FREQUENTLY-ASKED QUESTIONS ON SELF-ACCCREDITATION ASSESSMENT AUDIT VISIT

UNIVERSITI TEKNOLOGI MALAYSIA

1. Apakah akreditasi program akademik? What is academic programme accreditation?


• Akreditasi program akademik merupakan satu perakuan rasmi kepada Institusi Pengajian Tinggi (IPT), atau
dikenali juga sebagai Pemberi Pendidikan Tinggi (PPT)*, bahawa sijil, diploma atau ijazah yang
dianugerahkan kepada graduan adalah selaras dengan standard yang ditetapkan oleh badan akreditasi.
o Academic programme accreditation is an official certification given to Institutes of Higher
Learning (IHL), or also known as Higher Education Providers (HEP), that the certificates, diplomas
or degrees awarded to graduates conform to standards set by the accreditation body.
• Akreditasi program akademik melibatkan dua tahap – Akreditasi Sementara dan Akreditasi Penuh.
o There are 2 levels of academic programme accreditations – Provisional Accreditation and Full
Accreditastion
• Akreditasi Sementara adalah satu perakuan penilaian untuk memastikan sama ada sesuatu program itu
telah menepati keperluan kualiti minimum sebelum dianugerahkan Akreditasi Penuh. Ianya dilaksanakan
pada peringkat awal penawaran program untuk mendapat kelulusan daripada Kementerian Pengajian
Tinggi.
o Provisional Accreditation is an endorsement of assurance that the specific programme fulfills the
minimum quality requirement before it is given Full Accreditation. The assessment is made before
the offering of the programme for the approval of the Ministry of Higher Education.
• Akreditasi Penuh merupakan satu aktiviti penilaian untuk memastikan bahawa kegiatan pengajaran,
pembelajaran dan semua aktiviti lain yang berkaitan dengan sesuatu program yang ditawarkan oleh
sesebuah IPT/PPT telah menepati standard kualiti badan akreditasi. Ianya dilaksanakan sebelum kohort
pertama bergraduat.
o Full Accreditation is an assessment exercise to ascertain that the teaching ,learning and all other
related activities of a programme provided by a higher education provider has met the quality
standards of the accreditation body. It is done before the graduation of the first cohort.

2. Apakah badan yang bertanggung jawab dalam menilai dan memberi akreditasi? Which bodies are
responsible for the assessment and certification of accreditation?
• Agensi Kelayakan Malaysia atau Malaysian Qualification Agency (MQA) berperanan sebagai badan tunggal
yang menyelia dan menyelaras jaminan kualiti dan akreditasi pendidikan tinggi negara.
o Malaysia Qualification Agency (MQA) has been assigned the responsibility for coordinating and
quality assuring higher education in Malaysia
• Badan-badan professional seperti Lembaga Jurutera Malaysia (BEM)/Majlis Akreditasi Kejuruteraan (EAC),
Lembaga Arkitek Malaysia dan Lembaga Perancang Bandar Malaysia juga menilai dan memberi akreditasi
kepada program-program akademik professional. MQA memperaku penilaian badan-badan professional
ini dan mengiktiraf akreditasi yang diberi.
o Other professional bodies like Board of Engineers Malaysia (BEM)/Engineering Accreditation
Council (EAC), Council of Architects Malaysia, and Malaysian Council of Town Planners, are also
assessing and granting accreditation for professional academic programmes. MQA recognizes
their assessments and endorses their results.
• Program-program yang mendapat akreditasi di daftarkan dalam pangkalan data Daftar Kelayakan
Malaysia atau Malaysian Qualification Register (MQR) yang diurus selia oleh MQA.
o Programmes granted with accreditation are registered in the database of Malaysian Qualification
Register (MQR) managed by MQA.

3. Apakah itu swaakreditasi? What is Self-Accreditation?


• Swaakreditasi adalah satu status yang melayakkan sesebuah IPT/PPT mengakreditasi sendiri program
pengajian tanpa perlu mendapatkan kelulusan MQA dan KPT (hanya perlu dimaklumkan sahaja). Namun
begitu ia masih tertakluk kepada audit pemantauan secara berterusan oleh pihak MQA.
o Self-Accreditation is a status granted to IHL/HEP that qualifies the institution to self accredit its
own programme without requiring approval from the MQA and MOHE (only notifications are
required). Nevertheless, the institution is also subjected to continuous surveillance audit by MQA.
• Walau bagaimanapun, swaakreditasi tersebut tidak termasuk program professional (seperti bidang
kejuruteraan, seni bina dan perancang bandar) yang masih perlu mendapatkan akreditasi dan
pengiktirafan badan professional berkaitan.
o However, self-accreditation does not include professional programmes (e.g., engineering,
architecture, and town planning) that still require accreditation and recognition from related
professional bodies.

4. Bagaimana untuk mendapatkan status swaakreditasi? How to get self-accreditation status?


• Menteri Pengajian Tinggi mempelawa IPT yang berpotensi untuk mendapat status ini.
o The Minister of Higher Education invites the potential IHL to be granted this status.
• Untuk mendapatkan status swa-akreditasi, IPT berkenaan mesti melepasi Audit Penilaian Swaakreditasi
yang berdasarkan Kod Amalan Audit Institusi (COPIA) dengan menyediakan Portfolio Penilaian Kendiri
(SRP).
o To qualify for the self-accreditation status, the IHL needs to do well in Self-Accreditation
Assessment Audit based on the Codes of Practice for Institution Audit (COPIA) by preparing Self-
Review Portfolio (SRP).

