1. TRANSFORMER: OIL IMMERSED TYPE,13,8KVSEC & IEC STANDARD,SELF COOLED {ONAN},HERMETICALLY SEALED,3PHASE,PROTECTION IP-23,COIL
COPPER,THE TRANSFORMER SHALL BE FED FROM RING MAIN UNIT, Insulation Tests: The transformer shall be designed for standard impulse tests
and shall receive standard applied and induced potential tests. The Contractor shall submit to the Owner for review a certified report of tests on the
transformer carried out in accordance with IEC 76.
2. GENERATOR: Diesel electric LV Emergency Power Generation System including, but not limited to, fuel storage tanks, lubrication system, control
panels and all associated devices and equipment., Provide LV emergency power system for supplying power in the event of a failure of the normal
power supply. System shall consist of: 1. Diesel engine. 2. Electrical Generating Set. 3. Radiator Cooling System & Underground Fuel Tank. 4. All
fittings, controls, safety devices and accessories. The generator shall be capable of delivering KW and KVA ratings indicated on plans after
consideration of all applicable derating factors, Generator Multi-pole revolving field type with static exciter and magnetic amplifier or SCR voltage
regulator. No commutator or commutator brushes allowed. 1. Minimum continuous standby ratings: As indicated, substantiated by manufacturer’s
standard published curves and conforming to relevant standards.. 2. Minimum efficiency: 92 percent at 50 to 110 percent of nominal standby
rating, less than 30 percent instantaneous voltage dip at full load and rated power factor and suitable for simultaneous operation with other future
units connected in parallel. 3. Stator and rotor: Class F insulated with 100 percent epoxy impregnation and overcoat of resilient insulating material
to reduce possible fungus and/or abrasive deterioration. 4. Directly connect stator to engine flywheel housing. 5. Drive rotor through semi flexible
driving flange to ensure permanent alignment. 6. Self ventilating with suitable blower, air inlet and outlet openings. 7. Provide terminal box of
adequate size for entrance of flexible conduit for generator leads out bottom from either side. 8. Generator drive free from critical torisonal
vibration within operating range. 9. Provide generator mounted main circuit breaker: Solid state moulded case type, rating as required for the size
of Generator. a. Provide integral ground fault sensor. b. Include the following: (1) Test circuit with cut-off switch. (2) Fail safe indicating lamp. (3)
Terminals for remote alarm. (4) Reset controls. (5) Adjustable sensitivity. (6) Adjustable time delay 3.5 to 30 cycles. (7) Post a sign at main breaker
stating course of action in the event of a ground fault. Verify contents of statement with Client., FUEL STORAGE A. Day Tank A fuel day tank
complete with all necessary pipe work and fittings shall be provided for each engine mounted on supports of sufficient height to provide adequate
gravity feed to each engine. The tank capacity shall be for a minimum of 12 hours full load operation of the engines. B. Bulk Fuel Transfer
Equipment and Pipe work Duplicate pumps shall be provided to transfer fuel from the underground fuel storage tanks to the fuel day tank. The fuel
oil transfer pumps shall be of the direct coupled weatherproof, flame-proof, self-priming, positive displacement type. Each pump shall have a
delivery of not less than six times the maximum station fuel consumption, and shall have a delivery pressure capable of working against a non
return valve. The pumps shall be located close to the fuel storage tanks. Each pump shall be complete with an flameproof isolating switch. A direct
on-line starter shall be located in a cubicle which shall be arranged to permit the manual selection and control of the duty pump with local
indication showing which pump is working. Each pump shall be fitted with a relief valve so arranged that it will discharge back to the suction side of
the pump, BATTERIES A. Batteries: Dry-charged type (Lead Acid Batteries). Furnish electrolyte separately for use when installation is complete and
unit is ready for testing. B. Battery rack: Wall rack connected with suitable battery cables. C. Battery charger: Wall mounted current limiting type in
NEMA 1 enclosure, with output current rating of at least 1/20th of ampere hour capacity of battery and capable of automatically switching between
low rate (float) mode and high rate (equalize) mode. 1. Include solid state rectifiers, DC voltmeter and ammeter, fuse input and output, and 220 V,
AC input. 2. Malfunction alarm contacts for loss of AC power voltage, low and high battery voltage, loss of charge and loss of high rate charge.,
PERFORMANCE TEST A. Operate unit at 3/4 and standby load ratings, for period of no less than two hours each, after stable operating conditions
have been established. B. Furnish load banks of required ratings necessary for tests. C. Record engine fuel consumption by means of test
equipment. D. Test alarm and shut-down circuits by simulating conditions. E. Provide full load test utilizing for table test bank for four hours
minimum. Simulate power failure including operation of automatic transfer switch, automatic starting cycle, and automatic shut-down and return
to normal.
