STAFFING

Introduction
 Staffing is the managerial function of
recruitment, selection, training, developing,
promotion and compensation of personnel.
 Staffing may be defined as the process of hiring
and developing the required personnel to fill in
the various positions in the organization.
 It involves estimating the number and type of
personnel required, recruiting and developing
them, maintaining and improving their
competence and performance.
 Staffing is the process of identifying, assessing,
placing, developing and evaluating individuals at
work.

Staffing Process
1. Manpower
Manpower Planning which is also called as Human
Resource Planning consists of putting right number of people, right
kind of people at the right place, right time, doing the right things for
which they are suited for the achievement of goals of the
organization.

2. Recruitment
The process of finding and hiring the best-qualified
candidate (from within or outside of an organization) for a job
opening, in a timely and cost effective manner. The recruitment
process includes analyzing the requirements of a job, attracting
employees to that job, screening and selecting applicants, hiring,
and integrating the new employee to the organization.
3. Selection
Selection is the process of choosing the most
suitable person for the current position or for future position
from within the organization or from outside the organization.
The selection of managers is one of the most critical steps in the
entire process of staffing.

4. Orientation and Placement


Orientation is the planned introduction of
employees to their job, their co-workers and the organization. It
is mainly about general information about the daily work
routine, a review of the organizations history, founding fathers,
objectives, operations and products or services.
Placement may be defined as the determination of the job
to which an accepted candidate is to be assigned and his
assignment to that job.
5. Training and Development
In simple terms, training and development refers to
the imparting of specific skills, abilities and knowledge to an
employee. Development refers to those learning opportunities
designed to help employees in a management.
6. Remuneration
Remuneration refers to the reward or compensation
given to the employees for their work performances.
Remuneration provides basic attraction to an employee to
perform job efficiently and effectively. Remuneration leads
to employee motivation.
7. Performance Appraisal
It refers to all the formal procedures used in
working organizations to evaluate the personalities,
contributions and potentials of group members. It is
used as a guide by formulating a suitable training and
development program to improve the quality of
performance in his/her present work. Performance
appraisal is the judgment of an employee’s
performance in a job.
It is also called as merit rating. All manager’s are
constantly forming judgment of their subordinates and
are continuously making appraisals.
Principles of Staffing
 The Principle of Job Definition
This principle explains that with clear and
precise pre-determination of results that managers are
excepted to achieve, their positions can be determined.
 Principle of Managerial Appraisal
This principle is concerned with appraisal of
managerial performance relating to predetermined results.
The more clearly verifiable objectives and required
managerial activities are identified, the more precise is the
appraisal of managers against these standards. The
appraisal of managers as manager considers how well the
key managerial activities within the functions of planning,
organizing, staffing, directing and controlling are carried
out.
 Principle of Management Framing
This principle emphasizes the need for providing
information and training to managers to grow and move for
higher positions.
Principle of Open Competition
Managers must face competition and grow out
of such competition. Encouragement of open competition
amongst candidates for management positions depends
entirely on full commitment of an enterprise on quality
management.
 Principle of Continuing Development
Managerial development and training are
continuous process for managers. Managerial knowledge
and approaches must be continuously updated and re-
examined.
 Staffing is a Permanent Exercise
Staffing is an ongoing process. It is a
continuing activity and the demand for work force is
constantly changing.
 Staffing is a Complex Process
As staffing deals with managerial personnel,
their aspirations, and frustrations are to be weighed
properly. The complexity increases because an
enterprise is a dynamic entity having a number of
systems and sub-systems.
Staffing Involves Future Managers
Future managers are to be located and trained.
They must be given sufficient training and motivation.