5. Bilakah lawatan audit penilaian swaakreditasi di UTM? When is the Self-Accreditation Assessment Audit at
UTM?
• Lawatan Audit Penilaian Swaakreditasi di UTM akan dijalankan dari 9 hingga 12 Julai 2012.
o The Self-Accreditation Assessment Audit at UTM will be held from 9 to 12 July 2012.

Auditors for the Self-Accreditation Assessment Audit visit at UTM?

7. Apakah peranan warga UTM semasa lawatan penilaian swaakreditasi? What are the roles of UTM
community during the self-accreditation assessment visit?
• Mengenali panel auditor dan menyambut mesra jika berjumpa.
o Recognise the panel of auditors and welcome them politely if you happen to meet them.
• Mengambil tahu kriteria penilaian audit swaakreditasi dan sedia memberi maklumat yang benar, tepat
dan bersantun jika ditanya atau diminta untuk memberi kerjasama mengesahkan amalan UTM berkaitan
kriteria penilaian.
o In the know of self-accreditation audit evaluation criteria and ready to present politely the correct
and accurate information, if you are asked or required to cooperate in verifying UTM practices
related to the assessment criteria.
• Sebahagian staf dan pelajar telah dikenalpasti untuk mewakili UTM menjadi auditee dalam sesi yang telah
ditetapkan. Auditee perlu menghadirkan diri, melaporkan dengan benar, tepat dan adil serta bersantun.
o Some of the staff and students have been identified to represent UTM as auditees in a specific
session. The auditees are required to attend the session, and report correctly, accurately, fairly
and politely.
• Memastikan persekitaran kerja dan kampus kondusif untuk dilawati oleh panel penilai.
o Ensure conducive working and campus environment for the panel to visit.

8. Apakah bidang penilaian audit swaakreditasi? What are the areas of evaluation for self-accreditation audit?
• Bidang penilai adalah sebagaimana dinyatakan dalam Kod Amalan Audit Institusi atau Codes of Practice
for Institutional Audit (COPIA) yang dikeluarkan oleh MQA.
o The areas of evaluation are as stated in the Codes of Practice for Institutional Audit (COPIA)
published by MQA.
• Sembilan bidang tersebut adalah (1) Visi, Misi, Matlamat Pendidikan dan Hasil Pembelajaran, (2)
Rekabentuk Kurikulum dan Penyampaian, (3) Pentaksiran Pelajar, (4) Pemilihan Pelajar dan Perkhidmatan
Sokongan, (5) Staf Akademik, (6) Sumber Pendidikan, (7) Pemantauan dan Semakan Semula Kurikulum, (8)
Kepimpinan, Governans dan Pentadbiran, (9) Penambahbaikan Kualiti Berterusan.
o The nine areas are (1) Vision, mission, educational goals and learning outcomes, (2) Curriculum
design and delivery, (3) Assessment of students, (4) Student selection and support services, (5)
Academic staff, (6) Educational resources, (7) Programme monitoring and review, (8) Leadership,
governance and administration, (9) Continual quality improvement.
9. Apakah kepentingan Status Institusi Swaakreditasi kepada UTM? What are the benefits of Self-Accreditation
Institution Status for UTM?
• Dengan status Institusi Swaakreditasi, UTM akan melaksanakan Akreditasi Sementara dan Akreditasi
Penuh secara dalaman (tanpa perlu melalui MQA) untuk program-program bukan profesional.
o The Self-Accreditation Institution Status allows UTM to execute Provisional Accreditation and Full
Accreditation internally (without referring to MQA) for non-professional programmes.
• UTM dapat mengurangkan kos yuran permohonan akreditasi untuk setiap program yang ditawarkan.
o UTM can reduce the cost of accreditation application for each of the programme offered.
• Memberi imej yang baik kepada masyarakat dan pihak berkepentingan bahawa kualiti akademik UTM
terjamin dan dipertahankan.
o Portray good image to the society and stakeholders that the academic quality is assured and
maintained.

IPT manakah yang telah mendapat Status Institusi Swaakreditasi di Malaysia? Which IHLs have been granted the
Self-Accreditation Institution Status?
• Semua universiti penyelidikan (RU) iaitu UM, UKM, UPM dan USM, dan 4 cawangan universiti luar negara
iaitu Monash University Malaysia, University of Nottingham Malaysia, Curtin University of Technology,
Sarawak dan Swinburne University of Technology, Sarawak (kampus induk di negara asal telah sedia ada
status self-acreditation).
o All research universities (RU), i.e., UM, UKM, UPM and USM, and 4 branches of international
universities in Malaysia, i.e., Monash University Malaysia, University of Nottingham Malaysia,
Curtin University of Technology, Sarawak, and Swinburne University of Technology, Sarawak (as
their respective main campuses have been granted Self-Accreditation Institution Status).
