Manufacturing Enterprises
1. Micro Enterprises
◦ Small business employing 10 people or less
◦ Investments:- plant & machinery b/w 5 to 25 lakh
◦ They do not work & operate by choice but out of necessity.

● Employment generation
✓ They’re generally labour-intensive. For every Rs. 1 lakh of fixed
investment, MSME sector provides Employment for 26 persons
as against 4 persons in the large scale sector.
● Export contribution
✓ Exports sector in India constitutes about 40% of contribution
from MSME alone.
● GDP contribution
✓ Contributes 9% in the GDP of the country

✓ Provides more employment at lesser capital costs

● They are generally organized and run by individual
entrepreneurs.
● They require less capital.
● They are fundamentally labour-intensive units facilitating
greater utilization of man power.
● They involve the use of simple technology, intensive
utilization of individual skill leading to professional
specialization.
● They cater the individual tastes and fashions and render
personalized service to consumers.

1991-1999

• New Policy for Small, Tiny and Village Enterprises were in August 1991, laid the
framework for government support in the context of liberalization.

• Small Industries Development Bank of India (SIDBI) and a Technology


Development and Modernization Fund to accelerate finance and technical
services.

• Delayed Payment Act enacted to facilitate prompt payment of dues to MSEs

• Industrial Infrastructure Development (IID) scheme launched to set mini


industrial estates for small industries.

In 2006
● Micro Small and Medium Enterprises Act was passed to improve
competitiveness of this sector and it defined “medium enterprises” for the first
time.

● It provided a legal framework for the concept of enterprise, both


manufacturing and service industries.

● The Act provides statutory consulting mechanism at the national level and
defines three levels of enterprises i.e., micro, small and medium.

● With this ACT “Ministry of Agro and Rural Industries” & “Ministry of Small Scale
Industries” were merged into a single Ministry, namely, “Ministry of Micro,
Small and Medium Enterprises”(MSME).
