Duda Seattle Field Office 11103" Avenue Seattle, WA 98101-2904 King County Drainage District No. 5— possible evidence of public corruption Dear SAC Duda, Recent evidence has been uncovered that a special purpose government operating in southeast King County may involve the unlawful misappropriation of tax dollars. This spectal purpose district, created by Washington state law, operates in and around Enumclaw Washington and is called King County Drainage District No. 5. ‘We got wind of a police report several months ago and initiated steps to address a number of issues which appeared to be out of compliance with state law. These include the likelihood that the district commissioners had not been duly elected since the 1980's and that the King County Treasurer, at the request of one/more commissioners, had been paying contractors related to one of the ‘commissioners in a manner that appears to be a breach of both state criminal law and the code of ethics applicable to “elected” officials. ‘The Enumctaw Police Department, has referred the matter to the King County Prosecutor's Office for review. ! have not heard if the prosecutor's office has decided to charge the case or if further investigation has been requested. ’Asa former federal prosecutor and lawyer atthe Justice Department, Ican tell you that public corruption, if applicable here, isa very serious crime that should be considered for federal investigation. A federal investigation would no doubt get at the heart of the matter in a way that the local Poli Department may not be able to do with limited resources.
