What is a Local Shelter Plan (LSP)?
It is a document prepared by LGU which comprises of
• Analysis of the local housing situation
• housing problems,

• upgrading and future housing needs,

• household’s affordability

• local resources such as land, basic services

• finance),

• Available resources vis-à-vis resource requirements and


• Shelter strategies and implementation plan to address the
housing needs identified.

Background
 The LSP utilizes the UN Shelter Method, a technique developed by the
United Nations Centre for Human Settlements or the UNCHS (now UN
HABITAT) in collaboration with the Government of Finland in the late
1980s;

 HUDCC adopted the planning technique through the release of the


Guidelines for the Preparation of Local Shelter Plans in June 1994;

 Through the assistance of the UN Habitat, the HUDCC was able to prepare
an enhanced LSP Guide/Manual that incorporates Climate Change
Adaptation and Sustainable Urban Development Strategies

 The HUDCC has embarked on a systematic training of LGUs in Local


Shelter Planning since 2012 and has reached a total of 1,297 LGUs out of
its 1,386 target. There are a total of 1,632 LGUs in the Philippines

1st Draft LSP – the draft of the Local Shelter Plan (LSP) completed during
the LSP workshop which comprised the completed Worksheets and an
Executive Summary.

2nd Draft LSP – the draft of the Local Shelter Plan (LSP) prepared during
the LSP Writeshop which includes the narrative or detailed discussion of the
plan in accordance with the prescribed format. The term also applies to the
revised versions of this draft before the final draft.

Final Draft LSP – the final version of the draft Local Shelter Plan (LSP)
that is ready for presentation to the Local Housing Board or the
City/Municipal Council for approval/adoption.

Objective: Consolidate LSP data gathered from LGUs for input to planning,
policy and program implementation.
Accomplishments
 743 LGUs encoded in the database to date and yielded the following
information:

 Total Housing Need 4,001,008 housing units


 Total ISFs 2,254,929 households
 Land Needed for Housing 25,566 hectares
 Land identified for Housing 36,103 hectares

 This data does not include Region III, IV-A, and NCR which are known for the
density of their population.
