pennsylvania DEPARTMENT OF EDUCATION April 24, 2019 Harrisburg City School District Dr. Sybil Knight-Burney 1601 State Street Harrisburg, PA 17103-1466 VIA HAND DELIVERY AND ELECTRONIC MAIL Dear Dr. Knight-Bumey: ‘As you are aware, the Pennsylvania Department of Education (Department) has engaged the audit firm of Wessel and Company (Audit Firm) to conduct an audit of the Harrisburg City School Distriet’s (District) finances pursuant to section 2410 of the Public School Code of 1949 (School Code), 24 P.S. § 24-2410. ‘You have been previously advised as to the basis and scope of the audit and, on multiple occasions, have been provided with a list of data requests submitted by the Audit Firm that, to this date, have not been fulfilled by the District, including data and reports related to federal grants received and managed by the District. The District’s failure to fully cooperate with the audit and to provide the Audit Firm with access to the requested records is in violation of the District's obligations under the School Code and 2 C.F.R. § 200.336 and constitutes a material breach of the District's obligations under the District’s Consolidated Federal Grant Agreement, 21* Century Community Learning Centers Grant Agreement, Education Leading to Employment and Career Training Grant Agreement, and Refugee School Impact Grant (RSIG) Grant Agreement, as well as any amendments thereto. As a result of the District's failure to cooperate, pursuant to 2 C.F.R. § 200.338 and under the terms of each of the aforementioned Grant Agreements, and without limiting any other remedies to which it is entitled under the grant agreements or applicable law, the Department is suspending the payment of each of the foregoing lines of funding as outlined below.
