Dear Mr Jack Bizlall,
Further to our discussions yesterday, Government wishes to reaffirm the following:

Government has already set up an Inter-Ministerial Committee to consider,
inter-alia, the setting up of a Land Division/Court/Tribunal or other
appropriate institution.
The Committee is finalising its Report and will submit same to Cabinet to
consider the setting up of a Land Division/Court/Tribunal or other
appropriate institution as well as the recommendations of the Committee
with regard to the financial implications, including the setting up of a
defined ‘Fund’ to cater, inter-alia, for operational expenses in the coming
budget exercise.
Government will consult the relevant authorities (Attorney General's
Office/Judiciary/other concerned Institutions) in order to decide:
(a) whether amendments will need to be brought to the Courts Act for
the proposed Land Division/Court/Tribunal or other appropriate
institution to apply the principles of equity; and
(b) to introduce into the National Assembly the required legislation to set
up the Land Division/Court/Tribunal or other appropriate institution
and also amend, if need be, any other relevant enactment for the
above purpose.

Further to my letter addressed to you today, | wish to inform you that
Government is agreeable to set up a Coordination Committee to ensure proper
communication.
2. The Coordination Committee will be chaired by the Financial Secretary and
will include representatives of the “Comité de Soutien”.

Sir,
1. We have received your draft letter proposing the setting up of a coordination committee to
bbe chaired by you, in which we have the right to be represented. We should be represented
by at least three representatives. Their names will be communicated to you by next week.
2. There is a lack of trust between government and the aggrieved dispossessed owners of land
having regard to the Land Division/Court/Tribunal to be set up and the re-imbursement of
their expenses in relation to claims to be submitted to the Land Division/Court/Tribunal.
Such expenses are laid down in page 47 of the Law Reform Commission, Opinion Paper for
Settlement of Land Disputes.
This lack of trust does not allow us to stop the hunger strike without precautionary measures.
We hereby inform you that the hunger strike is being stopped today, but may be reconducted
anytime. Should there be any unwarranted and unjustified delay in the processing of the Draft
Bill to the Legislative Assembly and the approval of the “Fund” at the next budget, we shall
come back, “en force”, to the hunger strike.
