1 SCOPE
The purpose of this document is to define the minimum requirements of design,
engineering, manufacturing, inspection & testing and documentation of installation
fixtures for All Dielectric Self-Supporting (ADSS) optical fiber cable. Optical Fibre cable is
widely used for transmission of voice and data in telecom network. Aerial installations can
work as an ideal support mechanism where optical fiber cable installation through duct
system for a potential high revenue customer or corporate house is not feasible due to
busy and congested area. This document describes accessories for installation of All
Dielectric Self-Supporting optical fiber cable (ADSS).

2 REFERANCE DOCUMNT

2.1 Codes and Standards


The design, materials, construction, inspection and performance of optical fiber cable shall comply
with the latest edition of the following codes and standards:
 ITU-T Recommendation G.652 (November 2009), Characteristics of Single mode Fibre and
Cable.
 GR-20-CORE, (Bellcore, May 2008). Generic Requirements for Optical Fibre and Optical
Fibre Cable.
 IEC-60793/60794 - Test Method for Optical Fibres.
 G/OAF-01/03.APR 2006- Specification for Tools for Installation and Operating the OFC and
for Assembly of the Optical Fibre Splice Closures.
 EIA 455 - Standard Test Procedure for Optic Fibres, Cables.
 IEEE P 1222 - Standard for All-Dielectric Self-Supporting Fibre Optic Cable.

2.2 Conflict and Clarification


Any conflicts in requirements of this specification and reference codes, standards and
Company specifications mentioned under section 2.1 above shall be brought to the
attention of Company Representative. Until the resolution is officially made by the
Company Representative in writing, the most stringent requirement shall govern .

3 QA/QC REQUIREMENT
i The manufacturer shall be fully responsible for their Quality Assurance and Quality
Control process and shall ensure that the Product meets all the specification
requirements as stated herein for the life time of the product.
ii Unless otherwise agreed by the Purchaser, the Manufacturer’s Quality Management
System shall meet the requirements of ISO 9001:2008 and shall be accredited by a
recognized authority.
iii The manufacturer is required to establish an acceptable Quality Plan, inclusive of
Quality manual and procedures that cover all activities of the Product, in order to
comply with the requirement of the Quality Management System.
iv The manufacturer shall submit the Quality Management System (QMS), which he
proposes to operate while executing the job. The system documents shall cover
Quality Plan for this job, procedures, work instructions, inspection and test plans
(ITP) and test results reporting format to provide an approach for achieving the
required quality job. The QMS shall be reviewed and approved by the Purchaser.
v The Purchaser shall conduct audit of the Quality Management System (QMS) of the
Seller, as deemed necessary to assess the effectives of the system during operation.
The Purchaser shall have rights to carry out verification (assessment/ surveillance/
inspection) of Manufacturer’s facilities/ activities, processes and performance at
Manufacturer’s premises during manufacturing, inspection, testing and preparation
for shipment of the equipment/ product. Such verification shall not be used as an
evidence for effective control of quality by the Manufacturer. Acceptance by the
Purchaser does not waive the Manufacturer’s responsibility for the product quality,
performance and guarantees. Manufacturer shall provide all assistance to the
Purchaser to facilitate this Quality Audit checks.
vi The Purchaser may liaise with the Third Party Inspection (TPI) Agency and Certifying
Authority for design appraisal, inspection, survey and certification requirements to
comply fully with the technical specification. Such certification does not waive the
Manufacturer’s responsibility for the product quality, performance and guarantees.

4 DESIGN REQUIREMENTS

4.1 ADSS OFC


ADSS optical fibre cable offers a relatively inexpensive and simpler option to extend the
optical fiber medium in routes where it is not possible to install the underground duct
system due to congestion and inaccessibility. Basic Parameters in the design of the ADSS
cable are as follows:

 ADSS aerial optical fibre cable shall have good mechanical protection and stable
temperature performance to meet the requirement of varying environmental
conditions.
 High modulus aramid yarn shall reinforce the ADSS cable.
 The design and construction of cable shall be inherently robust and rigid under all
conditions of operation, installation, adjustment, replacement, storage and
transport.
 Cable design shall be WET-DRY / DRY-DRY.
 Five types of ADSS optical fibre cable designs have been considered for deployment.

