TECHNICAL GUIDELINES, RULES AND REGULATION

RULES AND REGULATONS OF THE TOURNAMENT

1. The tournament will have 2 Divisions:


Midgets -Born 1998 (14 yrs. Old and below)
Juniors -Born 1993 (19 yrs. Old and below)

2. Team that had been found to have violated eligibility rules or had committed any
violations will be meted disqualification. All division will be disqualified during the
whole duration of the tournament.

3. Each team in each division must be composed of not more than twelve (12)
players. A minimum of 5 players is needed to play the game.

4. Each team must provide the tournament organizer, a photo gallery of their
players and group/team picture.

5. Each team must provide their own uniforms with numbers 4 to 15 in front and
back of the jersey using designated areas

6. Teams with scheduled games must be within the premises of the basketball
Court 30 minutes before the scheduled times of play. At least (5) players from
each team must be present in the playing court at the start of the game. A team
that cannot comply with the minimum numbers of players shall be declared in
default after the lapse of the 15 minutes grace period. These apply or the 1 st
game of scheduled game.

7. No players shall be allowed to play in any scheduled game if he is under the


influence of prohibited drugs. Anybody found violating this particular rule is
automatically banned for the entire duration of the tournament. Anyone found
under the influence of drinks with alcohol contents shall also be suspended.
8. The NO SMOKING RULE shall be strictly enforced within the playing area and
its immediate perimeter among its players and officials.

9. Players who will involve in fistfights deliberate international foul such as striking
by hand, kicking, and/ or tripping his fellow players shall be dealt with strong
warning or immediate ejection from the game. Any repetition of this action shall
be ground for disqualifications for the entire tournament, players not involve in
such incidents who enter the court will be ejected from the game and automatic
one (1) game suspension.

a. Players must confine themselves in the bench until the final buzzer. A
disqualified player or any player who leaves the playing court without
proper permission from the officials will penalized with a “One Game
Suspension”
b. Proper conduct on the part of the coaches and players shall always
observed. Any violation shall penalized with a “One Game Suspension”
(i.e. use of foul, malicious words and insulting the Officials)

10. A team that walks out from an official game shall be permanently banned from
participating further in the tournament. Two (2) minutes interval – technical foul at
the time started.

11. Eligibility of participating players can be questioned for the whole duration of the
Tournament. A written protest supported by evidence is required. This is
applicable ONLY during the span of the ELIMINATION round.

12. If the protest has been proven true or valid, the won games will be automatically
forfeited in favour of the team opponents. The decision of the Execution
committee is final and executor.

13. No teams will be allowed to change their line-up after the deadline of the
submission of line-up has lapsed.

14. No players will be allowed to play if he is not wearing the complete uniform
(jersey and rubber shoes).

15. In case of protest involving the technicalities of the game, only the team captain
or coach of the team shall be entertained by the Technical Committee, provided
that such protest is done in courteous manner. All technical protest must be
submitted in written from within 24 hours from the termination of the said game.

16. Changes in the scheduled of games/ rules regulations is under the prerogative of
the Technical Committee / Commissioner, but with consultations among
participating teams.
17. In case of the game cancellation or postponement due to untoward incident ball
possession and game clock shall be observed. Only players present in subject-
postponed game shall be allowed to play at the resumption of the game.

GENERAL RULES

A. Rights and responsibilities of Participating teams:


1. Must now and understand official rules of basketball and abide by them.
2. Must accept referee’s decisions
3. Must accept observe proper conduct and uphold the spirit of sportsmanship.

B. Team Captain
1. He represents the team during toss coin before the start of the game.
2. During the match, he represents his team for any clarification on application
of rules.
3. After the match, h signs the score sheet to ratify the outcome and if he
previously expressed any disagreement to the result of the game, he may
confirm it by recording it on the score sheet.

C. The Coach
1. Prior to the start of the game, he gives the line-up dully filled in and signed, to
the table officials.
2. During the match, he may give instructions to his players on the court but only
while sitting on the bench or within the restricted area for coaches, without
disrupting of delaying the match.

D. OFFICIALS (Referees)
1. The tournament/league shall be handled by FIBA Referees, who shall decide
on all technicalities.
2. Referees decision is final.
3. Judgment calls made by the referees can never be contested / disregarded.

E. COMMISSIONER OF THE TOURNAMENT


1. Commissioner has the right to amend, revise, interpret and supplement
documents signed by him and which shall form an integral part of the ground
rules with immediate effect.
