2.D efendants have engaged in intentional,outrageous, irresponsible and despicable

conductby designing and displaying on theinternet, television and in paid-forprinted materials

and advertisem entsbegirm ing in M arch 2019 an intentionally false narrative depicting Plaintiff

ashaving a crim inalrecord including sexualassault, false im prisonm ent,stalking,forcible

touching,and m ore,accom panied by graphic narrativesthatdescribe him as a crim inaland are

lurid in their depiction.The Plaintiffhasno crim inalrecord. H e w asthe victim offalse charges

m adeby awom an believedto berelated to m any oftheDefendantsforwhich hewasfully

acquitted twice,and abook and documentary film wereproduced aboutthiscalled ''M argarita's

M illions'';Defendantsdesigned an onlineguideto comm itthesecrimesandencouragetheir

followersto do samewhich isexhibited in evidence,actually swearing in by oath ''discipline

directors''and ''externalsectorbosses''to theirprivate com orationsto achievethis.

3.The motivebehindthisviciousand unintelligentassaulton PlaintiffbyDefendantsis

becausethey areengaged in ablatantly criminalfraud scheme utilizing for-profh companies

registered in Floridato deceivethepublicand profitfrom a fakepoliticalcampaign prom oting a

fake Dom inican presidentialcandidate, whenneitherisregistered oreligible,andthepartieshave

w ho w as giving ''anonym oustestim ony'

withan infonnantassistingthePlaintiff,in Spanish,how Mr.Trujillo'

recordsillegally,andscoffedatthisabuse,laughingoverit,jokingaboutit,furtherderidingthe
Plaintiff,and refusing to rem ove the illegalfootage despite adm itling in the phone callhis errors

I am writing to inform you of an emergency matter that is of great harm and


detriment to the good people of The United States and The State of Florida, and ask for
your immediate help to curtail this situation.

A traveling show promoted by a private organization whose known members have


criminal records and/or are illegal aliens is about to arrive in your State. The show is a
fake political campaign that urges large donations for a company which is not registered
as a political party and for a "candidate" for President of The Dominican Republic who
has been informed he is unallowed to run for this position due to his nationality and as
per the Dominican Constitution; furthermore he has never made an attempt to even
register for Dominican elections, and the registration deadline has long since expired.(l)

These events are outright fraud. My office has interviewed many multiple victims
of this scam, some of whom have "donated" thousands of dollars to this "political party",
and more egregiously, have had their lives threatened thereafter by it's organizers. I find it
personally disturbing that this fraud preys on the working poor, and all persons who have
been threatened are women. (SEE ATTACHED.)

Mr. Dominguez-Trujillo will be appearing in Miami, West Palm Beach, Tampa


and Ft. Lauderdale, beginning this week. The event portrays him as a Presidential
Candidate for the Dominican Political Party Partido Democratica Instututional ("P.D.I."),
however the party, with no filing as a political organization in the United States, removed

Mr. Trujillo from it's membership on February 26th, citing his inability to be their
Presidential Candidate.

My office has investigated this fraud for over two years. Mr. Trujillo's company,
The Partido Esperanza Democratica ("P.E.D.") is not a political party, rather a private
company registered in The State of Florida whose true business purpose is to influence
Dominican elections for private financial gain, including mining Dominican natural
resources in coordination with a company named "Mar Azul Gems" for private Chinese
corporations. The combined activities of these individuals are in severe and dangerous
violation to Federal national security laws. Some of these events feature Mr. Dominguez-
Trujillo falsely informing attendees that he is constant communication with President
Donald J. Trump and his son Eric Trump to overthrow The Dominican Government. (2)

These events draw spectators who are lied to and told donations to this phony
campaign will help to improve their impoverished nation by funding Mr. Trujillo's
election as The Dominican President.

I respectfully request your office cancel these scheduled events to protect our
citizens. Attached is a contact sheet detailing the ways to communicate with event
promoters and the facilities they are renting in abuse of the public for this fraud.

This letter is not, and is not intended to be, a full accounting of events and
circumstances; it is issued to your office by the agent listed below at this time due to
