1.0 INTRODUCTION
Project Overview
The CONTRACTOR shall provide all labour, tools, provision, quality assurance, site
facilities, construction plant, services, ancillary equipment, utilities and carry out all
installation, construction and testing as necessary to complete the Works. The Works shall
be defined and completed in accordance with the terms and conditions of the Contract,
drawings and documents referenced within and to all applicable codes, regulation,
standards as detailed in Exhibit “E” of Contract No. 25629-730-HC2-C000-00001.
The Works under this Contract is for the completion of 7.5 KM Road culvert inlet and
outlet rock protection, and completion of 7.5 KM Road culvert 82B and culvert 98.
As part of the Works, the CONTRACTOR shall:
 Obtain all permits and approvals required by the CONTRACTOR to undertake the work
in accordance with THE OWNER procedures, including environmental and excavation
permits;
 Comply with all THE OWNER Health, Safety, Environmental Community and Security
(HSEC&S) requirements including site and area inductions and JSA (Job Safety
Analysis) preparation;
 Conform to environmental license conditions and BHPB standards.

2.0 SUMMARY SCOPE OF WORK

The Work shall include all engineering, procurement, transportation, supply of equipment,
labour and plant, delivery, construction, testing, mobilisation, demobilisation and other
work necessary for the following:
PORTION 1 - CULVERT INLET AND OUTLET ROCK PROTECTION
CONTRACTOR shall complete inlet and outlet rock protection at all culvert according to
specification. These works include recovery of existing culvert inlet and outlet.
PORTION 2 - COMPLETION OF CULVERT 82B AND CULVERT 98
CONTRACTOR shall complete the construction of Culvert 82B and Culvert 98 according
to specification.
All work shall be in accordance with the requirements of the project drawings and project
specifications.
The following works are deemed to be included in the Contract:
 Mobilisation and demobilisation of personnel, equipment, temporary facilities as

required to complete the Works;
 All transportation costs for personnel and equipment to and from Muara Tuhup Port or
Camp 26, during the execution of the Works.
 All transportation costs for personnel and equipment to and from the Works and
temporary construction camp, during the execution of the Works.
 Security for construction works, materials and equipment;
 Supply of all consumables (including safety consumables);
 Supply of Personnel Protection Equipment (PPE) and work clothing;
 Supply and maintenance of construction equipment, temporary materials and

temporary utilities and services not expressly stated, but necessary for satisfactory
performance and completion of the Works;
 Site topographical survey prior to post clear and grub, and on completion of the Works
to determine the final quantity measure for payment;
 All testing and verification of the ‘As Constructed Works’ in compliance with referenced
specifications;
 Verification of design dimensions, set out and construction control survey;
 Setting up and provisions of all preliminaries and temporary facilities;

 Quality control of all procedures, systems, materials, work and finished product except
for work specifically excluded;
 Supply all temporary facilities and works, including but not necessarily limited to,
accommodation and messing, security, transportation of all personnel, offices,
workshops, first aid facilities, communications, water, power, logistics, drainage,
portable toilets, crib rooms, and other facilities necessary to carry out and complete
the works;
 All minor items, including any ancillary equipment, materials and work, not expressly
mentioned in the Contract but which are necessary for the satisfactory performance
and completion of work under the Contract shall be supplied and executed by the
CONTRACTOR without adjustment to the Contract sum;
 Transportation, storage, preservation, handling, erection and installation of all plant and
equipment necessary to carry out and complete the Works;
 Maintenance and control of traffic on the site, both for the CONTRACTOR and by
others by providing access to through traffic at all times by keeping a single lane width
open, or by side track as required, to provide safe movement and operations;
 Maintenance works on existing road base and surrounds;
 Site cleanup and restoration, including rehabilitation, of disturbed areas outside the
Works;
 Preparation, submission for approval and implementation of a Quality Plan,

Construction Plan and Construction Schedule;

3.0 WORK INCLUDED

3.1 CULVERT INLET AND OUTLET ROCK
PROTECTION
 Supply and installation of materials for end protection works as shown on the project
drawings and in accordance with project specifications;
 Supply and installation of Reno mattresses, including geofabric, wire cages and rocks,
at ends of culverts and in batter chutes at safety berm openings and in accordance
with project specifications;
 Control of drainage and erosion including installation and maintenance of all necessary
permanent erosion and sediment control measures as defined on the project
drawings;
 Preparation of temporary sediment and erosion control plans, including installation and
maintenance of all necessary erosion and sediment control measures;
 Preparation of embankment foundations in accordance with project specifications;
 Removal of any unsuitable excavated material, and disposal to designated areas as

directed by THE OWNER;
 Recovery of existing culvert inlet and outlet condition;
 Traffic management planning and road maintenance during the construction period;
 Site and road access cleanup and restoration, including rehabilitation of disturbed
areas outside the Works.
3.2 CULVERT 82B AND CULVERT 98

