2. Project Specifications and Standards Practicable (ALARP). Safety and assurance of ALARP in design shall be achieved
by the implementation of design measures in the following order of preference:
3. International Codes and Standards.
4. Data Sheets(s)  Hazard Elimination.
5. Industry Codes and Standards  Hazard Prevention.
 Hazard Control.
 Hazard Mitigation.
 Hazard Recovery.

Procedural measures for risk reduction may be employed only if there is no suitable
design or engineering based alternative.

Throughout the design of the installation, emphasis shall be placed on:

 Provision of safe working conditions for personnel working on the pipeline
facilities and in the immediate environs.
 Prevention of hazardous events, including:
- Adequate segregation and separation in plant and equipment layout.
- Minimising hazardous inventories and storage.
- Use of proven equipment.
- Design simplification.
- Use of corrosion resistant materials.
 The control or mitigation of the consequences of potential accident events to
achieve minimal risk to any surrounding population, to personnel, to assets and
to the environment.
 Provision of sufficient safety devices and redundancy to isolate and minimise
uncontrolled releases of flammable and toxic substances.

adequately ventilated for the purpose of hazardous area classification.  Solid waste and sludge.

As far as reasonably practicable, the ventilation of analyser houses shall meet the 9.2 Emission to Air
requirements for adequate ventilation according to API Recommended Practice 505.
Emissions to air arise from:

 Non-routine venting and flaring (during emergencies and process upsets).

 Fugitive emissions from valves, flanges and pump seals.
 Breathing of storage tanks and other atmospheric vessels (if any).

The substances, emitted to air during plant operation, whose local ambient
concentrations shall remain within the identified allowable limits are:

 Nitrogen Oxides (NOx).

 Carbon Monoxide (CO).
 Carbon Dioxide (CO2).
 Volatile Organic Compounds (VOC).
 Particulates, including black smoke.

The engineering design approach shall be to minimise emissions to air where

practicable and economically feasible. Where emissions are unavoidable the
approach shall be to provide, for point sources, stacks of adequate height to offer
good dispersion and to apply good engineering practice in the choice of materials
and equipment in order to minimise emissions.