3. RMU: Medium Voltage (13.8 kV) switchgear and associated equipment including, but not limited to, the following: 1. MV (13.8 kV) switchgear. 2. DC
battery and charger. 3. Accessories, SYSTEM PARAMETERS Voltage: 13.8kV - 3 phase Frequency: 60 HZ Symmetrical fault level: 21 kA for 1 sec. Basic
impulse level (BIL):95 kV Power frequency withstand: 38 kV for 1 min. Neutral: Grounded Solidly, The RMU shall consist of load break switches and
switch fuses capable of being connected together in any order. The unit shall be metal-clad for indoor usage and shall be of SF6 insulation type. The
visual indicators shall have indications "ON" and "OFF", "Earth ON" and "Earth Off". Operating mechanisms shall be lockable at each position with
padlocks. Single Line Diagram showing the operational positions of the unit shall be displayed on the unit., COMPONENTS A. Load Break Switches
The switches shall be load interrupter type, heavy duty, quick make quick break mechanically held type. Load break switches will incorporate the
following features: 1. Continuous Rating 400A. 2. Load Break Fault Make. 3. Independent Manual Operating Mechanism. 4. Interlocks complying
with Section "2.03" below. B. Switch Fuse Assembly The fuses shall be of high interrupting capacity, readily refuseable type. The switch fuse
assembly will incorporate the following features: 1. Continuous rating 200A. 2. Trip free mechanism. 3. Simultaneous trip of all phases when one
fuse blows. 4. Interlocks complying with Section "2.03" below. C. Enclosure The enclosure shall be manufactured from 2mm thick sheet steel
completely welded, unitized cubicles or sections suitable for incoming and outgoing cables entering from the bottom. D. Doors Full length or cubicle
construction, with reinforcing if required with concealed hinges and sturdy door stops, E. Gaskets Gasket all doors and removable panels. F.
Terminations Terminations will be vertical in dry type cable boxes suitable to permit connection of XLPE cables terminated by heat shrink
techniques. G. Earth Fault Indicator The ring main units shall be equipped with sensitive earth fault indicators. The ring main unit shall be in
compliance with IEC:129, 265, 298 and 420 RMU to be used for the project shall be subject to approval from SEC. These specifications are only a
guidance to the Contractor. The equipment (RMU) shall be fully in compliance with SEC. Specifications. H. Identification Conform fully with local
Saudi Consolidated Electric Company Standards. , INTERLOCKS A. The following operations shall be impossible 1. Operation of a switch or
switchfuse directly from "ON" to "EARTH ON" and vice versa. 2. Switch access or test access cover opening unless the associated switch or
switchfuse is in the ‘EARTH ON’ position. 3. Insertion or withdrawal of test devices when the switch is in any position other than ‘EARTH ON"
position. 4. Operation from ‘EARTH ON" to ‘EARTH OFF" position with the test access cover open and the test device withdrawn. 5. Operation of a
switch or switch fuse to "ON" with the test plug inserted and/or the cover open. 6. Operation of the "EARTH ON"/"EARTH OFF" mechanism unless
the "ON/OFF" mechanism is in the "OFF" position> 7. Operation of the "ON/OFF" mechanism unless the "EARTH ON/EARTH OFF" mechanism is in
the "EARTH OFF" position. 8. Access for fuse renewal with the switch fuse in the "ON" position. 9. Operation of the switch fuse to the "ON" position
with: a. A blown fuse in circuit. b. A fuse holder not latched in c. Fuse earths applied d. The outer fuse access cover not fully closed, A. Install all
components in compliance with Manufacturer’s Instruction. B. Adjust for proper operation. According to SEC. Requirements. C. Provide labels in
Arabic and English languages. D. Provide H.V. danger signs in Arabic and English languages.
