TECHINCAL SUBMISSION REFERENCE DOCUMENTATION
SECTION E – PART 5 MATERIAL DEMAND FORECAST
1) Within 21 days after the Commencement Date, the Contractor shall prepare and submit
the Bills of Quantities to the Engineer total forecasted quantities (in tonnes) of key material
usage for construction of the permanent and temporary Works. The basic materials to be
considered are:
a) Asphalt:
Bitumen PMB
Bitumen PEN 60/70
Gabbro for Asphalt
Filler
b) Insitu and Mass Concrete:
Gabbro for Concrete
Cement
Washed Sand
Steel (Reinforcing)
c) Limestone
d) Gabbro (not for Asphalt or Concrete)
e) Granular Bedding and Fill Materials
f) Washed Sand (not for Asphalt or Concrete)
g) Fine Sand
h) Precast Concrete
i) Steel (Structural)
2) The Contractor shall provide a monthly forecast of the material quantities for the full
project duration which shall align with the Baseline Programme and using the Bill of
Quantities as the basis. An example of this is provided in Specimen 1. This forecast shall
be updated every three months.
3) The Contractor shall provide the basis of estimation for the material quantities, including
backup information clearly indicating how the material quantities have been calculated.
Wastage, compaction and shrinkage factors shall be appropriately considered in the
forecasted quantities’ calculation. An example is provided in Specimen 2 & 3 below.

Note (a): Where materials (e.g. Bitumen PMB) are components of other materials (e.g. Asphalt) the quantities of both should be recorded as individual
items as shown in the table above.
Specimen (2): Example of Basis of Estimating Total Material Quantities from BOQ
Note (b): This table is to be repeated for all elements in the BOQ that are composed of the basic raw materials types required by the Authority.
Note (c): Tenderer shall note that the densities and factors used above are standard examples and should be modified where necessary
