Department Order No. 003

WHEREAS, the National Telecommunications Commission (NTC), as an attached agency of the DICT,
is responsible for the review of radio Spectrum allocation arid assignment in the interest of public
service, to keep pace with the development In the wireless technology with the end in view of
ensuring wider access to the limited radio spectrum and the use of cost effective technology.

Sec. 3.b. A nationwide CMTS must cover as least 80% of all provincial capitals in the Philippines
including all chartered cities within a period of seven (7) years.

JUSTIFICATION:

Department Order No. 003 explains that in a nationwide range, there should be of at least 80% that
can access the service provided by the Cellular Mobile Telephone System within the categorized
provincial capitals for a given specific area. The requirement of this Department Order complies
what is needed in MC 20-12-92, section 3.b.

There should be a wider access range that the CMTS should provide in order for the national
provincial capitals of the Philippines have an access of communication and information within the
given period of time required.

Therefore, Department Order 003, Sec. 3.b is a direct construction of MC 20-12-92

Sec 3. c. A regional CMTS must cover at least 80% of all provincial capitals within the region
including all chartered cities therein within a period of five (5) years.

JUSTIFICATION:

Department Order No. 003 explains that in a provincial capitals, there should be of at least 80%
that can access the service provided by the Cellular Mobile Telephone System within a specific city
of region for a given zone area. The requirement of this Department Order complies what is needed
in MC 20-12-92, section 3.c.

There should be a wider access range that the CMTS should provide in order for provincial capitals
of the Philippines that is able to transmit it in a smaller scale of area or field to have an access of
communication and information within the given period of time required.

Therefore, Department Order 003, Sec. 3.c is a direct construction of MC 20-12-92


JUSTIFICATION:

Department Order No. 003 explains that the radio spectrum allocated to the CMTS must be
reviewed to keep pace with the development in the wireless technology with the end in view of
ensuring wider access to the limited radio spectrum and the use of cost effective technology. The
requirement of this Department Order complies with what is needed in MC 20-12-92, section 4.
“The following frequency bands shall be allocated to the CMTS in accordance with the international
norms of frequency allocation:

a. 824-849 MHZ b. 890- 915 MHZ

869-890 MHZ 935- 960 MHZ”

Frequency bands that is allocated for CMTS must be reviewed and guarded to avoid problems like
interference and to keep pace with the development of wireless technology. The Frequency bands
allocated for CMTS must be strictly followed, CMTS shall only use those allocated frequencies in
compliance with the international norms of frequency allocation. Also, in order for the CMTS
company to be able to transmit their program with effective use of the spectrum given by the
international standard.

Therefore, Department Order 003, Sec. 4. 2 is a direct construction of MC 20-12-92
