SECTION 09900

PAINTING SPECIFICATION
PART I. GENERAL

1.01 WORK INCLUDED

A. The contractor shall furnish all materials, labor, equipment, and incidentals required to
provide a protective coating system (see Part 4) for the exterior (non-immersion) surfaces
listed herein and not otherwise excluded.

1. The Pickens County Roper Wastewater Treatment Plant (WWTF) in Liberty, South
Carolina, has two circular steel tanks (each is 33’4” in diameter and 16’6” high) that
provide clarification for wastewater treatment (see Addendum A). The bottom of the
tank is a concrete floor. The external piping and stairways are included in this scope of
work. The bottom of the exterior steel is currently covered by earthen backfill. The
backfill will be removed to provide access to the steel/concrete foundation junction by
the Owner prior to the start of the paint project.

2. The 18-Mile Upper WWTF in Liberty, South Carolina, has two circular tanks (each tank
is 115’ in diameter and 16’ high). The bottom of the tank is a concrete floor. The pump
pad piping, external piping and external walkways are included in this scope of work.

3. The 18-Mile Middle WWTF in Central, South Carolina has two circular tanks (each tank
is 115’ in diameter and 16’ high). The bottom of the tank is a concrete floor. The pump
pad piping, UV Shed, Filter Shed, external piping, external catwalks and stairways are
included in this scope of work.

B. The cost of the work is per Contract Base Bid. HOWEVER, Owner may elect to recoat one
(or two) of the WWTFs. If only one or two of the WWTFs are recoated, the Individual Price
table will be the agreed price for each WWTF recoating.

C. The bids will be due on May 27, 2015 at 2:30 pm in the boardroom at the Administration
Office. (222 McDaniel Avenue B-4 Pickens SC 29671) Bids shall arrive in sealed envelopes
with “External Tank Painting” clearly labeled on the envelope.

D. A non-mandatory pre-bid conference will be held on at 2:00pm, May 18, 2015, at 151
Clearwater Drive, Liberty South Carolina, 29657.

E. All bids must be accompanied with a bid bond in the amount of 5% of the contractors bid.

F. All bids shall provide a list of references and similar jobs completed within the last five
years.

G. The successful contractor will be required to submit a Pay and Performance bond in the
amount of 100% of the contract price. The successful contractor will also be required to
supply the County with their Certificate of Insurance document.

H. The commencement date for the project will be no sooner than July 1, 2015. The completion
date will be no later than October 15, 2015. (See Special Conditions D, E and F).

I. The work includes painting and finishing of exterior exposed items and surfaces of the
Wastewater Treatment Plant to include steel tank walls, structural steel, miscellaneous metals
and all other work obviously required to complete painting unless otherwise specified herein
or on the drawings. Individual items as listed in “PART 4 – COATING SYSTEM
SCHEDULE. The omission of minor items in the schedule of work shall not relieve the
contractor of his obligation to include such items where they come within the general intent
of the specification as stated herein.

J. The following items will not be painted:

1. Any code-requiring labels, such as Underwriters' Laboratories and Factory Mutual, or


any equipment identification, performance rating, name or nomenclature plates.

2. Any moving parts of operating units, mechanical and electrical parts, such as valve and
damper operators, linkages, sinkages, sensing devices, motor and fan shafts, unless
otherwise indicated.

3. Aluminum handrails, walkways, windows, louvers and grating unless otherwise


specified herein.

4. Signs and nameplates.

5. Finish hardware.

6. Stainless steel angles, tubes, pipe, etc.

7. Products with polished chrome, aluminum, nickel, or stainless steel finish.

8. Plastic switch plates and receptacle plates.

9. Flexible couplings, lubricated bearing surfaces, insulation and metal and plastic pipe
interior.

10. Sprinkler heads.

1.02 SPECIAL CONDITIONS

A. If all three WWTFs are recoated the Contract Base Bid price on the Bid Form will be
the price for the work. HOWEVER, the Owner reserves the right to recoat tanks at
none, one, two, or three WWTF sites. In the event any of the three WWTFs does not
receive a recoat, payment will be made to the Contractor on the basis of the
Individual Price Table on the Bid Form.

B. The WWTFs will remain in operation during painting operations. The Contractor
shall protect the portions of the WWTP remaining in service from paint overspray,
and other foreign materials resulting from painting activities.

C. Work is to take place Monday through Friday between 7:00am and 7:00pm.

D. The Owner will have the first tank prepared for the Contractor by a date to be
established during a Pre-Construction Conference.

