INTRODUCTION INCLUDING OVERVIEW OF AREA INSPECTED AND ACTIVITIES TAKING PLACE

The report follows from inspection carried out in laydown area of Target engineering construction company
LLC.The Target in specialist in pipe line and oil and gas construction is a sub contractor for GS engineering and
construction Ltd. Which is undertaking the ruwais refinery expansion project (Ph-2) for Abudhabi oil refinery
company (Takreer) there are 550 people working in lay down area. For target. Task
include,Rigging,scaffolding,Hot work, loading & unloading, paint work and fabrication etc.
EXECUTIVE SUMMARY
The health and safety management of the laydown area is generally acceptable condition ,Adequate signs board are posted
with emergency contact numbers, list of trained first aider, colour coding done. to every tools and tackles, electrical
equipment inspected and inspection sticker available .all materials are properly stored and barricaded in laydown area.PPE
compliance has been generally found good
However some observation are made in painting yard electrical tools, noise equipment and welfare facilities which need
improvement.
Recommendation : Regular maintenance of ablution blocked with schedule for cleaning the toilet and emptying the septic
tank and check list should be maintained at least two 2 more nos of ablution blocked water cooler are regular in laydown
area cost approx-AED 3500

Electrical equipment : There were some observation of electrical hazards like ELCB of distribution board not working,
electrical equipment not earthed, some dead man switches and plug chasing got damaged which may propagate electrocution
if there is a short circuit action required immediately to rectify and weekly inspection by electrical engineer.
Recommendation : ELCB to be checked and if not working should be replaced new switch an plugs should be provided
wherever required. An electrical awareness training session to be conducted to all user and electrician coast approx-AED-

Noise control :- Heavy noise in surrounding area of laydown workshop as may be damage in silencer of power generator.
which need immediate repair , noise level was beyond the workplace exposure limit. Maintenance depart should arrange by
generator till the repair existing one, preventive maintenance should be done regularly to avoid generation of dust in filter.
which may got blocked and generator may get heated
Recommendation : Maintenance work required power generator ensure provision and usaged of ear plug. Awareness
training and noise survey to be conducted.

CONCLUSION
This report shows that health and safety in target engineering & construction company is not up to required level. the
laydown activity are not fully complied with UAE legal requirement like ministerial order No-32years (1982)and UAE
federal low No.8(1980)
If the activity are not complied with this laws your company will have to race problems like negative publicity, poor
company reputation , decrease in staff moral and there will be high staff turnover or worker absence due to sickness. all this
will effect your financial stability. If management does not make effort for improvement in health and safety it will effect
your productivity.

from the observation found. I recommend you to go through it and implement changes in your work place.
