Re: March 30, 2019 Officer Involved Shooting
Based upon preliminary information, on March 30, 2019, at approximately 5:07 a.m., a woman
called the Durham Emergency Communications Center (DECC) indicating that the father of her
child, Ondrea Hutchison, was damaging property inside the residence and was scaring her and
her child. The woman described Hutchison as wearing a dark blue top and sweat pants,
According to DECC records, the woman screamed “get away from me,” and a male was heard
yelling in the background before the call was abruptly discofnected.
‘At approximately 5:20 a.m., Officers J.W. Lanier and E.|, Masnik initially arrived at 9 Bevel Court
in response to the domestic violence call and immediately encountered a male matching the
description of Hutchison in the street. Both officers attempted to talk to Hutchison as he yelled
and ranted while walking around the street and into the driveway. Officer Lanier proceeded
into the garage of the residence in order to speak with the caller, who was holding her infant,
son. Continuing to rant, Hutchison then entered the garage. Both officers repeatedly directed
to step back outside in an attempt to maintain a safe distance between the caller and
Hutchison. After Hutchison continued to refuse the officers’ commands, and display both
verbal and physical aggression, the two officers attempted to place him in handcuffs. A struggle
ensued for over a minute and a half causing the officers to call for additional back-up. As they
continued to attempt to gain control of Hutchison, he grabbed onto Officer Lanier’s gun with
both of his hands. Arriving officers shouted repeatedly for him to let go of the gun, but he
continued to hold and attempt to gain control of the officer's weapon with one hand and, using
the fist of his other hand, punched Officer Lanier across the face. Officer Masnik then deployed
a conducted electrical weapon (Taser) but it was ineffective in diminishing the fight. Officers
repeated their commands for Hutchison to let go of the gun, but when he failed to comply and
continued to attempt to gain control of the weapon, Officer R.E. Jimenez shot Hutchison.
Officers immediately began emergency medical treatment until EMS and firefighters arrived on
the scene. Hutchison was transported to Duke University Medical Center, where he was
pronounced dead.
‘The four officers involved in the incident — R.E. Jimenez, J.W. Lanier, E.1. Masnik and B.L.
Mouzon — have been placed on administrative leave with pay, which is standard procedure in
an officer involved shooting,

@The Durham Police Department has requested that the North Carolina State Bureau of
Investigation conduct an independent investigation into the incident. In addition, the Durham
Police Department's Professional Standards Division is conducting an administrative
investigation to ensure all departmental policies and procedures were followed.
