found a four best practices of Iloilo City such as; Iloilo River Development Project, Waste pickers
Livelihood Training Program, Community-based Water and Sanitation System and Community-
based Disaster Preparedness Planning. These practices will serve as a channel in achieving a
sustainable environmental life which can be apply in Manila in reshaping it to become as a Smart
Environment.

Science and Technology, as they
intertwine, they also revolve through the years.
We study the composition and component of the
natural world by observing and experimenting.
We used our scientific knowledge and capability
to apply it in making a product that will help
each individual to have a good life. In this time
of digital age, people are becoming more
observant, being curious and most of all
continuously aiming for a better life. Through
the help of Science and Technology, smart city
were bring into existence. By using the
information and communication technologies, a
town or city will increase their efficiency when
it come to some operations, sharing information
and enhancing the quality of government
services and as well as the welfare of each
citizens. The key concept of building a smart
city is to optimize the functions of that city and
increase the economic growth and at the same
time it will also improve the life of its citizen
using a smart technology and data analysis. The
life of each citizen is in a great satisfactory
because of smart city it makes your daily life
sustainable, efficient, transparent and mostly
intelligent.
Enhancing the quality of life is the main

financial, and social aspects of urban life. A city
will not be able to achieve some improvements
in their life if they will not give importance to
their environment. The urban prosperity that
most of people want cannot be attained if there
are no strict policy interactions between its
environmental sustainability. The smart cities all
over the world like Helsinki, Singapore, Canada,
Denmark and Amsterdam are setting as an
example for us to follow where we can do our
part to reverse the damages we have done to our
nature. In the Philippines also, we have a smart
cities like Pasig, Makati, Boniface Global City,
Quezon City and even Valenzuela City. They
revamp our perspective that building a city using
ICT while being a kind to nature is not a utopian
vision.
One of the key dimensions of a smart
city is smart environment. In able to move in a
new era of smart city, one must have a smart
environmental protection. By means of “Smart
Environment Protection” it improves the
perception ability of environment information,
improve the efficiency and management level of
environmental protection and improve the public
service level of environmental information. The
understanding that we have when it comes to
environment widens and we go beyond from it.
As our knowledge expands in this field, people
will envision some projects or programs that
will protect our environment. Lastly, people will

come together, working hand-in-hand for the
better environment. Being smart about the
environment means understanding the real value
it brings to our lives and keeping it in good
shape. That way we can all benefit from the
services its ecosystems offer to tackle the huge
challenges climate change brings.
About Iloilo City as a Smart City
Iloilo City or also known as “The Heart
of the Philippines” is one of the provinces here
in the Philippines, a modern city that is center of
education, trade, commerce, and services. Their
vision is to achieve the Premiere “S.M.A.R.T”
City of Excellence. The potential areas of this
goal are in services, manufacturing and agri-
business, Arts and culture, Research, and
technology and tourism. They also meet the five
components of digital or smart cities like in their
economic growth, improving quality life, job
creation, strong fiscal policy and most of all the
ensured environmental protection. The city of
Iloilo will not be able to attain this position
without encouraging and strengthen the role of
private sector as active partners in all initiatives
and programs.

A human settlement that enables its residents to
live a good quality of life while using minimal
natural resources. (Urban Ecology, n.d.). Iloilo
City is in need of paradigm shift when it comes
to providing so much opportunities that will still
in balance with nature, dedicated to minimizing
the required inputs of energy, water and food, its
waste output of heat, gases such as carbon
dioxide and methane that cause atmospheric
pollution and water pollution.
Iloilo City is one of the fastest growing
cities in the Philippines today. As the center of
trade, education, and governance in the region,
daytime population has now reached half a
million. With this, the city government is
preparing to address rapid urbanization that is
taking place. As they aiming for urbanization,
they also faced a lot of environmental issue such
as river pollution, garbage issues, their coastal
and marine resources are in danger and so much
more. The major challenge would be how to
grow sustainably – how to remain livable and
become competitive. To achieve this, a number
of environmental actions have been adopted.
Iloilo City receive many distinguishes when it
comes to environmental sustainability. This city
has plenty of environmental programs which can
be implemented in other parts of our country.
City of Manila Environmental Issues
The highly urbanized area in the
Philippines wherein you can glimpse all class of
people such as upper class, middle class and
lower class in one city. City of Manila is a part
of National Capital Region in the Philippines. It