4.2 Design Consideration of Fixtures for ADSS Optical fibre cable


Application and salient features for fixtures/ accessories suitable for installation of ADSS
Aerial optical fibre cables are as follows:
 Installation of OFC between two points: Pole-Pole, Pole-BOI and BOI-BOI on aerial
alignment with span as stated in the above Table.
 Design of the ADSS Cable fixtures shall be such to limit the max. Sag to 1%.of span as
specified in the table above.

5 DESIGN AND MANUFACTURING REQUIREMENTS

5.1 General
i When optical Fibre cables are installed aerially, they must be supported to avoid
unnecessary tension/stress to the fibres, due to loads generated by wind and other
live loads. Fixtures and accessories shall be designed and developed for the
installation and commissioning of ADSS cable system.
ii The design construction and fabrication of each and every accessories and fixtures
shall be inherently robust and rigid.
iii Vendors shall submit details of the schematics along with dimensions for the
fixtures for OFC diameter and other operational requirements as specified in Cl. 4.
iv The accessories shall have self-damping for high susceptibility to Aeolian vibration
of high frequency and low amplitude vibration.
v All accessories shall not result in change in attenuation and other optical
parameters of OFC under various environmental conditions.
vi Accessories shall be suitable for cable diameter as given in Table 1.
vii Accessories shall be suitable for Pole-Pole, Pole-BOI and BOI-BOI aerial installation
of the cable.
viii Design of accessories shall be such that cable will never experience tensile load
more than that specified in Table 1 under minimum tensile strength .
ix End of the formed fittings shall be suitably de-burred / rounded so as to prevent
damage to the cable sheath.
x The manufacturer shall have in-house manufacturing and testing facilities to test
the accessories and fixtures to meet the specification requirements

5.2 Material Requirements


i Manufacturer shall provide the list, source and type all the materials with which
ADSS fixtures shall be manufactured. The Manufacturer shall confirm that all the
materials used for the manufacture of the product meet the relevant ASTM
Standards and/ or are CACT approved.
ii Safety: The material used in the manufacturing of the ADSS fixtures shall be non-
toxic and dermatologically safe in its life time and shall not be hazardous to health.
Vendor shall submit MSDS (Material Safety Data Sheet) for all the material used in
manufacturing of accessories to substantiate the statement.

i Parts made of mild steel, galvanized mild steel, carbon steel, Aluminium alloy shall
be manufactured as per IS : 2062 and or IS : 2004-9 and to be hot dip galvanized as
per IS : 2629.
ii The Sources of Raw materials (Type and grade) from where these shall be procured
shall be submitted by the manufacturer at the time of bidding along with necessary
certificates and reports. If there is a change in the source/ grade of raw materials,
the manufacturer shall obtain prior approval.

5.3 ADSS Optical Fibre Cable Fixtures / Accessories


This section describes various fixtures/ accessories required for aerial installation of ADSS
OFC cable. The dimensions shown are suggested minimum. Vendors to confirm required
dimensions and design meeting specified design and material requirements. The fixtures/
accessories are briefly described in as follows:

5.3.1 Formed Helical Fittings

5.3.1.1 Protective Helix


Protective helix is also commonly referred to as Structural Reinforcing Rods (SRR).The
protective helix is supplied in the form of preformed helical rods. The rods are glued
together to form a subset. Three or more subsets form one set of helix. The
protective helix is installed directly over the ADSS below the terminating helix and
suspension clamp. The protective helix spreads the radial forces of the terminal helix
and suspension clamp over a longer zone of contact thus reducing the locally
concentrated high pressure of these pointed loads. It also reduces the torsional

deformation in the zone of contact between the cable and the fixture by increasing
the total area of contact.

