INTRODUCTION

Bustos Water District was incorporated by virtue of Presidential Decree (PD) 198 known
as the Provincial Water Utilities Act of 1973, as amended, the law “declaring a national policy
favoring local operation and control of water systems; authorizing the formation of local water
districts and providing for the government and administration of such districts; chartering a
national administration to facilitate improvement of local water utilities; granting said
administration such powers as are necessary to optimize public service from water utility
operations and for other purposes.”

The Bustos Water District was established in November 29, 1988 under the Certificate of
Conformance No. 369 issued by the Local Water Utilities Administration (LWUA). BWD was
granted regular and soft loans by LWUA amounting to P22.719M which was used as its capital
investment. After few years of its commercial operation in 1993, BUSTOS WATER DISTRICT
(BWD) was able to own a separate office building and a 400 cu.m. steel elevated tank, installed
26m. high on a 450 sq.m. lot donated by the municipal government and a pumping station
powered by a 50 HP motor located on a 200 sq.m. lot donated by a concerned citizen in
barangay San Pedro. Additional three pumping stations were put up, all powered with 50HP
motors each, namely: Bonga Menor P.S., Bonga Mayor P.S. and Cambaog P.S.

As of December 31, 2016, the District has more than 10,600 metered connections
served thru five pumping stations and a steel water reservoir with a capacity of 400 cubic
meters. A new pumping station located at Barangay Camachilihan was constructed and started
operation in June 2016.

In line with the core of the government’s program which envisions a socio-economic
upliftment of the people of Bustos, the BWD was entrusted with the operation and
management of providing potable water in the entire municipality. BWD is under the
stewardship of its Board of Directors (BOD) duly appointed by the Municipal Mayor and
confirmed by LWUA, under the operation of the General Manager.

It is worth noting that since its formation the BWD is a self-sustained agency receiving no
subsidy or financial assistance from any other government unit.

In year 2007, BWD received a Creditworthy Award from LWUA. And in its quest to
manage funds the most efficient way, BWD started on making advance payments to LWUA in
year 2004 and had fully paid its loan in January 2011. The P13.7M advance payment gave
unprecedented savings in interest and time as the loan with original amortization of up to year
2021 was fully paid in January 2011.

As of December 31, 2017, the Bustos Water District has an asset worth P78, 300,502.34
and net income of P8, 157,681.74.
