Additional Requirement of GCTS is introduced on 1 July 2016 to be
mandatory since 1 April 2017.
 Assess the adequacy of designs of the regulated products and
their compliance with the implemented GSO regulations.
PROGRAMME SCOPE  Issuance of the Gulf Type Examination Certificate(s)
 Registering the products on GCTS (Gulf Conformity Tracking
System).
REGULATED PRODUCTS  As per attached list.
 Designs verification
 Sample verification
ASSESSMENT METHODS
 Laboratory testing
 Documentary verification
 Gulf Type Examination for complying LVD and Toys.
 Certificate of Conformity (for complying toys shipped to GCC
from unlinked importers).
 Gulf Conformity Tracking Symbol (GMARK with QR Coode) to
be affixed on the product(s), their packages and/or instruction
manuals (as per the regulation requirements).


 The GCTS will be checked by clearance authorities and
PURPOSE OF ATTESTATION (GCTS) market surviellence to assess the compliance of the
products

  Fees are billed as per level of intervention of SGS in the
conformity assessment procedure.
 The fees can cover:
o Documentary verification
FEES o Testing
o GSO registration fees (GCTS)
o Verification of design
o Issuance of Gulf Type Examination.
o Application Review fees.
2. VERIFICATION REQUIREMENTS
 Not Applicable as of Regulations Provisions. However, it can
INSPECTION
apply to Toys CoC issuance.
Test reports: only test reports from the following entities will be
considered:
TESTING  SGS and/or Notified Body Laboratories
 IECEE CBTL laboratory (for Electrical toys and LVD)
 In-house laboratory that is ISO17025 accredited lab and in
accordance with Article 22 of the GSO regulations.
Applicable standards:
 GSO approved standards.
 Selection of the correct standards according to each
product’s design and features is an essential step of the
conformity assessment procedure to be followed by
manufacturers and subject to a Notified Body’s review and
approval.
 Technical Regulations on Toys and LVE mostly GSO
Standards are adopted by endorsement of international or
STANDARDS
national standards such as ISO, IEC, EN, BS etc.
 In case of absence of GSO standards, IEC Standards will be
applied for LVD as per Article 15 of the LVD regulations.
 Gulf Standards are adopted by endorsement for the latest
version of the international/national standard. That means
for manufacturers they should always use the latest
available published edition of an adopted standard,
while the previous adopted edition remains effective for 2
years starting from the date of last update.

 Completed Request for Certification (RFC)
 Declaration that the application is lodged to 1 Notified Body
only
 List of Products
 Specimen(s) as required.
CERTIFICATION ISSUANCE  Art works and manuals.
 Technical Documents (as per the regulations)

 Quality management system certificates (e.g. ISO 9001)
