Your letter today, March 08, 2019, Ref  1259119 and its attachment – 
Protocols 04017115.

Dear Chairman of the Central Election Committee Hanan Melcer and FOIA Officer 
Elad Naveh:
Yesterday, March 07, 2019, we sent you the pre­litigation notice, referenced above.
Today, March 08, 2019, we have received your letter, referenced above.  Such letter 
explicitly states that the above referenced FOIA request is for “a copy of the 
authentic, signed November 01, 2015 Protocol of the Presidency of Central Election 
Committee”. However, the attachment to your letter today is an unsigned document.
Therefore, your letter today cannot be deemed a due, adequate response to the 
above referenced FOIA request.
We herein again ask due, adequate response to the FOIA request, referenced above: 
Either a copy of the authentic, signed protocol, as requested, or a notice pursuant to 
the Freedom of Information Act, Article 8(3) – that the requested document could not
be located, or is not in your possession.
Absent due, adequate response on the FOIA request itself within 7 days of the 
pre­litigation notice, the NGO would be left with no choice in the matter, but to
employ all legal measures at its disposal.
