such as:
robbery, robbery, armed robbery, drug sales, harassment and sexual assault.

Due to the lack of interest on the part of the authorities of the university, the only thing left to the
victims is to resign themselves due to the deficiency in the application of security measures that should
ensure the safety of the student community. In addition, the victims claim that these events are usually
present throughout the day but worse in late afternoon hours due to the low number of students,
inadequate lighting and little or no presence of custodians. On the other hand, competent entities in
relation to security are not responsible for ensuring student safety correctly as there is no investment in
human and financial resources; therefore, the staff does not cover the entire campus only the tickets
specifically, leaving aside the surroundings or more dangerous areas.

It is important to mention that the victims of this problem show fear and total indignation at these
events that occur mostly by people outside the campus as well as people belonging to the site. For this
reason, students have taken some measures to avoid potential victims which are: to stay in a group, to be
always accompanied, to avoid driving through areas alone at night and of course refrain from carrying
valuable belongings inside and outside the university.

Due to the aforementioned facts, we propose some feasible safety measures that the university
should implement such as:

1- To increase security at key points, especially during study hours at night


2- More lighting
3- To hire more security guards
4- To have security policies that care about the students
5- To control both staff and students who enter and leave the institution daily, as well as students
who are in an inactive state
6- To have some cameras recording at some key places
7- To have specialized guards
8- To have an operation of electric doors and mechanisms that already exist
9- To have some options for authorities at the university to have more contact with external security
institutions and work together to provide greater effectiveness.
10- To have a better distribution of security guards to patrol most of places especially the buildings
of the university campus and not only in the booths and main entrances

In a nutshell, of all that we have mentioned this day, you must take at least 2 alternatives. We do not
ask too much; however, if you can implement more of the possible solutions we talked today, it would
be perfect. We are aware that if we do not do our part, the insecurity problem we live at the university
will continue, and we will be in an infinite loop proposing solutions for a problem that cannot be solved
due to our irresponsibility. In few words, let us work together to get out of the misery in which we live.
At the end, we all want to achieve just one goal: a better place!
