Ministry of Petroleum and natural resour-
ces was created in April 1977 with the mis-
sion to ensure the availability and security of
sustainable supply of oil and gas for econom-
ic development and strategic requirements
of Pakistan and to coordinate development
of natural resources of energy and minerals.
To achieve our mission we have adopted
an integrated approach for promoting explo-
ration and development of oil, gas and min-
eral resources. By structured reforms we
have deregulated, liberated and privatized
the oil gas and mineral sector. The ministry
has also reduced the consumption of import-
ed fuel by optimally balancing the gas avail-
ability and supplies from local and imported
resources.
The main function of our ministry is mak-
ing policy, legislation and planning regard-
ing exploration, development and produc-
tion policy guidelines to regulatory bodies in
oil and gas sectors. We have conducted geo-
logical surveys in different regions of the
country. We have also made policy guide-
lines which will facilitate the import, export,
refining distribution, marketing, trans-
portaion and pricing of petroleum and gas
products which will attract the investors.
Pakistan is gifted with abundance of nat-
ural resources; we have witnessed the
growth and sustainability of CNG sector
which is still growing rapidly. There is still a
huge market for LPG and LNG which is
waiting for investors.
In this hard time when our country is
fighting to come out from the worst disaster,
I feel we have to try to maximize our
resources and achieve efficiency. This con-
ference hopefully will help bringing new
investment and technological advancement
in this sector which will ultimately results in
development of a country. Lastly, I congrat-
ulate DAWN in the success of Fuelling
Pakistan Conference & Exhibition for
arranging it the forth consecutive year.

Oil and Gas Regulatory Authority
(OGRA) has been set up to foster
competition and increase private
investment and ownership in the mid-
stream and downstream petroleum
industry. OGRA was empowered to
regulate CNG & LPG sectors w.e.f.
March 15, 2003 and since then the
sector have expanded tremendously
owing to the investor friendly poli-
cies and level playing fields provided
by the Authority through effective
and efficient regulation. Now, it has
been a matter of great satisfaction
that the country has attracted more
than $1 bn investment in the CNG
and LPG sectors during the last seven
years.
In an important development,
Authority has set up a dedicated
Enforcement Department in October
2009 with a view to ensure the compli-
ance of applicable rules/regulations,
standards and specifications in the
regulated industry pertaining to CNG,
LPG and Oil sectors. Administration of
justice through redressal and resolu-
tion of complaints is also being done
expeditiously while maintaining the
fair, transparent and smooth role of
OGRA.
I am confident that Fuelling
Pakistan will play an important role in
bringing forward the developments in
the global energy sector with particu-
lar interest to Pakistan and will play a
leading role in bringing new invest-
ment and technologies for sustainable
growth in the petroleum sector.
In the end, I would like to congratu-
late the organizers for bringing forth
Fuelling Pakistan once again on the

Government's efforts to attract investments
in this important sector and have multifac-
eted benefits to Pakistan as well as to for-
eign countries like Argentina whose
exhibitors are participating in this event,
because it provides an opportunity to inter-
national companies from all over the world
to display their products to a targeted audi-
ence of investors, foreign delegates, trade
visitors and industrialists. It also showcases
Pakistan and the investor friendly policies
of the Government.
Pakistan offers good opportunities to
companies involved in processing, develop-
ing and marketing CNG, LPG and alterna-
tive energies. The Government of Pakistan
is focusing on development of the energy
sector particularly in the context of address-
ing the energy shortage which is growing in
proportion to the growing needs of our
vibrant economy. According to the Annual
Plan 2010-2011, an amount of Rs. 125 billion
has been earmarked for major initiatives by
the government for the construction of new
power generation projects including electri-
fication of 12,080 villages, accelerating the
process of import of gas from neighbouring
countries and finalizing the import deals for
Liquid Natural Gas (LNG).
As Pakistan's Ambassador to Argentina, I
would like to particularly welcome the par-
ticipation of important Argentine compa-
nies to invest in Pakistan to the mutual ben-
efit of our two friendly countries.
Pakistan has very strong bonds of
friendship with Argentina since 1951
when the diplomatic relations were estab-
lished between the two countries.Both
countries work together at various inter-
national fora including the United
Nations where we are both members of
the UfC. We have similarity of views on

of 2010, Argentina is
commemorating the 200th Anniversary of
our Independence. My Embassy has been
organizing several events in order to mark
this occasion and the presence of argentine
businessmen in this important exhibition re-
enforces our motives of celebration.
Fuelling Pakistan has become now a tradi-
tion and a meeting point for all those inter-
ested in the energy market of Pakistan as it
gives tremendous opportunities to investors
all over the world to explore and liaison the
activities necessary to carry out the growth in
the energy resources whose global demand is
increasing day by day.
Argentina, as you well know, is a major
producer and exporter of CNG cylinders,
car kits, CNG station compressors and dis-
pensers. We rank first among exporters of
CNG equipment to Pakistan, because our
own intensely competitive market has
resulted in state-of-the-art solutions lead-
ing towards energy efficiency. The argen-
tine companies present in the exhibition
have contributed to the growth of the CNG
sector of Pakistan, with over 2,5 million
vehicles converted to this clean fuel and
since 2009 the biggest market for CNG in
the world.
The argentine company INFLEX has
entered into a joint-venture with WAH
INDUSTRIES LTD, and we expect that the
new company INFLEX-WAH will soon com-
mence production of CNG cylinders in
Pakistan to supply the internal and regional
markets.
The first dedicated CNG station for buses
has already been inaugurated in Karachi,
with a compressor by ASPRO, and we are
working with Pakistani authorities to repli-
cate this success with compressor by
GALILEO in all four provinces of the coun-
try.
Furthermore, there are two areas in the
energy sector in which Argentina wishes to
play an important role: hydroelectricity and
gas transportation. On the one hand, my

Over a short span of time, CNG has
proved its immense importance as an alter-
nate fuel. It has not only facilitated the cus-
tomers but also enhanced the economy of
the country. The use of compressed natural
gas as alternate fuel in private and commer-
cial vehicles has transformed the CNG busi-
ness into a dynamic, progressive and fast
growing industry of the country. Its use has
drastically reduced the import bill of petro-
leum products due to which foreign
exchange has been saved. Further the use of
CNG has greatly reduced emissions of toxic
gases and has improved the environment of
cities by reducing pollution. The fast inten-
sity in setting and operating CNG station
has not only resulted in creating job oppor-
tunities on one side but has helped the coun-
try in producing high skilled personnel hav-
ing in-depth expertise in operation and
maintenance of high-tech CNG equipments.
We are now one of the highest revenue gen-
erating industries of Pakistan providing
employment to the millions of people.
The Government must now make invest-
ment friendly regulatory laws in order to
safeguard the unprecedented foreign and
local investment made in this sector. The
need of hour is to strengthen and encourage
this industry. Now we can say proudly that
we are doing our best for providing cleaner,
cheaper and healthier fuel to the country and
it is our humble contribution for the nation.