5.3.1.2 Terminating Helix


Terminating Helix shall be made of hot dip galvanized steel wires which are laid side
by side and bent to form a loop. The ends of the loop form a tension proof helix
around the ADSS cable laid lengthwise between the wires. The loop is designed to
hold a thimble. The terminating helix effectively attaches the cable to terminating
points and distributes the radial compressive forces over a wide area while the
flexible helical rods provide excellent grip to the cable without undue stressing the
fibers in the cable.

5.3.2 Suspension Clamp with Suspension Helix


The suspension clamp is used at the suspension poles to suspend the cable. This
fixture comprising of a clevis thimble and a twisted link is designed to grip the cable

with the suspension helix. Vendor shall provide the schematic, materials used in
fabrication of suspension clamp as well as the dimensions for ADSS cable as specified
in Cl. 4.

5.3.3 Vibration Damper


The spiral vibration damper is made of solid PVC rod and is designed in the form of a
spiral to suit the cable diameter. It comprises of two sections, a gripping and a
dampening section. The gripping section is wound over the protective helix and
dampening section is wound loose over the cable. When aerial cables are exposed to
high winds passing across the cable, Aeolian vibration is used. These vibrations can

cause support hardware breakdown, fiber fatigue, abrasion and eventually fiber
break. Use of spiral damper effectively reduces Aeolian vibration, minimizes the
amplitude of vibration and thereby ensures longer life of the aerial cable and
supporting hardware. Vibration Damper for ADSS as specified in Cl. 4.

5.3.4 Thimbles
Thimble is made of hot dipped galvanized steel plate in the form of a loop with a
groove to seat the terminating helix. Thimble provides the strength to the loop of the
terminating helix and a strong hook to install the turn buckle. Thimble shall be design
to meet the ADSS OFC dimensions and operating requirements as given in Cl. 4.
Dimensions given in the schematic are typical for 12mm ADSS OFC. Vendor shall
provide the schematic and dimensions to meet the ADSS OFC dimensional and
operational requirements. There are two options in Thimble.

5.3.5 Turn Buckle


Turn buckle which is made of hot dip galvanized steel is installed at the terminal
posts to facilitate in making finer adjustments of the sag of the cable. Vendor shall
provide the schematic, materials used in fabrication of Turn Buckle. Vendor shall
provide the schematic and dimensions to meet the ADSS OFC dimensional and
operational requirements as given in Cl. 4.

5.3.6 Twisted Eye Link


The Twisted eye is used as an intermediate link between thimble/helical dead end
and pole clamp. Vendor shall provide the schematic, materials used in fabrication of
Twisted Eye link as well as the dimensions to meet the ADSS OFC dimensional and
operational requirements as given in Cl. 4.

5.3.7 Pole
Fixtures for ADSS Optical Fibre Cables shall be suitable to be used on round Poles
with diameter ranging from 80 to 120 mm diameter. Dimensions given in the
schematic are typical for design consideration of Fixtures.

5.3.8 Pole Clamp


Type 1: Pole Clamp for Street Poles :

On Steel Poles, Pole clamps shall be used to fit all hardware and accessories. No
holes shall be drilled into poles.

5.3.9 Pole Cable Bracket / Pole Storage Bracket


Type 1

A pole cable bracket shall be used at poles where loops are left, for coiling the cable
or for mounting a joint closure. There are two options in Pole cable Bracket.

Jumper Cable Clamp shall be used to support the extra loop of optical Fibre cable
kept on each pole. Jumper Clamp shall be designed to meet the ADSS OFC
dimensional and operational requirements as given in Cl. 4.

6 INSPECTION AND TESTS

6.1 General Requirements


i The manufacturer shall submit detailed testing procedure, Quality Plan and Test
facilities available at its manufacturing plant to the PURCHASER for approval prior to
start of commercial production.
ii The manufacturer shall ensure all equipment to be used for inspection and testing is
calibrated and certified.
iii The manufacturer shall record all inspection and testing activity on the appropriate
inspection reports.
iv The manufacturer shall provide the required support and access to Company’s
Representative/ Third Party Inspector (TPI) engaged for the project as and when
required for witnessing inspection and/ or audit reviews.

