• This policy is only applicable to cases where the staff members request for sponsorship to
attend external training and conference and covers sponsorship from the University and
External Research Grant.

• This Policy may be amended from time to time at the sole discretion of the Staff Development
Committee and with approval of the President.

1. Definition

1.1 Training in this policy implies external course/seminar/workshop of which the duration
is normally less than six (6) months.

1.2 Conference in this policy implies conference/symposium/exhibition/presentation of


creative art works in which the duration is normally less than two (2) weeks.

2. Eligibility

For UTAR Sponsorship

2.1 A permanent academic or non-academic staff member of UTAR who, upon completion
of the training or conference, has at least six months of service before retirement.

2.2 A contract academic or non-academic staff member of UTAR who, upon completion of
the training or conference, has at least six months of service before the end of his/her
employment contract.

2.3 The staff member shall normally have not attended any other training or conference
sponsored financially by UTAR in the same fiscal year.

For External Research Grant Sponsorship

2.5 A staff member who has an external research grant registered with the Institute of
Postgraduate Studies and Research. The attendee can be the principal investigator or the
team member who is involved in the research project.

3. Sponsorship Entitlement

For UTAR Sponsorship

3.1 Subject to the availability of budget, under normal circumstances, a non-academic


staff member may be granted financial sponsorship to attend not more than one (1) local
training in a fiscal year.

3.2 Subject to the availability of budget, under normal circumstances, an academic staff
member may be granted financial sponsorship to attend not more than one (1) local
training/conference; and not more than one (1) overseas training/conference in a fiscal
year.

3.3 A non-academic staff member, may be granted sponsorship to attend local conference
where there is a formal call for submission of paper or an invitation to deliver a paper as
presenter. In this case, he/she is deemed to have attended a local training as in 3.1 above.

For External Research Grant Sponsorship

3.4 The number of entitled conference/training is subject to the provision stated in the
research grant agreement and guidelines of the funding body.

4. Conditions for Sponsorship

For UTAR Sponsorship

4.1 General Conditions

4.1.1 Recommended by the respective Dean/Director/Head.

4.1.2 The availability of university fund during the time of application.

4.1.3 The approval is subject to the prevailing government policy imposed.

4.1.4 Recommendation of the Staff Development Committee (SDC).

4.2 All sponsorships to attend training/conference will be subjected to the approval of the
President.

4.3 Service Bond

4.3.1 For any amount of training sponsorship received below RM12,500, staff is
required to return to serve the university for at least six (6) months from the date
upon completion of the training or conference.

4.3.2 For a staff member who has been approved to attend training in which the amount
of sponsorship is equal to or more than RM12,500.00, the staff member is
required to sign a contract with UTAR to serve the University for the duration as
stated below, upon completion of the training.

4.3.3 Further to the above, should the staff be granted financial sponsorship to attend
another training or conference before the completion of the current service bond
period for the conference or training approved and attended, the service bond for
this training conference or training approved will start after the current service
bond period ends.

For External Research Grant Sponsorship

4.4 General Conditions

4.4.1 Supported by Principal Investigator (if he is not the applicant).

4.4.2 Recommended by the respective Dean/Director/Head.

4.4.3 Subject to fund availability, agreement and guidelines of the funding body.

4.4.4 Recommended by Director, Institute of Postgraduate Studies and Research.

4.4.5 Recommended by Staff Development Committee.

4.5 All sponsorships to attend training/conference will be subjected to the approval of the
President.

5. Sponsorship from UTAR/External Research Grant

5.1 The sponsorship provided by UTAR and the Research Grant may include one or a
combination of the following:

5.1.1 Training/Conference Leave


5.1.2 Registration fees
5.1.3 Transportation expenses (the cheapest mode)
5.1.4 Accommodation expenses
5.1.5 Subsistence allowance
5.1.6 Insurance Cover (for overseas)
5.1.7 For overseas conference/training, miscellaneous items such as visa fees, local
travel and other expenses excluding purchase of personal items such as winter
clothing and sight-seeing trips, for External Research Grant sponsorship and up
to a maximum of RM500.00 for UTAR sponsorship, reimbursed upon production
of original receipt.

5.2 Staff members are encouraged to use their external research grant for sponsorship of
training and conference prior to using internal funds.

5.3 Any form of external financial assistance, either partially or fully, received by staff in
relation to the conference/training must be declared in the application form.

5.4 The University will take into account the additional financial assistance received from
the external sources when considering approval for the application. For applications
where sponsorship is requested both from UTAR and the external research grant, the
partial sponsorship from UTAR will be subjected to UTAR sponsorship selection
criteria.

6. Sponsorship Selection Criteria

The SDC shall take into consideration the following criteria for sponsorship:

6.1 Attending Conference

6.1.1 The applicant must be presenting a paper/creative art work, which includes
reports on research done at UTAR. Application for poster presentation will only
be considered for sponsorship on the registration fees.

