E-Governance Town Planning System

1. Name of the Project E-Governance Town Planning System

The primary benefit of this web-based application is to provide the centralized


management of all the ABC policy information so that redundancy is avoided and
accuracy is maintained. And also to standardize processes across the ABC.
2. Objective/ Vision
The objective of the software is to target certain high volume services delivered
at the District level and undertake backend computerization to e enable the
delivery of these services through Common Service Centers in a sustainable
manner, within a specific time frame.
A. The Council Department is headed by a Council Secretary. . It
assists the Mayor in discharging his duties as well as the Council
and Standing Committees.
B. The General department is in charge of the Personnel and
Administrative matters of the Corporation.
C. The Financial Management department It is headed by Financial
Adviser.
D. The Land and Estate Department is department is headed by a
District Revenue Officer(DRO).
E. Revenue Officer is the head of the Revenue department.
3. Users of the System
F. Works Department: Sanction of building plan and building permits
up to first floor for industrial and residential building.
G. Solid Waste Management Department takes care of removal of
Solid Waste which is a major responsibility of the Corporation.
H. Buildings Department carries out capital nature of works such as
construction of school buildings, Public Conveniences, Community
Halls, Shopping Complexes and Hospitals.
I. Medical Officer who heads Health Department.
J. Family Welfare Department headed by a Medical Officer.
4. Functional i. Ease in Information accessibility to all the stakeholders like Citizens,
Requirements Councillors etc.

including Issue of notices, Record payments, Track default processes,
Updation of treasury receipts etc
xiv. Public Distribution System, Ration Card related services –including
Registration, Change of address, Addition of members, Issue of
duplicates etc.
xv. RTI services including redressal of Grievances – (Application, tracking,
monitoring, redressal, appeals etc.).(Education, Electricity, Drinking
Water, Panchayats, Health, Police, Revenue, Road, Treasury, Social
Welfare, Irrigation, Woman & Child, Public Distribution System,
Transport, Disaster Relief.

i. The application will only be accessible to internal ABC corporation


employees via AD ABC Network.

ii. Only Registered users should be able to access the portal.

iii. Availability: The proposed system would be available to its users all the
time, as per the different grade of privileges and services offered. Since
the application would comprise web-based interfaces and components, a
normal web-user with little knowledge of Internet may use the
functionalities provided by the application.

iv. User interface must be simple. This makes system easy to use. The user
should be shown only those things that she or he is supposed to see in
