SPECIAL CONDITIONS FOR PAINT AMC CONTRCATS:

1. The scope of work covers Surface preparation, Supply and application of accepted paints on the surfaces of
equipment, moving machinery, structural steel work, floor supports, platforms, ladders, ducts, chutes, hand rails,
gratings, staircases, pipe racks, cable trays, conduits, piping etc. of various sizes at various elevations as per
the instructions of NFCL Engineer-In-Charge from time to time. The contractor shall make him-self fully aware
of the site conditions and scope of work before taking up the job.

2. The work shall be carried out according to the specifications, whether specifically mentioned or not. No extra in
any form will be paid unless it is definitely stated as an item in the schedule of quantities. Wherever the
specifications are not given or ambiguous, such jobs shall be carried out exactly as per the instructions of NFCL
Engineer-In-Charge. It is understood that contractor shall carry out the work in all respects with the best quality of
materials and workmanship and in accordance with the best engineering practice and instructions of NFCL
Engineer-In-Charge.

3. It should be noted that the quantities indicated in the order are tentative and are likely to vary on either side
during actual execution of work. Actual painted surface area shall only be considered for payment. No factors
mentioned in any standards for any nature of jobs shall be taken into consideration for the measurements.

4. General specification of paints mentioned in the BOM. The contractor should mention in their quotation the,
brand names proposed to be used against each item.

5. Contractor has to reconcile for the material while submitting the bill. There should not be any less usage than
theoretical (manufacture guide lines).

6. For the material supplied by the department (if any), if wastage is more than the permissible, the cost of the
wastage material will be deducted from the contractor bills.

7. Colour code for piping should be as per NFCL site safety standards.

8. All painting materials including primers and thinners brought to site by contractor shall be procured directly from
manufactures as per specifications and shall be accompanied by manufacturer's test certificates. Paint
formulations without certificates are not acceptable. The contractor shall submit delivery challan / (un-priced)
Invoice of paint manufacturer from whom the paints are purchased for each lot of paints also.

9. The painting work shall be subject to inspection by Engineer-In-Charge at all times. In particular, following stage-
wise inspection will be performed and contractor shall offer the work for inspection and approval of every stage
before proceeding with the next stage. The record of inspection shall be maintained in the registers. Stages of
inspection are as follows:
(a) Surface preparation (b) Primer application (c) Each coat of paint

Any defect noticed during the various stages of inspection shall be rectified by the contractor to the entire
satisfaction of Engineer-In-Charge before proceeding further. Irrespective of the inspection, repair and approval
at intermediate stages of work, contractor shall be responsible for making good any defects found during final
inspection/guarantee period/defect liability period. Dry film thickness (D F T)) shall be checked and recorded
after application of each coat and extra coat of paint should be applied if required to make-up the specified DFT
without any extra cost to owner.

10.The shades of successive coats should be slightly different in colour in order to ensure application of individual
coats, the thickness of each coat and complete coverage should be checked as per provision of this
specification. This should be approved by Engineer-In- Charge before application of successive coats.
11. All painting materials procured by the contractor shall be offered for inspection to NFCL Engineer-in-charge prior
to use. A monthly report showing the status of paints in stock, paints consumed and fresh stock procured during
the week, shall be submitted to Engineer-in-charge by the contractor.

12.Paint shall not be applied When R.H. is greater than 90%,during rain, fog and mist, Where amount of moisture
on surface or that likely to be caused by subsequent condensation may have harmful effect.

13.The work is to be carried out in the working plant and contractor has to follow all safety/security regulations of the
company. Contractor has to carry out the work without disturbing the working of the plant or material.

14.The work awarded against this Contract is to be treated as a complete Turnkey job and accordingly all items
necessary to give specified quality are included in the scope of work even though not specifically mentioned in
detail. The Contractor shall arrange all the required Tools & Tackles, safety appliances, Plant and Machinery, Air
compressors, Hardware, consumables, Transportation, Super vision and labour and other facilities such as
scaffolding platforms required for execution of the jobs.

15.Scaffolding shall be erected for all painting jobs above 2.0-M height. Payment for scaffolding will be done above
+6ML if it is erected as per NFCL standards.

16.Access equipment such as rope Ladders, aluminum / MS ladders shall be used only to transport men from one
elevation to other elevation. This access equipment shall not be used for painting jobs. Men shall not be
permitted to stand on access equipment and do painting jobs.

17.Necessary water and power connections will be given free of cost at an already available location and contractor
has to lay the pipelines/cables from that point to the work spot at his cost. Contractor shall obtain necessary
work permit from Engineer In-charge before taking up day’s job.

18.Contractor shall employ competent and qualified representative at site who shall be present at site during
working hours and any orders or instructions given to the said representative shall be deemed to have been
received by contractor.

19.It is binding on the contractor to carry out the jobs within the stipulated period as mentioned in the order/as
directed by engineer-in-charge. If the contractor is unable or unwilling to carry out the job within the stipulated
time the same shall be carried out through alternate contractors/agencies at contractor's risk and cost and all
expenses incurred shall be recoverable from their bills.

20.Preparation of paint mixture, time gap between successive coatings, period between paint mixing and application
of paint should be strictly as per recommendations of paint manufacturer.

21.The contractor shall be fully responsible for any first aid and emergency medical treatment to his employees. All
workers working on this job shall be covered under workmen compensation insurance. All the safety appliances
like safety belts, helmets, shoes, rope ladders etc. shall be arranged by the contractor.

22.Scaffolding material etc. as required executing the job as per NFCl site safety standards Erection of Scaffoldings
should meet NFCL site safety standards.

23.It is binding on the contractor to follow all labour related rules and statutory regulations.

24.The manufacturer’s test certificates / data sheets for all the above items shall be reviewed by Engineer-in-charge
at site before start of work.

25.Mechanical mixer shall be used for paint mixing operations in case of two pack systems except that the NFCL
Engineer-In-Charge allowed the hand mixing for small quantities at his discretion in case of specific requirement
for touch up work only.

26.NFCL reserves the right to curtail the period of service, if required with one month notice.

27. No claim shall be entertained towards idle wage of workmen.

28.Smoking is strictly prohibited at the work places. All paints and painting materials shall be stored only in the
approved rooms. All necessary precautions shall be taken to prevent fire. A signboard bearing the word “PAINT
STORAGE – NO NAKED LIGHT – HIGHLY INFLAMABLE” shall be clearly displayed outside. Manufacturer’s
recommendation shall be followed for storage of paint materials.

29.Contractor should arrange required Elcometers for measuring the thickness of pain from time to time. The
thickness should be measured at as many points/ locations as decided by Engineer-In-Charge and shall be
within + 10% of the dry film thickness, specified in the specifications.

30.Contractor should mention the make of paint considered in the quotation. For item number 19 of BOQ, the make
should be of M/s Hindustan Ciba-Geigy only to be considered.
