6. Detailed Methodology
6.1 PROJECT OBJECTIVE

Skill gap analysis assessment of artisan staff of mechanical (C&W fitter), Engineering
(Aluminium track welders), Electrical (wireman) and S&T (Electric Signal
Maintainer).
The mentioned staff profile in 6.3 working in four divisions—Ajmer, Jaipur, Jodhpur,
Bikaner and 3 workshops from 15th Feb, 2019 to 29th Feb, 2020.

(v) Time Management Skills Set Questions (10-20)
Note:For the purpose and requirement of high customization for skills gap analysis and assessment, we will
not use or use very less proportion of ordinal scale (Agree-disagree scale etc.) statement questions
because these kind of batteries of questions do not offer customization very specific to operational
level skills set and these instrument maps only theoretical components.
After compilation of data outcome collected from the panel, the questionnaire will be
developed which will contain questions between 50 to 80 excluding the personal detail
questions.
The questionnaire developed by the team can be sent for academic assessment by
faculty engaged in teaching HR and Skill Development on request by the authority of the
project.

After development of questionnaire, it will be floated on a 5% sample of the targeted
staff of the divisions to check the reliability and validity of questionnaire instrument.
Once, the responses are received from the sample, the pilot testing data will be analysed
to check the reliability and content validity of the instrument and will be presented to
the panel and authority of the project with instrument improvements report and final
instrument draft for authorization.
The questionnaire with improvement report will be submitted to the authority and
panel interviewees. After obtaining the necessary approval, the questionnaire
instrument will be finalized for execution on all artisan staff of the divisions mentioned.
The responses of the questionnaire will be collected through online platform once the
employee submits his responses.
There will be two kind of reports—Employee Skill Gap Analysis Report (ESGAR) and
Organizational Skill Gap AnalysisReport (OSGAR). The ESGAR will contain two main
sections – Absolute Score Card Report (ASCR) and Percentile Score Card Report (PSCR).
The ASCR section will contain the score card on absolute terms obtained on each
element of skill set. The PSCR section will give employee’s skill gap analysis position vis-
à-vis the total population covered in the survey on percentile basis. We will divide each
employee’s position in PSCR in four section—First Quartile Scorers, Second Quartile
Scorers, Third Quartile Scorers and Fourth Quartile Scorers. First Quartile Scorers will
be lowest skills profiles and Fourth Quartile Scorers will be highest skills profiles. Based
on these reports, we can, on request by the authority, append training needs profiles of
each employee with ISGso that organization can plan and design the targeted training
intervention for the employees.
The Organizational Skill Gap Analysis Report (OSGAR) will be an overall analysis report
on skill gaps in various functions, divisions and in totality for north western railway.
This report will be helpful in identifying the training needs on organizational basis,
division basis and function basis. This report will contain following sections---

(iii) Function-wise Skill Gap Analysis Assessment (mechanical (C&W fitter), engineering

The Employee Skill Gap Analysis Reports (ESGAR) will be providedin pdf files electronic
format (CD) . The Organizational Skill Gap Analysis Report (OSGAR) will be provided in
paper book format as well as in pdf electronic format (CD). After the authorization by
the competent authority, the report may be shared with the employees and
stakeholders.