is the only city in this country that is 100 percent
urban. It is the top contributor in the national
economy. However, City of Manila has a lot of
environmental issues often associated with
urbanization such as air and water pollution,
flooding, solid waste management problems and
climate change. The complex governance
structure of water and the environment
combined with deteriorating water and
environmental situation makes Metro Manila an
ideal pilot area where future initiatives can be
modeled.
According to Regmi and Raflores, these are the
following environmental problems that City of
Manila facing for many years:
1. “Metro Manila generates over 6,700 tons
of solid wastes per day.” Some are being
collected and dumped at the open dump
sites here in Metro Manila and the other
waste goes to the system like in the
waterways that caused its clogging
which leads to flooding.
2. Heavily polluted river systems that cause
to have a water borne illnesses because
of tremendous economic performance
and rapid industrial expansion over the
last decades that have resulted in
hydrological changes.
3. “The increasing population in the
metropolis and the rapid development in
the area caused the poor quality of
ambient air in the region.” The standard
level of dust in Manila has exceeded. It
believes that it is highly due by the
vehicular emissions.
4. There are high net emissions in terms of
Greenhouse gases because of the
contribution of the industrial,
agricultural and land use sectors.
Rationale
City of Manila continuously facing a lot
of environmental issues just like what happened
in the City of Iloilo a years ago. Moreover, in
these past few years, environmental actions were
made for a livable and competitive Iloilo City
which we can apply to some barangays here in
Manila to reshape them and live a sustainable
eco-friendly life. The main goal of this study is
to ensure the effective and sustainable efforts by
utilizing or applying the environmental
provisions of Iloilo City in addressing the
environmental concerns in each barangays in the
City of Manila.
These are the following objectives of the
researchers/advocates in this study for them to
attain the prime goal of this study:

practices of each individual or
family in those communities.
Review of Related Literature
Hierarchy of Waste Management in Iloilo City
About 64,000 tons of garbage were
collected in Iloilo City in the year 1995. The
urban solid waste was produced by the all
sectors in the community. Few years ago, this
city was profoundly facing a big problem with
their solid waste management. The residues
from production and consumption processes are
their problems which is increasing that time. The
only way to dispose their waste is through open
dumpsite. However, this dumpsite has a poor
standard of site and already full which leads to
environmental and health problems. To end this
issue, in dealing with solid waste problem in this
city, an integrated approach is needed, the
hierarchy of waste management which includes:
waste minimization, re-cycling/ reuse, materials
recovery such as composting and land fill. These
must be well orchestrated to be effective. The
said ways in hierarchy must be apply depends on
their local social and cultural condition. This can
somehow be applied to the City of Manila
because this city doesn’t have enough strict
regulations or polices when it comes to their
solid waste management. There is no universal
solution for this but some can be applied in
order to achieve the efficiency and effectiveness
of these practices.
“Pay as you Throw” as Recycling Program
Waste should be managed and
maintained in order for us sustain the life that
we want because these residues are product of
society. Iloilo City is the center of the second
largest urban region in the Visayas, an island
group forming the central part of the Philippines.
The problems of waste generation and
management in this developing country most
especially in this city have become one of the
intractable environmental problems. One of the
solutions for this problem is to have a recycling
program. This must be implemented and
established to help in prevention of waste. Pay
as you throw is a supplemental plan, which is
necessary to decrease waste production. The
price may vary from unsorted garbage and the
other one are those garbage that are already
separated which is for recycling. In connection
with this is the Norway’s bottle deposit scheme.
In this country, the bottles that they bought are
not own by those consumers. It can be
exchanged at the several thousands of reverse
vending machines, or over the counter at stores

