The Columbia Basin Transboundary Conference: One
River, One Future is offering a limited number of scholar-
ships of up to $400 Canadian, to registered post-secondary
students and nonprofit professionals who plan to attend or
have already registered for the conference.
The international conference, which addresses key
issues related to the future of the Columbia River, its eco-
system, management and international implications, takes
place in Kimberley, B. C from September 12 to 14, 2019.
Registration is $199.
“We want to ensure cost is not limiting participation for
post-secondary students or nonprofit professionals,” said

The scholarships are made possible by conference spon-
sors and co-hosts Columbia Basin Trust (the Trust) and
Northwest Power and Conservation Council (the Coun-
cil). “The council is pleased to offer these scholarships in
partnership with the Trust,” said Council Chair Jennifer
Anders. “It’s essential that young scholars, students and
nonprofits with an interest in the environment, govern-
ment, policy, science and research have the means to
attend this important event, which only takes place about
every five years.”
Scholarship applications can be found at www.trans-
boundaryriverconference.org/scholarship-request and
must be submitted by June 14, 2019.
In order to receive a scholarship, applicants must:
• Be available to attend the full conference.
• Work for a nonprofit or be a registered post-second-
ary student.
• Volunteer at the conference for up to four hours
(example: help at registration table, keep time at ses-
sions, prepare registration packets, etc.)
• Register or be registered at the time of application.
Eligible costs for travel, accommodation and regis-
tration will be reimbursed.
• Submit a final report including expenses, receipts
and a short summary (250 words) on what was
important about the conference.
• Be at least 19 years of age.
Successful applicants will be notified by email on July 15,
2019. There are a limited number of scholarships available
and applicants will be assessed on a first-come, first-served

 WildSafe in basin communities
Wildlife like cougars and bears are impressive and usually
spend their time doing their own things and going their own
ways. But add an unexpected human, or possible tempta-
tions like unsecured garbage or fruit trees and the results
could be terrible.
That’s where WildSafeBC comes in. To minimize attrac-
tants and human-wildlife contact – and therefore human-
wildlife conflicts – the Trust has been partnering with the
British Columbia Conservation Foundation since 2009. The
foundation’s WildSafeBC program “is designed to reduce
human and wildlife conflict through collaboration, educa-
tion and community solutions,” says Jen Bellhouse, the foun-
dation’s regional manager.
Last year saw many successes. For the second year in a
row, Basin communities had fewer human-bear conflicts. In
2016, people reported 2,300 black bear incidents. In 2018,
this was down to 1,032. Significantly fewer bears had to be
relocated or destroyed.
WildSafeBC helped influence these numbers through its
community coordinators. Up to 12 coordinators around the
Basin provided workshops, knocked on doors, tagged wild-
life-tempting garbage cans, set up booths at farmers’ mar-
kets, provided support with electric fencing and more. In
2018 alone, these coordinators spoke directly to over 31,000
people in the Basin – and many others through social media
– and supported residents in nearly 100 Basin communities.
One particularly successful community has been New
Denver. “We support communities working on becom-
ing certified by the province as a Bear Smart Community,”
says Vanessa Isnardy, the Provincial Coordinator for Wild-
SafeBC. This provincial program sets out six criteria that
support the reduction of human-bear conflicts. “New Den-
ver is one of only about eight communities in the province
that have achieved this status, however there are over 20
which are working towards meeting these criteria.” As part
of their commitment to being a Bear Smart Community,
New Denver council updated their bylaws and over $30,000
was spent on bear-resistant containers on municipal prop-
erty. The Village of New Denver has also supported electric
fencing workshops and has been a model for their proactive
approaches.
With the Trust’s continued support, in 2018 WildSafeBC
also collaborated with more partners and local governments.
It brought coordinators to new communities, including
Valemount, Warfield, Fruitvale and Montrose.

In Kaslo, the coordinator worked with Kootenay Waste
Services to develop a plan to provide household garbage
pickup for residents in the Lardeau Valley.
The program is now gearing up for an equally notable 2019.
Ever want to learn how to safely use bear spray? Now’s the
time. Along with all their other efforts, this year WildSafeBC
coordinators will be helping people in the Basin become
more familiar and comfortable with this effective bear deter-
rent. Already, community coordinators are resuming their
programs throughout the region. Expect to see them in
Castlegar, Cranbrook/Kimberley, Creston/Selkirk Purcells,
Fernie/Elk Valley, Golden, Invermere, Kaslo, Nelson, New
Denver, Radium/Fairmont and Rossland/Trail.
To support this work in the Basin, the Trust recently com-
mitted $240,000 over three years to WildSafeBC. Other
major funders include the province’s Ministry of Environ-
ment and municipal and regional governments. “With our
funding from the Trust, we are able to start our season early
– mid-April – and end later in the fall,” says Bellhouse.
As the snow finally recedes from our yards and gardens
and new leaves emerge, our wild neighbours are also on the

Breaking Trail celebrates
the great outdoors
In 1886 the Hall brothers set out north of Washing-
ton in search of gold and instead discovered a rich silver
deposit. The rush that followed brought the original set-
tlers to what would eventually be known as Nelson.
The Hall brothers were the first to break a trail toward
Nelson and they set in motion a long, rich history of
breaking trails – first for mining and later for skiing,
mountain biking, hiking and rock climbing.
The third annual Touchstones Nelson: Museum of Art
and History Gala Breaking Trail, which will be held Sat-
urday, June 1, celebrates the great outdoors and the trea-
sures offered by our landscape. From Whitewater Ski Hill
to the Kokanee Glacier to the Slocan Valley Rail Trail and
beyond, there is a natural playground that through his-
tory has earned a reputation deserving of celebration.
Breaking Trail promises to be an exciting evening of
delicious food catered by the Hume Hotel and brews by
Torchlight Brewing Co, as well as music, live painting by
Maya Heringa, a floral installation from BellaFlora, live
and silent auctions, a theatre performance and tours of
the museum. It is an excellent opportunity to connect
with some of the area’s most influential community lead-
ers and a chance to contribute to the museum – which is
a cornerstone of the arts, history and culture in Nelson.