6.1.2 The applicant must be one of the authors of the paper/creative artwork and must
use UTAR as his/her affiliation.

6.1.3 Only one of the authors of a paper/creative artwork (normally the Principal
Author) will be approved to attend the conference/exhibition. However the
Principal Author has to give written approval if he agrees to the Co-Author to
present the paper/creative artwork.

6.1.4 The conference/exhibition must be of an international standard with rigorous peer


review process.

For UTAR Sponsorship

6.1.5 The staff member must achieve the score points as outlined in the conference
assessment guideline as in Appendix 1 for overseas conference, and Appendix
2 for local conference.

6.1.6 Notwithstanding 6.1.1 above, with the aim to expose academic staff to gain
knowledge and experience, UTAR may consider allowing new academic staff
members of Job Grade A1 & A2, to attend technical conference in Malaysia as
participant once within their first year of service. This may be considered as a
local training.

6.1.7 On occasions, where there may be more than one application to attend the same
conference, normally only one staff member from the same faculty will be
eligible to attend the conference. This does not apply to conference organised or
jointly organised by UTAR.

For External Research Grant Sponsorship

6.1.8 Notwithstanding 6.1.1 to 6.1.4 above and subject to the provisions in the
Research Grant agreement and approval from the funding body the applicant may
attend the conference as a participant.

6.1.9 Normally, only one member of the research team is eligible for sponsorship to
attend the same conference.

6.1.10 The conference should be of high quality with the conference proceedings listed
in Clarivate Analytics Conference Proceedings Citation Index or Scopus.

6.1.11 The conference paper to be presented must be generated from the funded project
with acknowledgement to the funding body stated in the full-text paper for
publishing in the conference proceedings.

6.2 Attending Training

For UTAR Sponsorship

6.2.1 Relevance of the training as identified in the Training Needs Analysis done for the
staff member

6.2.2 Performance of the staff member

6.2.3 Seniority of the staff member

6.2.4 On occasions, where there may be more than one application to attend the same
training, normally only a maximum of three staff members from the same
faculty/division/department will be eligible to attend the training. This does not
apply to compulsory training as required by the professional body in order to
attain/maintain the professional membership.

6.2.5 The staff member must achieve the score points as outlined in the training
assessment guideline as in Appendix 3 for overseas training, and Appendix 4 for
local training.

For External Research Grant Sponsorship

6.2.6 Relevance to the research area.

7. Application Procedure

7.1 The application must be submitted not less than 4 weeks before the date of the local
training/local conference. For overseas training and conference, applications must be
submitted not less than 8 weeks before the date of the overseas training/overseas
conference. In the event that late notice is given on the training/acceptance of paper for
presentation by the organiser, the application will be tabled for consideration by the Staff
Development Committee if it is submitted within one week from the date of receipt of
the notice on the training/paper acceptance.

7.2 The type and amount of sponsorship applied for must be given in detail as the approved
amount will be based on the amount requested. Request for additional expenses incurred
will not be entertained except for expenses incurred due to unforeseen circumstances
which would be subject to the recommendation of the Staff Development Committee and
approval by the President. The eligible allowances for travel, accommodation and
subsistence are stated in UTAR HR Policies and Regulations.

7.3 Applicants must fill up and submit to DHR the relevant application form as detailed
below which can be printed out from the intranet.

7.3.1 Application to Attend Local Conference form

For External Research Grant sponsorship, the relevant application form should be
forwarded to IPSR for verification. If the attendee is a non-UTAR staff, the application
should be made by the Principal Investigator with the name of the attendee clearly stated
in the application form.

7.4 Only completed forms with full details, recommendations and comments from the
relevant Dean/Director/Head/IPSR, together with the supporting documents as detailed
below, will be entertained and submitted to the Staff Development Commitee for
consideration.

7.4.1 Training/Conference Brochure


7.4.2 Letter of Invitation/Acceptance from organiser
7.4.3 Abstract/Full Conference Paper (where applicable)
7.4.4 Details for external financial assistance (if any)
7.4.5 Public Disclosure Approval Form (for presentation at conference)
7.4.6 Training/Conference Assessment
7.4.7 Other supporting documents

7.5 The Staff Development Committee will verify and ratify the score assessed based on the
documented evidence/information provided and make its recommendation to the
President.

7.6 After the Staff Development Committee has made its recommendation and the President
has made a decision, DHR/IPSR shall inform the applicant of the decision in writing, and
a copy of the letter shall be forwarded to the relevant Dean/Director/Head.

8. Attendee Arrangements

8.1 The staff member must make arrangements to cover his duties to avoid disruption to the
functioning of the Faculty/Division/Department and the University. Where possible,
leave applied for should be during non-teaching periods. Satisfactory arrangements to
cover teaching and other commitments must be made if leave is requested during
teaching periods.

