ULB’s Guide to Community Engagement


Objective: To assist the ULB in communicating with the SDA (larger slum inhabitants) and
facilitating the discussion around relocation to arrive at a shared decision.

(The ULB needs to discuss and negotiate to get a consent of relocation from each SDA. This
document is a draft showing the major themes and questions that might arise during this
negotiation. We have tried to pinpoint these themes and issues.
Thus, this document provides a structure in which the Secretary, HUDD and his team will
brainstorm to find out possible solutions from which each ULB will choose to offer to an SDA)

Can the community be helped to think of alternate sources of income more suitable
to new neighbourhoods?

Discuss and agree on relocation timeline for relocation and provisioning of services in
the areas. This will be the tentative timeline within which, the ULB will be able to
implement the facilities discussed AND the beneficiary can plan and execute his/her
relocation process.

(A timeline helps in smooth transitioning from one location to another. Therefore, the
ULB will negotiate for a timeline of moving with the SDA. In case of worse cases, a
more generous time-window can be given)

2. Physical Infrastructure

Slum dwellers will expect equal or better quality of services in their new locations. Government
has to provide infrastructure and this infrastructure has to be built within a certain timeline.

A. Water:
Understand Current water source and explain new water source
What is the present quality of water supply? (Consider quality, quantity, duration of supply,
access (Is it equally easily accessible by all community members? Or do only few members
have home-taps?)

Can we provide better water supply in the future location? Can we integrate it into the grid? If
not what are the other options?

How will we implement the solutions?


B. Sewerage (toilets and conveyance system)

As for water, What is present status of sanitation facility in their settlement? (Quality). Assess
issues with sanitation facilities.

What according to them would be a solution to the sanitation situation? Are there quick
solutions that can be adopted? Are they willing to work in association with the ULB to
build/operate sanitation services?

After identifying respective solutions, arrive at a mutually agreed timeline for delivery of
service. This will be the tentative timeline in which the beneficiary can plan and execute
his/her relocation process.

Similarly, identify the issues with (C) electricity, (D) stormwater drainage, (E) solid
waste management. Please add more if required.

3. Social infrastructure

A. Hospital and dispensary (Relevant Scheme: Biju Swasthiya Kalyan Yojana,


Gopabandhu Sambadika Swasthya Bima Yojana) Will the new situation be better than the
exitsing one?

(i) How far do the people have to go to consult a doctor?

(ii) How long does it take to reach the nearest hospital?

(iii) In the new site, will this access improve or get worse?

(iv) What possible solutions can be imagined?

B. School, Anganwadi (same as above)

How to accommodate the influx of students in the new location in existing schools?
(Brainstorm solutions)

(The ULB may come up with solutions like making provisions to accommodate the new
students in the nearby schools, or provide bicycles to students or any other solution.
Relevant schemes: Ujjwal Scheme, Akankshya Yojana, Utthan Scheme)
Anganwadi (if any)
What is the location of closest Anganwadi centre?

Is the Anganwadi operational?

What are the major issues with the Anganwadi?

C. Self-Help groups
(Existing self-help groups may be roped in for augmenting income sources by
entrepreneurial activities. This issue might be raised and discussed with SDAs.)

4. Housing Aspirations

Housing aspirations will be a negotiating point between ULB and SDAs.

a. Did they build their own houses? How much time will it take to build new
houses?

b. Were the houses affected by cyclone? If yes, was maintenance carried out by
themselves?

c. How much they have invested in the present site (How is the new location be
desirable for them if they have invested a lot in the present location?)

d. What are the major things they are looking for in a planned neighbourhood?

Will they be willing or will need help to build their homes if land is allocated to them and
registered in their name? Also, can a mutually agreed timeline and construction milestones be
established if the ULB provides them with financial support?

5. Liveability

Access to public spaces (Do they aspire to have good-quality public spaces in the present
location? Can the same be provided in the new locations?)
Access to religious facilities (Do they have spaces for community functions, festivals, religious
ceremonies? Can the same be provided in the new locations?)

Facilities for vulnerable groups (Do women, children and senior citizens have appropriate
liveability situations? Can these be set up in the new locations?--like parks, reading rooms)

Living on hazardous/vulnerable land/safety issues (Do they suffer from the toxic/uninhabitable
condition of their present location)

6. Demographics and Social Groups

Are there various groups (classes/castes) of people who have different sets of priorities
regarding the relocation? Example. Better educated and forward thinking people are
usually more willing to relocate.