6.2 Testing of Materials


i The manufacturer shall carry out all testing of materials in accordance with
applicable standards and requirement specified in this specification.
ii Galvanized Test:
iii This test is to check the galvanized coating and the quality of galvanizing and fixture.
Test to be conducted as per IS: 2633-1972 for uniformity

6.3 Mechanical Tests: Fixtures & Accessories


The manufacturer shall carry out following tests on the finished products in accordance
with applicable standards and requirement specified in this specification. The supplier shall
submit the test reports certifying that the fixtures / accessories have met the test
parameter requirements.
i Mechanical testing of all materials used in manufacturing of fixtures/accessories.
ii Tensile Strength Test for helically formed products
iii The terminating helix, protective helix and armor grip suspension helix material
tensile strength test shall be carried out as per the method specified in the
respective standards for wires and shall meet the requirements as per Cl. 4.
iv Slip Strength Test

In case of Terminating Helix, the form fittings to be tested for resilience test. Helically
formed fittings are wrapped and unwrapped on a piece of cable in case of ADSS for three
times successively. The helical fitting should not lose its resilience even after three
applications and shall be able to pass the slip strength test after third wrapping

6.4 Visual Examination: Applicable to all fittings


To check the quality and the workmanship, Visual examination shall be carried out for all
the fixtures/ accessories and fixtures for any manufacturing defects.

6.5 Verification of dimensions


All the accessories and fixtures shall be checked for their dimensions, as per the design
worked out by the manufacturer meeting the ADSS OFC dimensional and operational
requirement as per Cl. 4.

6.6 Aeolian Vibration Test


This test shall be carried out to check fatigue performance of accessories and fixtures and
the optical characteristics of optical fibre cable under Aeolian vibration.

Frequency 10Hz to 100 Hz
Amplitude Free loop peak to peak antinode amplitude shall
maintained at a level equal to 1.5x cable diameter

Requirements:

The BOM below lists the items required/ pole for a straight through and terminating
deployment of ADSS cable of dimensions and operational requirements as specified in Cl.
4. Supplier shall work out the BOM both for various deployment options.
For straight through poles, a suspension set is required at every alternate pole.
A terminating set is required where a cable is left coiled, or is spliced in a joint closure or

8 MATERIAL SOURCING, TRACEABILITY AND


CERTIFICATION

8.1 Manufacturer’s Data Report


i The Manufacturer shall submit a Manufacturer’s Data Report (MDR) which shall
allow identification and certification of all supplied materials/products.
ii MDR shall include only certified final documents (e.g. drawings, procedures,
material test certificates, inspections and test reports, etc.). All such documents
shall be duly signed by Manufacturer’s authorized personnel, Third Party Inspection
(TPI) agency (where applicable) and/or Company Representative.

9 MARKING

10 SPARE PARTS AND SPECIAL TOOLS


No spares and special tools are required to be supplied.

11 DOCUMENTATION
i Complete technical literature in English with details of various sub-components with
dimension shall be provided in the form of a handbook giving dimensional details as
well as installation process of ADSS fixtures and accessories.

ii All aspects of installation shall also to be covered in the handbook. A hard as well as
soft copy of manuals shall be provided.
iii Test certificate for each lot of fixtures/ accessories.

12 PACKING SHIPING AND HANDLING


i Each formed fitting set shall be marked with an indelible and distinct type of colour
code to facilitate its identification and application on the cable. The termination
helix shall have marking at crossover point and all other formed fitting shall have
marking at the centre on their length.

ii Helically formed fittings & other metal fitting shall be packed separately in
cardboard and wooden boxes suitably to avoid damage during transportation and
handling

iii Material shall be properly packed for protecting the consignment to avoid damages
in the transit to destination, storage and installation after normal handling.

iv Packing should withstand Sea/Air/Rail/Road transport hazards under normal


conditions.

v Proper care shall be taken in shipping complete system to ensure safety of the
material.

vi The packing shall carry the following information


 Manufacturer’s name and trade mark
 Type of accessories & fixture and its code
 Batch No., date, month and year of production
 Any other necessary marking
