Bids
1. The Democratic socialist Republic of Sri Lanka has applied financing from the Asian
Development Bank (ADB) towards the cost of Health System Enhancement Project. Part of
this financing will be used for payments under the Contract named above. Bidding is open
to Bidders from eligible source countries of ADB.

2. The Deputy Project Director, Health Sector Enhancement Project, Ministry of Health
Indigenous Medicine, Probation & Child Care, Women Affairs and Social Welfare, Uva
Provincial Council (“the Employer”) invites sealed bid from eligible Bidders for the
construction and completion of the Works which includes rehabilitation of the existing
building and facilities and also new construction of Health Center as described below. The
center has approximately following major physical activities (“the Works”).

3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-
Envelope procedure and is open to all Bidders from eligible countries as described in the
Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this
bidding:
If a Bidder submits several successful (lowest evaluated substantially responsive) bids, the
bid evaluation will also include an assessment of the Bidder’s capacity to meet the following
aggregated requirements as presented in the bid:
 Average annual construction turnover,
 Financial resources.

A. Financial

(i) Historical Financial Performance

Submission of audited financial statements for the last three years (2014/15,2015/2016, and
2016/2017) to demonstrate the current soundness of the Bidder’s financial position.
(ii) Average Annual Construction Turnover
The Bidder (including Joint Venture and Partnership) must have minimum Average Annual Construction
Turnover of Rs. (see table below) calculated as total certified payments received for contracts in progress
or completed, within the last 3 years (requirements stated below is applicable for each Lot separately).

B. Experience

contractor, Joint Venture partner, or Subcontractor, in at least two contracts that have been
successfully or substantially completed within the last 5 years and that are similar to the proposed
works, where the value of the Bidder’s participation under each contract exceeds for:

The contracts executed during the period last 5 years, a minimum construction
experience in the following key activities:

1. Concrete (Grade 25 or Grade 30) - Production per month 16-45 Cubes per month

2. Rubble foundation work per month 5-64 Cubes per month

3. Brick work per month 26-82 Sqrs

4.Wall and Floor Tiling per month 55-65 Sqrs

5.Removing existing asbestos roof and fixing new metal roof per month 70-115 Sqrs

6.Painting works per month 225-369 Sqrs

6. To purchase the Bidding Documents in English, eligible bidders should submit a written
request/application to the above address requesting the Bidding Documents for the Procurement
of Civil Works for the Health System Enhancement Project and pay a nonrefundable fee of LKR
5,000.00 (Sri Lankan Rupees Five Thousand Only) on or before xx-xx-xxxx 15.00 Hrs.
The method of payment will be in the form of bank draft or cashier’s certified cheque in favor of
the Deputy Project Director, Health System Enhancement Project, Office of the Provincial
Director of Health Services, Uva Provincial Council, Badulla, Sri Lanka or in cash, during
xx-xx-xxxx until 15.00 Hrs on working days or pay by direct deposit to bank account number
XXXXXXX.

7. Bids shall be delivered to the above address, on or before 14.00 Hrs, xx-xx-xxxx together
with a Bid Security. The Bid Security shall be in the form of a Bank Guarantee as per the format
given in Section 4 of Bidding forms, to be issued by a Commercial Bank approved by Central
Bank of Sri Lanka in favor of the Deputy Project Director, Health System Enhancement
Project, Office of the Provincial Director of Health Services, Uva Provincial Council,
Badulla, Sri Lanka. Late Bids will be rejected and returned unopened

8. The Bids shall be valid for 90 days from the date of bid opening. The Bid Security shall
be valid for 120 days from the date of bid opening. Bids will be opened immediately after the
deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

9. The Office of the Provincial Director of Health Services of Uva Provincial Council will
not be responsible for any cost or expenses incurred by bidders in connection with the
preparation or delivery of bids.

10. Local bidders shall be registered with the Construction Industry Development Authority
(CIDA) prior to award of the Contract.
