PNP MEMORANDUM CIRCULAR
SP 014-027
PROVIDING ADDITIONAL FUNCTIONS TO THE SPECIAL PROMOTION AWARDS
AND DECORATIONS BOARD (SPADB) TO SCREEN, DELIBERATE, SELECT, AND
RECOMMEND TO THE CHIEF, PNP UNIFORMED PERSONNEL OR UNIT
NOMINATED IN NATIONAL AND INTERNATIONAL AWARDS.
1. REFERENCES:
a. Section 33 of Republic Act No. 8551;
b. Command Memorandum Circular No. 47-13 dated August 12, 2013; and
¢. Guidelines in the use of CMC and the PNP Memorandum Circular dated
October 3, 2013
2. RATIONALE:
This Memorandum Circular (MC) provides the guidelines to be undertaken by
the NHQ-SPADB and concerned PNP offices’ SPADB to screen, deliberate, select, and
recommend to the Chief, PNP for endorsement and issuance of ‘Certificate of No
Objection" to PNP uniformed personnel or unit nominated for National and International
Awards.
3. SITUATION: >
Every year, the Civil Service Commission is accepting applicants for the
prestigious “Outstanding Public Officials and Employees” (Dangal ng Bayan, Lingkod ng
Bayan and Pag-asa Award), the same manner with “Country's Outstanding Police
Officers in Service (COPS)" sponsored jointly by Metrobank Foundation, PS Bank and
Rotary Club of New Manila East as well as “Ten Outstanding Policewomen in the
Philippines” (TOPWP) sponsored by Zonta Club. More sponsors maybe coming out in
the future selecting nominees among PNP uniformed personnel and units for
recognition of their invaluable contributions in public service, providing incentives and
rewards to the winners. These award-giving bodies have set their own criteria and
selection mechanism in coordination with the PNP, however, confidentiality of the
procedures and the lack of proper deliberation and screening in the past years fell short
of ascertaining the fitness of every nominee in terms of their morality, integrity as well as.
the accuracy of every accomplishment they submitted for the competition
4. PURPOSE:
To provide and establish uniform procedures to be followed by the SPADB in
the deliberation and selection of PNP uniformed personnel or unit recommended for
National and International awards before the issuance of "Certificate of No Objection”
and endorsement by the Chief, PNP to the award-giving body5. DEFINITION OF TERMS:
a, National and International Awards other than those granted by the’ PNP
shall refer to any search or competition in which the rewards and
incentives or prize at stake are not covered in the authorized PNP awards;
b. Sponsor Agencies — shall refer to award-giving bodies conducting the
search or competition for national and international and other awards
other than those granted by the PNP. It includes but not limited to
Metrobank Foundation, Rotary Club of New Manila East, Civil Service
Commission, and Zonta Club;
c. OPR Secretariat — shall refer to the PNP office/unit which is considered a
counterpart of sponsor agency/ies and designated as Office Primary
Responsible for a certain search or competition for national and
international and other awards other than those granted by the PNP.
PNP offices/units such as the following but not limited to or as the
PNP may determine in the future: the Directorate for Police Community
Relations (DPCR) for the Metrobank Foundation Incorporated yearly
Search for Country's Outstanding Police Officer in Service (COPS) and
Ten Outstanding Police Women in the Philippines (TOPWP); and the NHQ
SPADB Sub-Boards, PROs and NSUs SPADB for the Civil Service Honor
Awards Program yearly search for Dangal/Lingkod ng Bayan (individual
category) and Pag-asa award (unit category);
d. Sub-Board — shall refer to SPADB Sub-Boards or Sub-Committees |, I, Il,
and IV in charge of the screening, deliberation and evaluation of the
nominees documentary requirements, and accomplishments submitted
and pre-screened by the OPR Secretariats;
e. Board - shall refer to the NHQ Special Promotion, Awards and
Decorations Board (SPADB);
Sponsoring Agencies/Award-giving bodies — shall refer to governmental or
non-governmental agencies conducting or organizing a particular search
of competition for award other than the PNP; and
“Certificate of No Objection” — refers to the issued. official document signed
by the Chief, PNP upon recommendation of the NHQ SPADB submitted to
the award-giving body indicating fitness of listed PNP uniformed personnel
for a particular search or competition.