8.2 Training/Conference leave granted would include travelling days to the


training/conference venue; one day before and one day after the training/conference
where applicable.

8.3 Expenses will be reimbursed when the Conference/Training Claim form together with
the original receipts should be submitted within fourteen (14) days upon returning from
the training/conference. Later submission exceeding three (3) months will not be
reimbursed.

8.4 The staff may apply for an advance from Division of Finance via DHR/IPSR to cover
the expenses in accordance with the regulation of the University. The total amount
claimed must not exceed the total amount of fund approved by the University. Any
excess in the advance given compared to the actual expenditure shall be reimbursed by
the staff to the Division of Finance within two weeks on return from the
conference/training.

9. Repayment in event of non-attendance

9.1 In cases where the sponsorship was approved and the staff member did not attend the
training, the staff member shall be required to repay to the university the full amount of
sponsorship provided by the university, unless there is evidence for valid reason
acceptable to the Staff Development Committee.

10. Repayment in event of resignation within six months

In cases where UTAR sponsorship was approved, it shall be subjected to the staff agreeing to
return to serve the university for at least six (6) months from the date upon completion of the
training or conference, failing which the staff member shall be required to repay to the
university the full amount of sponsorship provided by the university.

11. Contractual obligation

Upon signing any training agreement imposed, should the staff member fail to observe the
contractual obligation, he/she shall refund to UTAR, immediately upon leaving UTAR, the
total expenses incurred by UTAR for his/her training/conference.

12. Others

12.1 Conference Attendance

12.1.1 The staff is required to submit a Conference Evaluation Report including


conference papers to the Division of Human Resource within two (2) weeks
of returning to normal duties.

12.1.2 The Dean/Director/Head is required to comment on the Conference Evaluation


Report whether or not the report is complete and the training or conference has
been beneficial.

12.1.3 The staff member may be required to make a presentation at an open seminar
in UTAR to share his/her experience gained from the conference with other
colleagues.

12.2 Training Attendance

12.2.1 The staff member is required to submit a Training Evaluation Report to the
Division of Human Resource within two (2) weeks of returning from the
training.

12.2.2 The Dean/Director/Head is required to comment on the Training Evaluation


Report whether the training has been beneficial.

12.2.3 The Division of Human Resource will send out the Training Evaluation Report
to the staff member three (3) months after the training attended for the staff
member to evaluate on the effectiveness of the training attended.

12.2.4 The Dean/Director/Head is required to evaluate and comment on the


effectiveness of the training attended by the staff member three months after
the training attended.

13 Appeals

All appeals by applicants may be submitted to the President for consideration.

a) Under the normal circumstance, the financial sponsorship in item 5 in the policy shall be given based on

*If there is no registration fee charged for the conference or the registration fee is waived officially by
the conference organiser, the financial assistance will be at 50%. Staff member is required to provide
proof of registration fee waiver from the organiser.

b) On special cases, for a staff member who has achieved a score point as in the table above, the Committee
may approve the registration fees where:
i) The paper is a short paper or is in poster session; or
ii) The staff member has utilised the eligibility as in the policy Paragraph (3) but has an excellent
conference paper in a high quality conference; or
iii) There are two (2) or more members of staff working in the same or closely related areas applying to
attend the same conference and some other staff member had been approved.

criteria 1-4 in the assessment scheme.
For cases where under-performing applicants are recommended by Dean/Director/Head for attending local
training with purpose to allow applicants to acquire skills/knowledge so that they can meet performance
targets, the Dean/Director/Head should give their reasons in the Comments section of this form. The Staff
Development Committee may consider these cases even if the score point is less than 4.

APPENDIX 5

GUIDELINE ON ALLOWABLE COST CLAIMABLE FROM HRDF FOR TRAINING


(applicable only to staff who are Malaysian citizens)

1. Fees

1.1 Course fees for public courses conducted locally = maximum RM1,300.00 per day.

1.2 Course fee for Overseas Training = 50% of fee charged

2. Daily Allowance

For food, accommodation and land transportation for the duration of the training (total training
hours must be at least 7 hours excluding lunch hour)

2.1 Local Training

i. Within radius of 70 km (one-way) from workplace – maximum allowance of


RM150.00 per day

ii Beyond 70 km (one-way) from workplace – maximum allowance of RM400.00 per


day

2.2 Overseas Training

50% of maximum allowance of RM1,000.00 per day is claimable

3. Economy Airfare

3.1 Local Training

Actual cost of the economy airfare inclusive airport tax, administrative fee and fuel
surcharge.

3.2 Overseas Training

50% of Actual cost of the economy airfare inclusive airport tax, administrative fee and fuel
surcharge.
