A BILL
To create the 2020 Bill of Drugs to fix these severe problems: the fully legalization of the cannabis in many major states, the
deluge of the drugs smuggling in San Ysidro Port; and the increasing rate of overdose opioid due to the loose of the doctors.

1 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE
4 The Bill will be named as The 2020 Bill of Drugs and related department should enforce it immediately after It’s passed by
5 congress. It include three laws: the new drug law, the law on limitation of entry in San Ysidro Port; and the code of conduct of
6 doctors.
7 SECTION 2. FINDINGS
8 Congress hereby finds and declares that,
9 1) Cannabis will harm people’s important organs such as brain, heart; and kidney; and also will cause other severe healthy
10 problems such as heart failure and hypertension to occur in people’s bodies.
11 2) Nearly 13% of the whole Californians are using cannabis.
12 3) Cannabis will harm humans’ genes so their kids will born with abnormal problems.
13 4) Cannabis are fully legal in California, Alaska, Colorado, Maine, Massachusetts, Michigan, Nevada, Oregon, Vermont,
14 and Washington D.C
15 5) 18 of the biggest smuggling events in America happened in San Ysidro Port in 2018s.
16 6) San Ysidro Port is the biggest port that connect America to a drug-popular country--Mexico.
17 7) 90% of the drugs seizures in America happened in San Ysidro Port in 2018.
18 8) The rate of people die from using overdoses of opioid has been increased annually since 1997.
19 9) More than 47,000 Americans died from using overdoses of opioid in 2017.
20 10) American Doctors are loose in distributing opioid to patients.
21 11) Intake Opioid will not only influence the person itself but also will influence others; for example, one will harm someone
22 easily after taking drugs.
23 12) Cannabis will cause addiction.
24 SECTION 3. STATUTORY LANGUAGE
25 A) The new drugs law will prohibit Cannabis to be fully legal in all American states but people with severe disease shall be
26 allowed to use a certain amount of Cannabis as placebo with certification of their disease; and only certified doctors have
27 rights to distribute Cannabis for them. Cannabis should not be fully legal for all Americans because it will harm one’s
28 body, cause severe healthy problem; and even damage one’s gene. In addition, the side effect of Cannabis to one’s mind
29 is the same as other illegal drugs which will cause extreme addiction and hallucination.
30 B) The law on limitation of entry in San Ysidro Port will limit the number of transportation come from Mexico which there
31 are only 500,000 documents of transportation are allowed to come to America through the San Ysidro Port. People will
32 be forced to buy tickets to come into America through the port. The law on enforcing of the military power in San Ysidro
33 Port will increase the number of soldiers distributed to settle in the San Ysidro Port by 10,000 to help check the
34 transportation come through it.
35 C) When the code of conduct of doctors are enforced, doctors should only be allowed to distribute a certain amount of opioid
36 drugs to people who have severe disease with certification that they really have severe diseases. Doctors who doesn’t
37 follow this law will be punished as trading drugs. The degree of the punishment on these doctors are based on the amount
38 of opioid they distribute to people illegally. Opioid should be hold by doctors strictly because its side effect is stronger
39 than other drugs and the overdose of it will cause death immediately; more than 47,000 people die from using overdose of
40 it annually. People who use opioid will also have a strong tendency to influence other innocent people.
