As its RV...we will access situation from Radar and


any fog signal heard. Iwill determine which vessel
is concerning more risk..means less CPA and

Bhai manualy call point requirement says that


they should be installed through accomodation
spaces..service spaces and control stations. 1 call
point should be situated at each EXIT and finally that
no part of corridor is.more than 20mtrs from thm the
call point.

The amendments, which apply from 18 January


2017, relate to the financial security of seafarers in
cases of abandonment (Reg 2.5), and contractual
cases of abandonment (Reg 2.5), and contractual
claims for compensation in the event of a seafarer's
death or long-term disability due to an occupational
injury, illness or hazard (Reg 4.2).

After 18 January 2017, all ships must have on board


a certificate or other documentation confirming that
such financial security is in place. Information regard‐
ing reqquirements for the contents of the certificate
or other documentation can be obtained from the new
annexes A2-1 and A4-1 of the 2014 amendments.

The amendments involve the addition of two new


points to DMLC Part I and DMLC Part II; No. 15 and 16.

However, it is not necessary to apply for a new


DMLC Part I before the due date for renewing
the MLC certificate. The MLC certificate and
associated declarations (DMLC Part I and Part II)
issued before 18 January 2017 will be valid until the
MLC certificate expires.

In connection with inspections on board carried out


after 18 January 2017 and up until expiry the MLC
certificate, the only requirement is that a certificate
or other documentation confirming that financial
security is in place, can be presented upon request.

P&I insurance is primarily intended to cover a


P&I insurance is primarily intended to cover a
shipowner’s or operator’s liability towards third parties
and it generally excludes damage to the insured’s own
property or direct loss of the Company.

Hull and Machinery insurance is basically insurance


of the client’s vessel as its primary asset. The two
types of insurance interact in the area of collision
liability and liability for contact damage to third party
property.

Hull and Machinery insurance and P&I insurance


are often complementary when it comes to collision
liability and liability for damage to piers, loading
cranes and other third party property, generally known
as damage to fixed and floating objects (FFO).

Hull and Machinery (H&M) insurance may include


cover for liabilities towards third parties depending
upon the type of policy and scope of cover of that
specific policy. Under the standard English Hull and
Machinery insurance terms (ITC Hulls – Institute Time
Clauses Hulls), collision liability cover has, historic‐
ally, been limited to 3/4ths of the own ship’s liability
towards the other vessel in a collision. However, under
Norwegian and German Hull and Machinery insurance
terms, the liability cover provided is for 4/4ths, i.e
100%, of the own ship’s liabilities towards the other
vessel. Similarly, under the United Kingdom Hull and
Machinery insurance terms, damage to so-called
Fixed and Floating Objects (FFO), i.e. objects others

Norwegian and German insurance terms these risks
are covered 100%.

Some shipowners have placed full (4/4ths) collision


liability under their P&I insurance. This collision
liability cover would be the most comprehensive
liability cover available, as all third party liability
arising out of the collision would be covered in
principle. However, the shipowner would still need his
Hull and Machinery cover to deal with the loss of or
damage to his own vessel.

The cornerstone of the P&I cover is that it responds


to liabilities that are not covered under the Hull and
Machinery cover.

Ships need to built according to a set standards of


design and construction. These standards are drafted
by the "international association of classification
societies (IACS). 

Different classification societies can have their own


rules over and above the rules set by IACS.

Now before a ship is classed, classification society


checks all the parameters related to construction and
design. Some of these may be mandatory, other will
not be.

Based upon the design and construction, class


assigns "notations" for the ship. Notations are in form
of symbols and letters. Each symbol and/or letter
defines a particular aspect of the ship's design and
construction. 

The class notations are mentioned in the "Certificate


of class". Below is the section of class certificate of a
ship.

Swivels are installed between anchor and rode to


prevent twisting (particularly when chain is used),
however they can be installed incorrectly, Ensure the
jaw fitting of the swivel is attached to the chain, not
the anchor shank – the swivel eye will be attached to
the anchor shank with an anchor shackle – to prevent
binding and possible failure as the vessel sheers at
anchor. The swivel itself should be drop forged (not
screwed, riveted, or welded together) and the largest
size that fits the chain link without binding.