E. The Bidder shall submit a milestone schedule during the Pre-Construction conference
showing completion by the designated completion date. The milestone schedule
shall include allowances for a reasonable number of delay days for rain, mud, and
other adverse weather conditions. The successful Bidder will be required to adhere to
this schedule.

F. Liquidated damages for failure to complete the project by the deadline in Section
1.01.F. shall be $100.00 per day.

G. Pre-Construction Meeting

1. Selected Contractor will schedule a Pre-Construction Meeting at the site prior to


beginning site work. Prior to scheduling the meeting, all required pre-application
submittals shall be reviewed by the Owner.
2. The objective of this meeting is to confirm agreement between the Contractor,
Owner that the Contractor's plan for execution of the work satisfies the
specifications. In the meeting, the Contractor shall outline materials, equipment,
personnel, material storage, work methods, work sequence, protective measures,
and schedule.
H. Pickens County reserves the right to waive technicalities and reject any or all bids.

1.02 REFERENCES

A. SSPC - Steel Structures Painting Council.

B. Metal Ladder Manufacturer's Association - Specification for Ladders and Scaffolds.

C. UL Requirement for Ladders and Scaffolds.

1.03 QUALITY ASSURANCE

A. Workmanship shall be performed by skilled workmen thoroughly trained in necessary crafts


and completely familiar with specific requirements and methods specified herein.

B. All materials shall be produced by a single manufacturer. Total paint system shall be from
one manufacturer and no cross coating allowed between primers and finish coats.

C. Material applied prior to approval of the surface by the Owner shall be removed and
reapplied to the satisfaction of the Owner at the expense of the Contractor.

A. Two days prior to the Pre-Construction Meeting, and prior to mobilization, the Contractor
shall submit manufacturer's printed literature and other data as required to certify compliance
with requirements and systems specified herein.

B. Colors to be selected by Owner's Representative, and indicated on schedule.

C. Samples:

1. Samples of each finish and color shall be submitted to the Owner for approval before
any work is started.

2. Such samples when approved in writing shall constitute a standard, as to color and
finish only, for acceptance or rejection of the finish work.

3. Rejected samples shall be resubmitted until approved.

D. VOC Requirements: Submit manufacturer's certification that paints and coatings comply with
Federal, State, and Local, whichever is more stringent, requirements for VOC (Volatile
Organic Compound).

1.05 DELIVERY, HANDLING AND STORAGE

A. Deliver all material to site in original, new, unopened containers, labeled and bearing
manufacturer's name and stock number, product and brand name, contents by volume for
major constituents, instructions for mixing and reducing, and application instruction.

B. Provide adequate storage facilities designed exclusively for the purpose of paint storage and
mixing. Facility area shall be located away from open flames, be well ventilated, and be
capable of maintaining ambient storage temperature of no less than 45 degrees F.

C. Paint, coatings, reducing agents, and other solvents must be stored in original containers until
opened; if not resealable, then must be transferred to UL approved safety containers. Provide
proper ventilation, personal protection and fire protection for storage and use of same.

D. Comply with requirements set forth by Occupational Safety and Health Act, OSHA, for
storage and use of painting materials and equipment.

1.06 EXTRA STOCK

A. Upon completion of work, provide owner with at least one gallon of each type and color of
product used.

B. Containers shall be tightly sealed and clearly labeled for identification.

PART 2 PRODUCTS

2.01 ACCEPTABLE SYSTEMS AND MANUFACTURERS

Paint products/systems specified are not intended to limit competition, but to establish a standard of
quality desired. The owner will consider equivalent systems by other manufacturers. Use of any

other manufacturer other than Tnemec Co. must be approved by the Owner in writing. Any
material proposed by the Contractor must be presented prior to the Pre-Construction Meeting (see
1.04.A)

2.02 MATERIALS

All materials specified are those that have been evaluated for the specific service. Products of the
Tnemec Co. are listed to establish a standard of quality.

PART 3 EXECUTION

3.01 INSPECTION

Thoroughly examine surface scheduled to be painted prior to commencing work. Report in writing
to the Owner's Representative any condition that may affect proper application and overall
performance of coating system. Do not proceed with work until such conditions have been
corrected. Commencing with work indicates acceptance of existing conditions and for
responsibility for performance of applied coating.

3.02 UNSCHEDULED REPAIRS

Unscheduled repairs that have not been identified during previous inspections will be
identified by the Contractor during the course of the work and are to be paid for on a Unit
Rate basis in accordance with the Bid Form. Unscheduled Repair quantities shall be
measured each day and documented in the Contractor's daily report. No payment will be
made for Unscheduled Repairs that are not documented in the Contractor's Daily Report.

