Dear Secretary Rivera,

I am becoming increasingly concerned by the actions of the Harrisburg School District with
regard to transparency, personnel and fiscal management, academic achievement and the
apparent lack of compliance with Department of Education directives.

When we met in June 2018 to discuss my concerns with the District at that time, you
indicated the Department was not in a position to file a petition for receivership.

The financial condition and academic performance of the District has a direct impact on the
ability of the City of Harrisburg to attract the residents and economic development it needs in
order to grow its tax base and continue improving its own fiscal health.

On behalf of my constituents who live in the City and the thousands of children who attend
its schools, I would ask that you reevaluate receivership as an option to put the District on the
right path.
