Maharashtra State Electricity Transmission Company Ltd (MSETCL), wholly owned entity
of Government of Maharashtra, owns and operates EHV transmission network in the state of
Maharashtra. MSETCL is one of the leading and largest state transmission utility in country
today. MSETCL is currently owns and operates 668 no. of EHV substations and 47092 ckm
of EHV transmission lines. Currently, MSETCL has MVA Capacity of 125947 MVA.
MSETCL is expanding its EHV network at very commendable pace every year while
ensuring top class quality standards and performances. MSETCL is having diverse levels of
expertise in EHV Transmission Sector. MSETCL possess experience of handling all the
statutory approvals including Forest approvals and has expert professionals to dedicatedly
look after it.

MSETCL is in receipt of NIT as mentioned in reference above. MSETCL is interested to


pursue this opportunity and would like to participate in tendering process of the same. We
have examined above said NIT and we have listed some of observations. The copy of
observations is attached along with this letter.

4.4 For delays beyond 10 weeks, the Owner may at his option either terminate the Contract or appoint a third party
to accomplish the balance work and recover the costs of such work from the Contractor.
4.5 Aggregate liability for liquidated damages for time delays shall be limited to a maximum of 10% of the Contract
Price.

business opportunities in the field of Power sector in India and abroad.

Goa Electricity Department has published tender No. CEE/CSC/Tech-10/2018-19/1881 dt.


25.02.2019. We are very much interested in this tender.

As per Clause No. 2.2 (i) of Tender notice technical criteria "Bidder has Successfully executed
minimum two (2) projects comprising minimum 6 Nos. of Bays (each) consisting scope of design,
engineering, supply, erection, testing and commissioning of 220 KV or above GIS sub stations in India
on turnkey basis, in last Seven (7) years as on the originally scheduled date of bid submission. All
such turnkey project must involve residual basis engineering, detailed engineering, procurement,
supply, fabrication & Erection. All such projects and bays must have been in satisfactory operation
for a minimum period of One (1) year as on originally scheduled date of bid submission".

Being State Utility having experience of work in State, we expect relaxation in eligibility criteria of
Tender notice Clause No. 2.2 (i) as "Successful execution of minimum two (2) projects
comprising minimum 5 Not. of bays (each) or total 12 Nos. of bays combining both the projects
consisting scope of design, engineering, supply, erection, testing and commissioning of 220 KV or
above GIS sub stations in India on turnkey basis, in last Seven (7) years as on the originally scheduled
date of bid submission. All such turnkey project must involve residual basis engineering, detailed
engineering, procurement, supply, fabrication & Erection. All such projects and bays must have been
in satisfactory operation for a minimum period of One (1) year as on originally scheduled date of bid
submission".

In this respect we hereby kindly request you for the above said relaxation in eligibility criteria as
mentioned.