3.02 PROTECTION

A. Extreme diligence shall be taken to ensure that vehicles, equipment, hardware, fixtures,
materials, etc., are protected against paint spillage, overspray, etc. Such damages shall be
corrected at no expense to Owner.

B. Surfaces not to be coated shall be masked, removed, or otherwise covered to protect against
cleaning and coating application procedures and weather. Drop cloths shall be used to protect
floor, walls, machinery, equipment, and previously coated surfaces.

C. Exercise care in erecting, bracing, handling, and dismantling staging and scaffolding, to avoid
scratching or damaging walls, floors, equipment, etc.

3.03 SURFACE PREPARATION

A. Perform preparation and cleaning procedures in strict accordance with manufacturer's


instructions for each substrate condition.

B. Surface preparation for non-immersion Ferrous Metals: Power wash with a minimum of
4,000 PSI using a rotating turbo nozzle to remove all oil, grease, dirt, dust and foreign matter
from the surface. Follow cleaning with Steel Structures Painting Council's Specification SP-3
Power Tool cleaning to all rusted and abraded areas. Feather the edges of all tightly adhered
existing paint so they do not lift when painted over. All surfaces shall be clean and dry prior
to coating.

3.04 APPLICATION

A. No paint shall be applied when surrounding air temperature, as measured in the shade, is
below 45 degrees F. No paint shall be applied when the temperature of the surface to be
painted is below 40 degrees F. Paint shall not be applied to wet or damp surfaces, and shall
not be applied in rain, snow, fog or mist, or when the relative humidity exceeds 85%. Paint
shall not be applied when the substrate temperature is within 5 degrees of the dewpoint. Paint
manufacturer's temperature guidelines must be followed.

B. No paint shall be applied when it is expected that the relative humidity will exceed 85% or
that the air temperature will drop below 45 degrees F within 4 hours after the application of
the paint.

C. Maintain proper ventilation in area of work to alleviate volatile solvents evaporating from
coating materials.

D. All ingredients in any container of the coating materials shall be thoroughly mixed and shall
be agitated often enough during application to keep the pigment suspended.

E. Should thinning be required use only the amounts specified by the coating manufacturer.

F. Application of coating shall be by brush, roller, mitt, or spray and in accordance with
manufacturer's recommendations. All material shall be evenly applied to form a smooth,
continuous, unbroken coating. Drips, runs, sags, or pinholes shall not be acceptable.

G. Provide proper application equipment, including ladders, scaffolding, masking materials, and
tools to perform work. Ladders and scaffolding shall meet or exceed UL requirements and
Metal Ladder Manufacturer's Association.

H. The day’s coating or painting shall be completed in time to permit the film sufficient drying
time prior to damage by atmospheric conditions.

I. Meet all requirements set forth by Occupational Safety and Health Act, OSHA, for confined
space.

3.05 SYSTEM INSPECTION AND TESTING

A. All necessary testing equipment shall be made available for the Owner’s use at all
times until final acceptance of application. The Contractor shall furnish testing devices in
good working condition.

B. After application of each coating in the specified system and its surface has cured measure its
thickness with a properly calibrated Nordson Microtest Dry Film Thickness Gauge, or

equivalent. Follow standard method for measurement of dry paint thickness with magnetic
gauges as outlined in Steel Structures Painting Council's SSPC-PA2

C. Make as many determinations as needed to ensure the specified thickness values in each
typical area. To all surfaces having less dry film thickness than specified, apply additional
coat(s) at no extra cost to Owner to bring thickness up to specifications.

D. Painting contractor shall permit Owner's Representative and/or paint & coating manufacturer
(as requested by owner) to inspect his work for conformance to this specification. Owner
reserves the right to reject all work that does not comply with this specification.

1.6 SAFETY AND HEALTH REQUIREMENTS

A. The Contractor is solely responsible for jobsite safety. In accordance with the
requirements set forth by regulatory agencies applicable to the construction industry,
the manufacturer's printed instructions, MSDSs, and appropriate technical bulletins
and manuals, the Contractor shall provide and require the use of personnel protective
equipment for persons working on or about the project site.

3.06 CLEAN-UP

A. Upon completion, painting contractor shall clean up and remove from site all surplus
materials, tools, appliances, empty cans, cartons, and rubbish resulting from painting work.
Site shall be left in neat, orderly condition.

B. Remove all protective drop cloths and masking from surfaces not being painted. Provide
touch-up around same areas as directed by Owner's Representative.

C. Remove all misplaced paint splatters or drippings resulting from this work.

PART 4 COATING SYSTEM SCHEDULE
