UGC Norms about Orientation Programme

/Subject Refresher Course

Eligibility

Lecturers working in the Universities and Colleges, who are included in the list of College under Section 2(f) of
the UGC Act., even though they may not yet be fit under 12-B of the UGC Act, may be invited to participate in
the Orientation and Refresher Courses. The teachers of colleges, which do not yet come within the purview of
Section 2(f), but have been affiliated to a University for at least 5 years, be permitted to participate in the
courses.

For Orientation Program :

Newly appointed lecturers up to six years of continuous service and all those teachers who require Orientation
Programme for getting higher grade. Attendance of Orientation Programme should be a condition for
confirmation and the same course be counted for getting promotion to senior scale as required under Career
Advancement Scheme

For Refresher Course :

Participation in Orientation Programme be a pre-requisite for admission to Refresher Course. Thereafter, with
a gap of one year they can opt for Refresher Course. Also there should be a minimum gap of one year between
two Refresher Courses.

Such courses are for in-service teachers who are eligible as per UGC-ASC rules and regulations. The newly
appointed teachers up to 6 years of continuous service and eligible for Orientation. There after a gap of one
year, such teacher may opt for Refresher Course. The eligibility for attending Refresher Course for teachers
who have not attended earlier Orientation course has been reduced to “two years” from “five years”.
However, the gap in two successive Refresher Course should normally be “one year” and may be relaxed if
adequate number of participants are not available or it is essential for the teacher to fulfil eligibility condition
for his career advancement.

Duration:
Orientation Programme will be of 4 weeks duration with minimum of 24 working days and 144 contact hours
(6 hours a day).
Refresher Course will be of 3 weeks duration with minimum of 18 working days and 108 contact hours (6 hours
a day) excluding Sundays and public holidays

Curriculum(for Orientation Programme):


In order to achieve the above objectives, the curriculum for the Academic Staff Orientation Course may have
the following. Four components with minimum of 144 contact hours i.e. 6 hours daily for 4-week programme.

1. COMPONENT A: Awareness of linkages between society, Environment, Development and Education.


2. COMPONENT B: Philosophy of Education, Indian Education system and pedagogy.
3. COMPONENT C: Resource awareness and knowledge generation.
4. COMPONENT D: Management & Personality Development.

Component A:
Awareness of linkages between society, Environment, Development and Education.

This Component should aim at helping the teacher to realize the larger context or education and the role of a
teacher in a society. Some illustrative topics to be covered are:
• Secularian
• Egalitarian Society
• National Integration
• Multilingualism
• Multiple Cultures
• Equality
• Status of Women and Child
• Casteism
• Poverty
• Environmental Pollution & Biodiversity
• Unemployment
• Urbanization
• Modernization
• Rural Development
• Youth
• Indiscipline
• Role & Responsibility of a teacher
• Value based education
• Indian tradition
• Creation of an Indian identity
• Sustainable Development
• Human rights
• Globalization and higher education
• Public interest movements (PIL, Consumer Protection, Judicial Activism, etc.)

Component B:

Awareness of linkages between society, Environment, Development and Education.

This Component should aim at helping the teacher to realize the larger context or education and the role of a
teacher in a society. Some illustrative topics to be covered are:

Philosophy of Education, Indian Education system and pedagogy.

This Component should aim at imparting basic skills and sensitivities that a teacher needs for effective
classroom teaching. Some of the illustrative topics are:

Philosophy of Education – Aims, value based education, Role of social and educational institutions comparative
educational systems, internationalization of education.

Indian Education System, Policies, Programmes and Planning Organizational structure, University autonomy.

Economics of Education and Human Resource Development – Resource mobilization.

Quality Assurance in Higher Education – Indicators of quality assurance, assessment and accreditation.

Learner and the learning Przcess – understanding the adolescent learner, motivation, interests, Human
Development, Memory Aptitudes, intelligence, Learning Styles.

Methods and materials of teraching – Prescribed texts, effectivae class room Teaching Techniques,
Assignments.

Technology in Teaching –Cooncept of Teaching – levels of teamching and phases of teaching, Audio, Video,
Educational Films, Computers, etc.
Curriculum Design – Approaches, Curriculum Development, Need based courses, Remedial Courses.

Evaluation and Feedback – Measurement and Examination reforms including setting question papers.

Alternate methods of Learning – Distance and open learning, Self-learning and informal learning.

Component C:

Resource awareness and knowledge generation.

