Ruined roads and no repair remuneration

By Kate Taylor

There are signs that council and the state government are pushing towards a ‘roadmap to
repair’ for the shire’s damaged roads.
Councillors voted at the February council meeting, in ‘urgent business,’ to request an urgent
meeting with Roads and Transport Minister Jaala Pulford, who is also the State Member for
Western Victoria, to discuss the issues.
Currently, council has agreements in place for wind farm construction that requires the
builders to repair any damage caused to the roads by large trucks hauling heavy loads – or
to pay council to fix it.
However, it is a different story for the Ballarat Line Upgrade, as it is a state-government
project for which the planning controls are under the wing of the Minister so no official road
rectification agreement is in place.
“There’s currently an extraordinary level of heavy vehicles on the road network carting
materials and components for the large infrastructure projects and inevitably, that’s having
an impact on our road network and damage is occurring,” explained Council’s General
Manager of Infrastructure, Phil Jeffrey.
“With the wind farms, we have a mechanism in place under their permit for road rectification.
This involves a condition survey of the road network prior to commencement, an agreement
in place around the maintenance of the roads for the wind farms while in use, and at the end The State government has no financial subsidies in place to compensate council for the