 Supply and installation of materials for culverts and end protection works as shown on
the project drawings and in accordance with project specifications;
 Mass excavation and embankment construction;
 Control of drainage and erosion including installation and maintenance of all necessary
permanent erosion and sediment control measures as defined on the project
drawings;
 Preparation of temporary sediment and erosion control plans, including installation and
maintenance of all necessary erosion and sediment control measures;
 Preparation of embankment foundations in accordance with project specifications;
 Removal of any unsuitable excavated material, and disposal to designated areas as

directed by THE OWNER;

4.0 WORK EXCLUDED

The following work is excluded from the Scope:
 Geotechnical investigations for design only;
 Hydraulic design of culverts;
 Earthworks and road design;
 Design of environmental planting and seeding;
 Environmental approvals and licences;
 Relocation of communities;
 Sale of felled timber;
 Camp 26 maintenance.

5.0 OPTIONAL SCOPE

6.0 ENGINEERING
The CONTRACTOR shall provide Engineering Services for the following:
 Preparation of design for traffic management plans;
 Preparation of design for security check point in close proximity to temporary

construction camp allowing for vehicle turnaround and shared camp facilities;
 Work with OWNER geotechnical engineer to design batter stabilisation of cut faces
after excavation;
 Provide input to develop Injury Management Plan and Recovery Programs;
 Security plan for construction perimeter, CONTRACTOR personnel, equipment and

property.
The CONTRACTOR will be fully responsible (design, check and approve) for all design
works listed above and shall provide all documentation.

7.0 PROCUREMENT
The CONTRACTOR will be responsible for the procurement of all labour, materials,
permits, equipment, transportation and any other items necessary for the completion of
the works.

8.0 ENVIRONMENTAL, SAFETY AND HEALTH

The CONTRACTOR requires for preparation and submission of Safe Work Plans and
Method Statements for all work to be performed, attendance requirements for site
coordination meetings as well as additional project ES&H requirements applicable to the
planning and execution of the work outlines herein.

9.0 CONSTRUCTION
 The CONTRACTOR shall identify and provide an individual solely responsible for Field
Engineering services to support all site construction activities. Field Engineering is
generally responsible for tracking and reporting installed quantities as well as ensuring
construction quality is maintained. This shall include, but not be limited to, the
following activities:
 Monitor field activities to ensure adherence to contractual quality requirements;
 Track and submit as installed quantities, on a weekly basis, using the supplied
quantity spreadsheet;
 Completion and submission of quality inspection records for all installations;
 Completion and submission of Requests for Information, Field Change

Documents, Inspection and Test Plans and Non-conformance Reports;
 Completion and submittal of marked up paper copies of ‘Issued for Construction’

drawings with ‘as-built’ information progressively, and at completion of the Work.
 Prepare ‘as built’ survey in electronic format suitable for Microstation/inroads;
 Liaison with other Contractors on site to ensure inter-related works are

constructed in the most efficient manner;
 Maintenance and control of traffic on the site, both for the Contractor and for
others as required, to provide safe movements and operations;
 Deliver job specific training.
 CONTRACTOR shall provide appropriate dumpsters and remove all construction

waste/ personnel trash from its work area and dispose of it as outlined in its
Environmental Compliance Plan.
 CONTRACTOR shall provide all survey support required to complete the above
mentioned scope of work. As a minimum this shall include:
 Secondary control;
 Construction layout;
 As-built survey.

10.0 TECHNICAL SPECIFICATIONS

For technical specifications applicable to this Scope of Works refer to Exhibit E –
Document List.
Where in the drawings, specifications, standard specifications or engineering standards

reference is made to “The Engineer, Designer, Architect, Geologist, Hydrogeologist, Civil
Engineer, Civil Designer, Geotechical Engineer, Structural Engineer, Structural Designer,
Pavement Engineer, Marine Engineer, Supervisor, Inspector, Superintendent, Field
Engineer” or similar type of description it shall mean the Authorized Representative
designated to represent or act for OWNER.

12.0 REQUIRED SUBMITTALS

CONTRACTOR’S submittal and OWNER’S approval, of the items listed below shall be

 CONTRACTOR’S Work Schedule.
 CONTRACTOR’S Quality Assurance Program.
 CONTRACTOR’S Security Plan.

13.0 SPECIAL CONDITIONS

Special condition of this scope of work the CONTRACTOR shall:
 Cooperate fully with company provided government forestry officials.
 No tree clearing or cutting is permitted as part of this scope of work
