There are sixty-seven (67) authorized positions for NAMR1A Commissioned Officers.
Currently, only sixty (60) is filled up including Probationary Ensigns. Also, two (2)
officers will be retiring compulsory within the year, and one (1) Probationary Ensign
has tendered her resignation effective 15 March 2019.

In this regard, the Personnel Board for Commissioned Officers recommends the
recruitment of Probationary Ensigns.

Should you merit the recommendation, the PBCO will commence the recruitment
process. Attached is the announcement for your perusal.

NAMRIA COMPETITIVE EXAMINATIONS FOR PROBATIONARY ENSIGNS

GENERAL INFORMATION

The NAMRIA Personnel Board for Commissioned Officers (PBCO), pursuant to the provisions
of RA 2057 and EO 292, announces the holding of the Competitive Examinations for
Probationary Ensigns to recruit candidates for appointment as Ensign (Hydrographic Surve‘
Officer) by The President of The Republic of the Philippines with the initial position of Ensign
after having served as Probationary Ensign for at least six (6) months. Applicants for the
examination must be willing to serve and have loyalty to the Republic of the Philippines.
Applicants must possess not only competence in mathematics, oral and written
communications, but also the personality essential to the performance of duties of a
Hydrographic Survey Officer. They must be willing and able to accept assignments ashore or
offshore anywhere in the country where their services may be required. They must be
physically fit to travel by land, air or sea and have no medical conditions preventing them
from assuming functions of Hydrographic Survey Officers.

Applicants are advised to check the eligibility requirements to ensure that they qualify for
admission. No exemptions from the requirements shall be considered. Applicants who are
found ineligible or who have submitted incomplete application forms and requirements shall
not be allowed to take the examination.

DUTIES OF A HYDROGRAPHIC SURVEY OFFICER

The Hydrographic Survey Officer shall conduct hydrographic, geodetic and magnetic surveys
and physical oceanographic observation, act as navigating officer and perform administrative
functions among others. His/her duties shall also include gathering, analyzing and reporting
hydrographic, environmental and technological information and developments, drafting
technical notes and correspondences, as well as working with other government agencies,
international organizations and private groups in promoting NAMRIA survey activities and
carrying out collaborative projects.

EXAMINATIONS

The 2019 NAMRIA Competitive Examinations is composed of four (4) parts:

(1) Written Examination; (2) Psychological Test; (3) Competency Based Interview; and (4)
Medical and Physical Fitness Test
I. Written Examination — 01 June 2019 (Saturday)

The Written Examinations cover the following subjects with corresponding weights:
Mathematics 70%
English 30%

Candidates must obtain a passing grade of at least 70% in each of the subjects in order to
qualify for the Psychological and succeeding tests.

The testing center for the Written Examinations is the NAMRIA Hydrography Branch, 421
Barraca Street, San Nicolas, Manila.

II. Psychological Test — To Be Announced (TBA)

The Psychological Test shall be held in Manila or selected testing areas after the results of
the Written Examinations have been determined. It may be administered by NAMRIA Human
Resource Management Section or any agency authorized by the PBCO. Candidates shall be
evaluated and certified as having passed the Psychological Test based on the results.
Candidates must have at least Above Average in both IQ and Aptitude to qualify for the
Competency Based Interview.

III. Competency-Based Interview - TBA

Candidates shall be interviewed by the PBCO to evaluate their overall potential for becoming
Hydrographic Survey Officers.

The Competency-Based Interview shall be held in Manila after the results of the
Psychological Test have been determined. It shall include an assessment of the candidate's
oral skills, logical thinking, values and attitude. Previous records, experiences and behavio-
shall also be considered in determining the candidate's fitness and aptitude for hydrographic
work.

IV. Medical and Physical Fitness Test - TBA

The Medical and Physical Fitness Test may be held immediately after the Competency Based
Interview. Applicants who failed to obtain a favorable result shall not be allowed to proceed
to the next step and shall be considered failed.

NOTE:

Applicants are required to pass all four (4) sequential parts within the prescribed time frame
to be considered eligible for appointment to Probationary Ensign. An applicant who fails to
show up or does not take any phase as scheduled shall be deemed to have failed the entire
examination. Request for deferment will not be entertained.
Applicants who failed the Physical Fitness Test may take future Competitive Examinations.
However, applicants who failed the Psychological Test or Competency Based Interview may
only re-take the examinations not earlier than two (2) years from the date of the
test/interview in which the applicant failed.

QUALIFICATIONS AND REQUIREMENTS

Citizenship - Applicants must be natural-born Filipino citizens of good moral character


and concurrently permanent residents of the Philippines.

Age - Applicants must not have been born earlier than 01 September 1989.

Education — Applicants must be graduates of a Bachelor of Science degree in any of the


following fields: Geodetic, Civil, Mechanical, Electrical, Electronics, Mining, or Chemical
Engineering, or graduates of a naval or military academy recognized by the government
with at least a Bachelor of Science degree. Applicants should have graduated before 04
February 2019, must be able to present their transcript of records, and either diploma,
certificate of graduation or its equivalent during the Competency-Based Interview.

Eligibility — Applicants must have passed either the Engineering Licensure Examination or
the Civil Service Commission (CSC) Career Service Professional Examination and must
present proof of passing before the Physical Fitness Test.

Physical — Applicants must have 20/20 vision, must not be color blind and must be able to
perform the physical fitness exercises to be required by The PBCO.

Others — Applicants must not have a pending or have been convicted in an administrative,
civil or criminal case.

HOW TO APPL`

Applicants must fill out the Registration Form online and CS Form 212 Revised 2017
(Personal Data Sheet). CS Form 212 may be downloaded from the CSC website
www.csc.gov.ph or requested from the 2019 NAMRIA Competitive Examinations for
Probationary Ensigns Secretariat personally or thru email.
CS Form 212 shall be duly accomplished by the applicants and submitted to the
Examinations Secretariat personally, thru mail or courier or thru e-mail before 1700H on
30 April 2019. Applications submitted beyond the set deadline shall no longer be accepted.

The following shall be attached to the completed PDS:

a. Copy of any of the following identification cards containing the bearer's signature
and picture:
Unified Multi-Purpose ID
Social Security System ID
Professional Regulation Commission ID
Philiopine passport
Government-issued driver's license
School ID

b. Two (2) self-addressed and self—stamped envelopes marked as priority mail tor
those opting to have their results sent thru mak.

Applications with incomplete documentary requirements shall not be accepted.
