population of around 11.5 million, a city with around 6 million labour forces. 4

• Urban Development Plans must have Legal mandate.

• No major Land use Development Projects should be


implementend near existing CBD.

• Since per capita Public open space is less than 1m², opening up
of public space should be promoted in this area.

• This area should be listed as Conservation Zone since


Shwedagon and other historic buildings are situated in and
around this area.

• East-West transport corridors should be considered as a priority


to ease traffic congestions in Yangon.