6. GUIDELINES:
a. All PNP personnel competing or recommended for national, international,
and other awards outside the PNP and who had submitted the
accomplishments obtained while in the PNP service shall be subjected to
screening, deliberation, and selection process by the SPADB prior to
endorsement and issuance of the “Certificate of No Objection” by the
Chief, PNP to the requesting sponsor agencies;
b. The SPADB shall screen, deliberate, select, and recommend to the Chief,
PNP the uniformed personnel or unit vying or nominated for national,
international, and other awards outside the PNP. The SPADB shall utilize
concerned PNP units (Directorate for .Intelligence, Intelligence Group,
respective RIDs in PRO level) in the conduct of validation of the submitted
accomplishments of the nominees to ensure its authenticity and veracity;
c. The NSU/PRO SPADB shall screen, deliberate, and select nominees
within their respective areas of responsibilities within the period set by
sponsor agencies and recommend the most deserving candidates to the
NHQ SPADB which will conduct the final deliberation. The OPR
secretariat shall also conduct pre-screening of their nominees prior the
submission of the documentary requirements to the NHQ SPADB for final
deliberation;4. The NHQ SPADB shall formulate internal policies and guidelines to be
followed in the conduct of screening, evaluation, and deliberation and the
entire procedures in the selection including its adherence to the timeline
set by the sponsor agencies,
2. The Office Primary Responsible (OPR) in any search being conducted by
national and international and other award-giving body other than the PNP
will act as the secretariat (OPR Secretariat) during the SPADB screening,
deliberation, and evaluation of the nominees. The OPR Secretariat shall
prepare the documents, power point presentation of the nominees
accomplishments to be deliberated and evaluated, ensure presence of
nominges/candidates if the board requires their presence for interview in
coordination with NSU/PRO SPADB during the initial screening and
evaluation and with the NHQ SPADB Secretariat during final deliberation,
f. The Board also takes into consideration the merit and fitness of the
nominees/candidates nating the rewards and incentives for the search and
ensuring that such rewards and incentives (i.e, automatic promotion and
issuance of medals which is inconsistent with the policy guidelines and
procedures governing the SPADB) will not be in conflict with or will not
compromise the existing policies and guidelines of the PNP to avoid
system/organizational dysfunction;
g. The NHQ SPADB immediately after the final deliberation shall recommend
to the CPNP, through a resolution, the most deserving PNP uniformed
personnel or unit, No PNP uniformed personnel or unit shall be
recommended for any national, international, and other awards outside the
PNP without a recommendation from the SPADB and duly approved by
the CPNP,
h. The SPADB resolution duly approved by the Chief, PNP recommending
the deserving PNP uniformed personnel or unit for an award shall be
submitted to the OPR Secretariat, The OPR Secretariat will furnish the
award-giving body or sponsor agencies/organizations of a copy of the
resolution; and
i. The SPADB proceedings shall be held in confidentiality and no portion of
its proceedings andior results shall be divulged by any member, secretary
(OPR and Sub-Boards) except to the end-user or the requesting
official/authorized representative of any award-giving body or sponsor
agencies/organizations of a particular search
7. RESCISSION:
This MC rescinds Command Memorandum Circular No. 47-13 dated
August 12, 2013.
8. EFFECTIVITY:
This MC shall take effect after 15 days from filing a copy thereof at the UP
Law Center in consonance with Section 3, Chapter 2, Book VII of Executive Order No.
292 otherwise known as the “Revised Administrative Code of 1987,” as amended.
