Bukidnon Environment and Natural Resources Office

JUSTIFICATION
THIS IS TO JUSTIFY that the Bukidnon Environment and Natural Resources Office tentatively
scheduled the “ORIENTATION SEMINAR ON DIFFERENT LAWS RELATED TO MINING AND
QUARRY OPERATIONS” last November 9-11, 2017 and was rescheduled last February 9, 19, and
March 2, 2018 due to the following reasons:

1. The source of funds for the meals of BENRO-Orientation Seminar was charged under BENRO
Mines and Geosciences Management Fund, of which the processing of financial documents
related to BENRO payables under trust fund was hold due to the recommendation of the
Commission On Audit to comply the transfer of record to General Fund, consistent with the
Commission on Audit (COA) Circular No. 92-382.

2. The completion of administrative and legal requirements based on instruction by COA to be

complied by BENRO took almost 6 months (June – November 2017) including the amendment of
Ordinance No. 2017-29-29R (13 th SP), An Ordinance Amending Sections 4.A.06, 4.B.06, 4.C.01
and 4.D.04 of Ordinance No. 2013-(12 th) of the Provincial Revenue Code, Approval of the
Provincial Development Council (PDC) and Amendment of Work and Financial Plans. The
Department of Budget and Management (DBM) required additional requirement received
November 13, 2017 for compliance of another ordinance amending the Creation of Functional
Divisions and Sections of BENRO and appropriating funds which was enacted November 21, 2017
by the Sangguniang Panlalawigan.

3. The speakers for the BENRO-Orientation Seminar were not available on the month of November
2017 which was specified in the approved Training Design due to fully booked schedules of field
travels, and inspection, monitoring and investigation activities.

4. In as much as the actual delivery of services (meals and snacks) was done in February 9, 19, and
March 2, 2018, the Provincial Budget Officer, Ms. Fe C. Retuertas advised the undersigned that the
payment shall be charged under current appropriation of BENRO-MGM Fund.

This justification is issued to support the processing of payment of meals and snacks delivered by
THE GARDENS PARTY VENUE in the total amount of SIXTY TWO THOUSAND FOUR HUNDRED
PESOS (Php 62, 400.00)