The Component should aim at helping the teachers to be self-sufficient in keeping themselves continuously
abreast of new knowledge and techniques, processes methods and sources of knowledge:

Information Technology – New Modes of Information Storage and Retrieval, Computer Applications,
Communications, Multi-Media, Computer Aided Learning, Internet.

Documentation Centres – Information Networks, Super highways, National and International Data Bases

Libraries – Reference Material, Bibliographies, Encyclopaedia, Periodicals

Institutions-Apex and Specialized Institutions, Museums, Laboratories, Centres of Excellence

Research – Research Projects, sponsoring Agencies, Academic Writing and Publication etc.

Industry-University Linkages.

Component D:

Management and Personality Development.

Under this component the teachers should be familiarized with the organization and management of the
college/university. They should be made aware of the ways in which they may develop their own personality.
Illustrative topics should be:

Communication Skills – Verbal and Non-verbal

Thinking Skills and Scientific Temper

Leadership, Team Building and work culture

Administrative Skills – Decision making, Service rules, human relations, Interpersonal effectiveness
Educational Management – Institutional Management, Management of committees, examinations, Hobby
clubs, sports and Co-curricular activities.

Student Guidance and Counseling

Mental Health – Attitude and values

Career Planning Time Management

Teacher Effectiveness – Qualities of an Effective Teacher, code of conduct, Accountability and empowerment.
Above given topics are illustrative in nature. Depending upon the requirements of teachers and academic-
background, the ASC will select the number of topics and the methodologies of teaching.

Weightage to each component be kept flexible and the ASC may decide the time allocation and modalities of
the input depending upon needs of respective groups.
EVALUATION OF PARTICIPANTS
When possible in the concluding week of the programme experts preferably external be aked to
assess the participants on the basis of multiple choice objective tst and the grade to the participants
taking also into account the other evaluation already done.

The following should be grades:


a) A 75% and above
B 60% to less than 75%
C 50% to less than 60%
F below 50%

Those teacher participants who get F grade are required to repeat the programme after a gap of one
year without financial commitment to UGC-ASC.

b) The total marks be fixed at 100 and the same be decided in the following manner:
a. Overall response 20
b. Seminar 20
c. Project/Survey/Other 20
d. Micro-teaching/participation 20
e. Multiple choice objective tests 20

The above distribution may be adjusted to meet the specific requirements.

The grades should be indicated on the Certificate to be given to the teacher participant
at the end of the programme.

Full Time Courses:

An orientation course will necessarily be full-time and residential. Adequate arrangements will have to made
by the ASC to ensure that the residential character of the course is maintained throughout.

Participating lecturers will be deputed by the respective college/university department for the entire duration
of the course.

The teachers selected for the programme are to be treated as on duty with full pay and allowances by the
sponsoring University/College.

The participants may be drawn from the institutions falling within the state and upto 25% may be taken on all
India basis to promote national integration. Each ASC may organize one orientation on an all India basis.

The number of participants in a course should be 40 to 50. In case sufficient number of participants are not
available in a particular subject/course, the ASC/RCC may consult with nearby ASC/RCC, which have been
allotted the same subject by the UGC in order to exchange the participants among themselves so as to ensure
optimum number of participants in a course.

Refresher Courses:

The Refresher Courses will:


1. Provide opportunities for teachers in service to exchange experience with their peers and to mutually
learn from each other.
2. Provide a forum for serving teachers to keep themselves abreast of the latest advances in various
subjects.
3. Create the culture and self-improvement among the teachers.
4. Provide opportunities to further widen their knowledge and to pursue research studies, and
5. Give an introduction to new methods and innovations in higher education and enlighten them so that
the participants can in turn develop their own innovative methods of instruction.

The thrust areas for each Refresher Course will be decided by the Director in consultation with the Course
Coordinator.

DA:

Local Participants : Rs.100/- per day

Out-station participants : Rs.250/- per day for boarding and lodging.

TA:

Teacher participants will be paid II Class Railway Fare. However, to cover the cost of their boarding and
lodging of Rs. 150/- per day for outstation and Rs. 50 per day (except holidays and Sundays per local
participants will be paid. For providing free lodging the Academic Staff College will deductRs. 38 per day out
of the DA payment to out-station participants.

The Registration Fee:

Every participants shall pay an admission fee (non-refundable) of Rs.500/- at the time of registration by
demand draft in favour of Finance Officer, Aligarh Muslim University, Aligarh, drawn at State Bank of India,
AMU Branch, Aligarh (Code:5555).