In the quiet of the evening of April 12, 2019, our beautiful
lady passed gracefully into her peace surrounded by the
love of family at Kootenay Boundary Regional Hospital,
Trail BC.
To capture her life in a few paragraphs proves much
too difficult to say the least. She was featured in the
Nelson Star “Pioneer Series” in June 2012, following a
celebration of her 80th birthday which shares much of
her journey…

She was an amazing mother during an era of hard times.
She taught us to share what little we may have with those
who have less. She managed to instill in her children
the gifts of anticipation, wonderment, and excitement,
with very little means to work with.   She taught us to
be honest, generous, brave, ethical and compassionate,
and that the very most important treasure in life is
family.  She loved her family passionately.
Our “Matriarch” leaves behind sons Marc and
Kelly (Helen); daughters Trudy and Janet (Randy);
grandchildren Justin (Nicole), Braden (Cici), James,
Courtney (Kalee), Clayton (Fallon), Jarrod (Agata),
Brien, Amanda, Hayley (Sean), Kyle (Tash), and Emma
(Shane); great-grandchildren Justice, Nikaia, Brien,
Nevaeh, Connor, Helaina, Colton, Bryce, Sharla, Boston,
(the 1st) Theo, Boston, (the 2nd); sister Dorothy;
brothers Clifford (Marg), and Ted (Amy); numerous
nieces and nephews, cousins, extended family, and
special friends.
A gathering of family and friends will take place at the
Matheson residence, 108 Hanson Avenue, Salmo, on
May 18th, in the garden, her favourite spot in recent
years, at 3:00 pm, preceded by a private interment.

The West Kootenay Permacul-

Recovery fund.
What is WKPC? We are a com-
munity-based cooperative guided by
permaculture ethics and working to
build a healthy and resilient region
through collaboration, education,
media and net-positive initiatives.
We are the folks behind Kootenay
Food! Through this initiative, we will
continue to help reduce food waste
and make good food more accessible
and affordable for eaters in the Slocan
Valley and beyond.
How? You can help! Landowners
can get in touch at www.kootenay-
food.com/share to let us know of any
excess produce available in your area.
This could be fruit trees in need of a
good harvest before the bears arrive,
or more garlic scapes than you want
to deal with! The possibilities are end-
less. We will arrange for a group of
volunteers to come help you harvest
the goods according to your sched-
ule. We then bring the fresh bounty
back to our commercial kitchen
facility for storage. This is where we
host our Kitchen Workbees. Volun-
teers of all ages gain hands-on culi-
nary skills by helping us transform
fruit and vegetables into shelf-stable
value-added products such as jams,

Affordable
housing options
Columbia Basin Trust is provid-
ing nearly $1.5 million to help build
118 new affordable housing units in
Cranbrook, Fernie, Nelson, Trail and
Valemount.
In Cranbrook, the Aqanttanam Hous-
ing Society will be significantly growing
the number of affordable housing units
it owns and manages. Adding to its cur-
rent stock of 56 units, it will be build-
ing a new 39 unit apartment building
on a property it owns. This building
will offer a range of affordable housing
options for individuals, single parents
with children, families and seniors,
most of whom will be Indigenous.
In Trail, Lower Columbia Affordable
Housing will be developing new inde-
pendent rental housing for low income
families and seniors. The new building
will house nine, one to three bedroom
units in a three storey building that
includes an elevator. The building will
be located in East Trail by the Colum-
bia River, a central location that will
offer residents an easy walking distance

a high level of energy efficiency which
will keep the cost of utilities to a mini-
mum. Applications for those interested
in becoming tenants will be available in
the fall.
“People in our community are hav-
ing trouble finding safe and affordable
housing as the market tightens up,” said
Janet Morton, president of the board
at Lower Columbia Affordable Hous-
ing. “Future residents of this building
may be currently living in situations
that are too expensive, only temporary
or don’t work well for their needs. The
new units will offer an affordable and
safe roof over their head which makes
such a difference in their life.”
These five projects are also being sup-
ported with over $30 million from the
province through BC Housing. Expres-
sions of Interest were issued by BC
Housing in 2018 for affordable housing
projects across BC. The Trust is sup-
porting these five projects within the
Basin that will commence construction
in 2019 and are expected to be com-
plete by 2021.
Since 2002, the Trust has supported
the creation of nearly 1,000 affordable
housing units in 24 Basin communi-
ties through affordable housing initia-
tives with local housing organizations,
the federal and provincial governments,
and student housing with local colleges.
The Trust has also supported upgrades
and repairs to over 1,000 affordable
housing units. Over the next two years
the Trust will continue to support Basin
communities to develop project plans
for affordable housing and construct
