- Creating another Juridical Entity (Government owned or controlled Corporation) to oversee the development of Siargao Island Section 4. Purposes of the SDA - The House Bill encourages active participation of private sectors, however, we also take into account the mistakes in Boracay, in which private sectors have been actively participating in the economic development of the place, and it resulted to environmental degradation - The main purpose of the SDA is economic development but we should also identify the needs of the social and environmental development CHAPTER II Section 17. Siargao Islands Special Economic Freeport Zone - The said law provides for the establishment of an Economic Freeport Zone, it would mean free flow or movement of goods within, into and out of the country. - However, in accordance with 10654, it limits the access of fishery and aquatic resources of the Philippines for the exclusive use and enjoyment of Filipino citizens, hence, in establishing of an economic zone it would mean the free flow access of foreigners in our fishery and aquatic resources - It is also worthy to note that Siargao Islands is part of the National Integrated Protected Areas System (NIPAS), hence developing it to an economic zone would definitely result to depleting aquatic and fishery resources and even aquatic pollution; Section 19 Marine Protected Area Declared - As of now, Siargao is considered as a protected area, every municipality have already established their Marine Protected Areas, unfortunately, some are inactive in its protection but they are still existing