13. Next I will take a round with outgoing Master
on deck, accommodate as well as the Engine room
checking the condition, maintenance and cleanliness
of various areas.
14. As per MSA 208, I will make an entry in the
Official Log Book of all certificates including stability
information (reqd as per MSA 298) taken over & same
signed by both the Masters
15. Also, I will make an entry in the Official Log Book &
Deck log book stating that the vessel lies safely afloat
at the time of handing over/taking over at mentioned
place with ROB-cash, FO, FW & drafts F & A. This
entry is to be signed by both the Masters.
16. As per MSA 37, I will go with Articles of
Agreement (if there is any crew change) and
certificate of registry to Principal Officer MMD or
Indian Consular office to get my name entered in
Certificate of Registry.
Note - As per M.S. Notice 16 of 2002 - henceforth
there is no need for Master to be present in person to
effect the changes. In lieu, shipowner / shipmanager /
operator may submit an application in duplicate for
recording change of Master, to the Registrar, where
the ship was registered along with the prescribed fee
of Rs.250. The application may be forwarded by post
or in person along with enclosures in accordance
with instructions given in the application form.
Specimen copy of the application format is enclosed
for reference. Upon receipt of the application form
and the prescribed fee, the Registrar will record the
change of Master in the application at the prescribed
place and return a copy of such endorsement to
the applicant. Such copy of endorsement should be
forwarded to the vessel within one month from the
date of change of command and shall be attached to
the Certificate of Registry as a proof of endorsement
of change of command. 17. Finally, on taking over, I
will inform the Owners of the same.

The Nautical Adviser to the Government of India


has observed that in a number of cases, reports
into shipping casualties being forwarded to the
Directorate, are found to be lacking in depth and
quality in their contents., More so when reports
are compiled by Port Officers of Minor Ports. The
purpose of conducting investigations into such
purpose of conducting investigations into such
marine casualties thereby gets defeated. That's why
Preliminary inquiry is carried out by Port Officers

a term used to describe the state of a ship which is
unstable when upright (ie: has a negative metacentric
height, GMt) and therefore takes on an angle of heel
to either port or starboard.

When a vessel has negative GM i.e., is in unstable


equilibrium, any external force, if applied the vessel,
will cause it to start heeling.

Note that Angle of List should not be confused with


angle of loll. Angle of List is caused by unequal
loading on either side of center line of vessel.

Although vessel at angle of loll does display features


of stable equilibrium, it is an extremely dangerous
situation, timely remedial action is required to prevent
the vessel from capsizing.

It is often caused by the influence of a large free


surface or the loss of stability due to damaged
compartments। It is different from list in that the
compartments। It is different from list in that the
vessel is not induced to heel to one side or the other
by the distribution of weight, it is merely incapable of
maintaining a zero heel attitude.

metacentre (M) the vessel is said to have a negative
GM or a negative initial stability.
A vessel in this state has a loll, i.e. she floats at an
angle from the upright to one side or the other and
there is a danger that she may capsize.

I told him 4 points which are given in all study material
but he was not satisfied and brought his Hague and
Hague visby red colour book and said here there are 7
points. I said sir I just read 4 points. He started moving
the pages and started asking questions from inside
the book.
3.Different types of bill of lading
I started straight, open , bearer , switch , clean . He
said explain each one . I almost explained all of them
and got stuck in stale b/l. Which I got confused with
claused Bl. Then he asked me seaway bill which I
answered to him and then again he came back to
stale bl temme wat it is.I said sir I’ll find it out and
let u know.He shook his head and moved on to next
question.
4.Tell me incoterms
I started telling him FIO, FOB, COF
He said son explain what it means.I said sir I just know
the heading.Shook his head again and put a cross.
5.In polar waters what all navigational equipment
difficulties you will face.
I didn’t answer this to him coz I knew if I start with
gps and gyro he will definitely dig into it and I was
gps and gyro he will definitely dig into it and I was
not confident for answering this question in deep.He
marked a cross again.
6.You are in japan and you are coming out from the
channel and you see composite green flashing 2+1
what action you will take..
I answered I’ll keep the buoy on stbd and alter course
to port.As it is region B and while coming inwards it
is a preferred channel to stbd buoy.for that he was
satisfied and then put a tick on the question.

to berth the vessel then he changed the situation and

vessel is drifting onto the Jetty very fast what action
you will take.i said I’ll try to bring the vessel parallel to
the jetty by using engine and rudder then he said ok
your vessel is now parallel but still drifting to the jetty
i said I’ll drop the anchor he said good now stern is
coming very fast to the jetty...I said fenders are there
impact will be less he was not satisfied...

performed.