and gas stations in return for cash or store credit.
Our country needs this kind of environmental
program because it will help each citizen to do
their part in segregating their waste in the right
way and they can also learn from this one.
Furthermore, there is a strong need of
connection for each municipality to some private
sectors in able to have this kind of program
because it is impossible for the government to
do the entire task within this program.
Waste to Energy, Another Environmental
Solution
All human societies produce volumes of
waste, but there is also needed amount for
increasing with the level of development. Over
the years of planning for the strategies and tools
in establishing a good waste management
system in Iloilo City, the local government unit
doesn’t further look how this waste can be a
driver in having a good source of energy. Waste
can really be used as an energy resource.
Generating energy from waste offers one of the
most attractive means of tackling waste
management, which, while it cannot provide a
complete solution, can offer a way of handling a
significant proportion of the waste generated.
(Breeze,2018) This energy, which is made from
waste, has a potential solution in saving our
environment as well as it teaches us to reuse
those waste products and make it as resource.
According to U.S. Energy Information
Administration, to produce electricity, the only
reason to burn MSW or Municipal Solid Waste.
Burning waste also reduces the amount of
material that would probably be buried in
landfills. Burning MSW reduces the volume of
waste by about 87%. ( U.S. Energy Information
Administration, 2018). If Iloilo City collected a
thousand of tons of garbage in a whole year,
these wastes can be turned into fertilizers,
chemicals, oils among other important converted
products. Better still, certain varieties if landfill
gas can also be converted to energy. The relevant
gas in this wise will be those flared or released
that can be converted into energy by using
certain new innovative technology. Examples of
such technology are micro turbine technology,
bioreactors, and fuel cells.
Solutions for Indiscriminate Disposal of Waste
Each cities are in great need of waste
generation and management because of
indiscriminate disposal of waste. People tend to
deteriorate their environmental resources and
even the sanitation of each environmental areas.

negative practices that people always does in
their house, community, public place, etc. are
basically came from absence of waste
management services, ignorance and lack of law
enforcement units. (Ahmed and Isaac, 2016).The
Keta Lagoon of Ghana is in great assurance of

its beauty and natural function because of wrong
practices of the citizens who are visiting this

their “Iloilo River Development Project” as part
of their urban planning and design for climate

rehabilitation which it turns to more greener
areas like park and tree planting, mangroves,
relocating informal settlers and many more. In

sensitizing or educating the inhabitants as well
as the general public on sanitation in basic
schools would create some level of awareness.

help ensure frequent monitoring and regulate
waste management in the area. (Ahmed and
Isaac, 2016). The local government units and
also the people from this locality must be
cooperating together because it will attain the
sustainable eco-friendly life of each people live
in here.
Biodiversity and Sustainable Development
Creating a sustainable lifestyle takes a
lifelong commitment – to learning,
experimenting, exploring, and committing to
increasingly sustainable practices. By means of
sustainable living, we are reducing our carbon
footprints in this planet. This planet that every
people are living in cannot be duplicated, it is
only one planet wherein each of us are
dependent on it for our survival and well-being.
Now, people and even our nature are facing a
plenty of consequences because of over
exploitation that the human race does to our
biodiversity, its either for personal or
commercial uses, our natural resources decrease
and most of all are being destructed. As a
citizens, we should help decision-makers such as
government agencies, industry players and non-
governmental organizations to understand the
contributions of the built environment towards
biodiversity conservation in achieving the
SDGs. Societies that have ignored sustainable
practices by damaging their environmental
support systems through wasting resources and
making demands beyond the carrying capacity
of the area, have witnessed the demise of the
society. (Seadon, J. K. , 2010). Enhancing the
sustainability of waste management system can
alleviate environmental issues and at the same
time has wide source of benefits for economic
and social growth.
Iloilo City as Digital City in Overall View
Among the 25 key cities in the country,
Iloilo has also been named to become a digital
city. Joeven Tansi, executive director of Iloilo
Federation for Information Technology said that
Iloilo city met criteria of five components of the
digital cities framework to qualify as a digital
city—economic growth, ensured environmental

protection, improved quality of life, job creation,
and strong fiscal policy. On the other hand, out
of 12 components under the digital cities

on environmental protection as they host the 3
day environmental summit of UEA last
September 15-17 with a theme of “ Green City,

efficiently care for the welfare of these
communities. Because there’s a poor support
from government, this might be the cause of
lack of dissemination of project benefits to the
general public. Government can be serve as a

job that gives a higher salary so does who have a
family, they will not be able to struggle where
they can get some financial aid. It will not only
evolve in the economic stability but also better
quality life for a family or an individual person
that know how to take care also the
environment.
Threats are the possible situations or
circumstances that might occur in processing
those projects. Failure in implementation, this is
possible when those authorities didn’t fully
understand the main goal or objectives in that
projects. Also, the reason behind of failing in
implementing the projects is that authorities that
assigned from this didn’t make any alternative
plans or actions in order to save the failing
implementations. Second, if the project manager
take advantage on the funds which can lead to
mismanagement of it. Fund are the most
important thing to address because it is about the
money. The authorities that are behind this
projects or programs will not be able to continue
their projects because of the lost funds. Last but
not the least, implementing all of these projects
will not be attain if the community will not
cooperate because of their attitude, motivation
or even participation. It is a work of all people in
that community not only those authorities.
