EXPLANATORY NOTE

For the school year 2017-2018, all classrooms of the Basic Education Schools of Saint Louis
College finally offers full air conditioned rooms to ensure the welfare of every student enrolled in the
institution. Having all the rooms equipped with air-conditioning units, students experience comfort
without worrying the scorching heat outside their classrooms. In addition, through the help of air
conditioners students pay more attention on their lessons and activities.

However, the use of air conditioning units also have its disadvantages. Air conditioners use a
lot of electricity which leads to environmental risks. The large percentage of energy consumption
used by air conditioners contributes indirectly to the release of greenhouse gases and other
pollutants which is harmful to the environment and can severely affect the occuring climate change
and global warming. In addition, the usage of air conditioning units for the whole week could cause
students to develop illnesses such as coughs, colds, asthma, tightness in the chest and sometimes
fever due to their long exposure to cold environment inside and the change of temperature outside
the classroom. Moreover, the consumption of air conditioning units increased the amount of electric
bills that the school pays even though there are installed solar panels that saves 33% off in the energy
consumption.

With this being said, the “Act Mandating the Turning Off of Air Conditioners every Friday of the
Week” is constructed. This act mandates the non-usage of air conditioning units of all the rooms in
the Basic Education Schools of Saint Louis College every Friday of the week. Its sole is to save energy
consumption, lessen health risks and to save the environment free from harmful greenhouse effect.

The school administration of the school must recognize the need to implement the turning off
of air conditioners every Friday of the week to ensure the good health of the students and staffs,
reduce the harmful pollutants emitted in the air and to lessen the amount of electric bills payed by
the school. In conclusion, the said policy would somehow address the environmental, health and
financial issues related in the usage of air conditioners.

In view of the foregoing, approval of this bill is highly and earnestly recommended.

“An Act Mandating the Turning Off of Air Conditioners Every Friday of the Week in the Basic Education
Schools of Saint Louis College”

Section 1. Short Title. This Act shall be known as “No Air-con Friday Act of 2018”.

Section 2. Declaration of Policy. The following shall be declared as the policies of the school:

a) The turning off of Air conditioners every Friday of the week is to ensure saving of energy and
healthy setting free from harmful effects of the constant use of air conditioning units.

b) The presented policy, in its structured form, will save energy consumption in the school and
will give a pleasant working environment for the students and staffs.

Section 3. Definition of Terms. As defined by this Act:

a) Turning Off refers to the manner of shutting down the air conditioner units in the different
rooms of Saint Louis College where air conditioning units are installed.

b) Air Conditioner refers to the unit that cools down the temperature of a room.

c) Friday refers to the certain day of the week which the air conditioner units will not be use in
the Basic Education Schools of Saint Louis College.

d) Mandating refers to the act of authorizing the said policy.

Section 4. Coverage. This policy shall be applicable to all rooms with air conditioning unit in the Basic
Education Schools of Saint Louis College.

Section 5. Implementation/ Prohibition.

Within fifteen (15) days from the effectivity of this Act, the School Administration, through the
Student Affairs Office (SAO) in consultation with the Department Heads, and in coordination with the
School Faculty and Staff, they shall promulgate the rules and regulations necessary for the
implementation of this act.

The air conditioners shall be turned off every Friday following the given guidelines which are as
follows:

 All rooms with air conditioning units will be required to turn it off without exemption.

 Instead of using the air conditioners, the ceiling fans will be use.

 The windows and door/s of the rooms will be opened.

 Every student’s phone should be checked because they might have an application that can
control the air conditioners and if caught the student will face the sanctions provided in
Section 6.

 An assigned guard should check and ensure that the air conditioners of rooms are turned off
throughout the day.
 The teachers especially the adviser should make sure that his/her students abide the
implemented policy.

Section 6. Penalties/ Funding.

The sanctions provided below are for those classrooms that will not abide the implemented
guidelines of the policy.

Sanction to Major Offenses:

 1st offense – Warning by the Assistant to the Principal for Student Affairs (APSA) and no using
of air conditioning units for two consecutive days

 2nd offense – Promise of Good Conduct for the whole class, exclusion in the Gawad
Louisiano for Discipline for the whole class, and no using of air conditioning units for three
consecutive days

 3rd offense - One day community service for the whole class and no using off air
conditioning units for five consecutive days

 4th Offense – Notarized agreement, two days community service for the whole class,
memorandum for the adviser and no using of air conditioning units for 7 consecutive days

Those who will be caught using an application of air conditioner controller or remote in turning
on the air conditioners during Fridays shall be imposed with the following:

 Conference with Parents and Promise of Good Conduct - the student’s parents will be called
to the guidance office and he/she will make a letter certifying that the offense will never be
done again.

 Suspension for three (3) days – the student is neither allowed to attend his or her class for
three (3) days and will not be able to participate to any school activities. He/She will not be
given any consideration if there are performance tasks, summative tests or activities that will
take place within the days of his or her suspension.

Section 7. Repealing Clause. Any rule, regulation or school policy not consistent with any provision of
this Act is hereby amended, repeated or modified accordingly.

Section 8. Separability Clause. If any provision of this Act is declared invalid, the other provisions not
affected by such declaration shall remain in full force and effect.

Section 9. Effectivity Clause. This Act shall take effect fifteen (15) days after its complete publication
in the Official Student Handbook or a week after the Student Affairs Office (SAO) and/or other
concerned school administrators have declared its approval.
