SUBJECT: CREATION OF FOUR (4) FIELD OFFICES OF THE
DEPARTMENT OF ENVIRONMENT AND NATURAL
RESOURCES IN THE NATIONAL CAPITAL REGION
Pursuant to Executive Order No. 192, Executive Order No. 366, Supreme Court
Mandamus, and Section 11.4 of the Joint Circular No. 1, series of 2018 of the Civil Service
Commission, Commission on Audit, and Department of Budget and Management, and
consistent with the good governance principles of bringing the government closer to the people
and to strengthen the monitoring and enforcement of environmental laws, four (4) Department
of Environment and Natural Resources (DENR) - Field Offices in the National Capital Region
(NCR) are hereby created.
SECTION 1. Objective. The creation of the four (4) Field Offices in the DENR ~
NCR aims to strengthen the enforcement of environment and natural resources (ENR) laws and
promote focused and area-based operations. Thus, it brings the programs, projects, and services
of the Department closer to the public. Specifically, it intends to:
a. Provide quick response to ENR issues and concems;
b. Promote productive partnership and collaboration with local government units,
government agencies, non-government organizations, academic and research
institutions, peoples’ organizations, and other stakeholders;
c. Enhance coordination among the Mandamus agencies and thus, ensure compliance
with the Supreme Court Mandamus to clean up Manila Bay; and
4. Intensify implementation and monitoring of ENR programs and projects including
urban greening and conservation areas and thus, promote the achievement of
Sustainable Development Goal Number I
SECTION 2. Area of Responsibilities of the DENR — NCR Field Offices. There
shall be four (4) Field Offices to be created in NCR under the supervision of the Regional
Executive Director (RED). The administrative jurisdiction and the covering cities/municipality
of the Field Offices are as follows:Name of Field Office Coverage
1) DENR — North Metro Manila Field Office Caloocan City, Valenzuela City,
Malabon City and Navotas City
2) DENR ~ East Metro Manila Field Office Quezon City, Marikina City and
Pasig City
3) DENR — West Metro Manila Field Office City of Manila, San Juan City,
Mandaluyong City, Makati City,
and Pasay City
4) DENR - South Metro Manila Field Office Taguig City, Parafiaque City, Las
Pifias City, Muntinlupa City, and
Municipality of Pateros
Except for the DENR - East Metro Manila Field Office, a sub-station shall be
established in each of the above Field Offices. Said sub-station shall scale up the
implementation of activities in the Manila Bay Rehabilitation.
SECTION 3. Organizational Structure. The four (4) Field Offices to be created shall
be supervised directly by the RED as shown in Figure 1. The RED shall be assisted by the
Environmental Management Bureau (EMB) - NCR Regional Director pertaining to functions
of the field office related to the environment.

The Field Offices shall be headed by a Chief Environmental Officer to be assisted by a
Deputy Chief Environmental Officer as shown in Figure 2. In each Field Office, three sections
shall be created, namely, Conservation and Development Section, Permitting and Regulation
Section, and Compliance Monitoring and Enforcement Section. There shall be a Planning and
Administrative Support Unit under the office of the Chief Environmental Officer which isresponsible in the planning, human resources management, financial and administrative
concems of the field office.

SECTION 4. Roles and Responsibilities of the Field Offices. The DENR-NCR Field
Offices shall perform the following functions:
1.
Implement DENR programs/activities/projects within the area of jurisdiction based
on approved work and financial plan;
Coordinate with local government units, other government agencies, non-
government organizations, people’s organizations, and academe relative to the
implementation of ENR programs to ensure success;
Strengthen alliance with other law enforcement agencies in the strict enforcement
of ENR laws, policies, rules and regulations;
Conduct Communication, Education and Public Awareness (CEPA) campaign to
support active participation of the community in the implementation of DENR
plans, programs, and projects;
Coordinate with the regional office in the conduct of performance audit, monitoring
and evaluation of the status of implementation of programs/activities/projects;
Prepare plans and proposals, and conduct consultations with stakeholders;
Maintain and update ENR database/information systems; and
Submit accomplishments and other reports to the Regional Office on regular basis.
