CLANDESTINE NUCLEAR WEAPONS IN BURMA
NUCLEAR WEAPONS PROGRAM IS “DEEPLY
CONCERNING” SAYS UNITED NATIONS IAEA
Burma’s clandestine nuclear weap-
ons are poorly managed but it could
become a real threat if another rogue
nation such as North Korea steps in
to offer assistance, says a former
director of the United Nation’s Inter-
national Atomic Energy Agency.
In a technical briefing held at the
Foreign Correspondents’ Club Thai-
land in Bangkok last week, American
nuclear scientist Robert Kelley said
he believes the secret nuclear weap-
ons program run by the Burmese
military is not well developed and is
being badly managed.
“It is a poor program [from what we
have seen]. … There’s poor work-
manship, [and] it’s a top down man-
agement system saying you will do
this, not how you will do this,” said
Kelley.
“I think it is safe to say the people
of Thailand are safe for the next few
years because these guys don’t know
what they are doing, but I wouldn’t
want to give them more than a few
years.”
However, Kelley said that he is
also concerned about underplaying
the Burmese generals' nuclear weap-
ons program saying that it could
develop into a genuine threat.

able position. Let us not even talk of
the luxury of saving a little something
at the end of the month.
An average person works a minimum
of 8 hours a day. The average Ameri-
can family size according to the latest
US Census is 3.2. Furthermore, an
average of 2.06 children are born per
woman.
The current federal minimum wage
is $7.25 per hour; the federal tipped
wage is $2.13 (changing the definition
of a tip from complimenting the quali-

There has been so much discus-
sion recently about "QE 2" that you
would think the entire financial sector
were about to embark on a transatlan-
tic cruise. Unfortunately, they, and we,
are not so lucky. In the year 2010,
"QE 2" doesn’t refer to a sumptuous
ocean liner, but a second, more ex-
travagant round of "quantitative eas-
ing" – stimulus. In the past, this tech-
nique was simply called "printing
money." As if the nation has not al-
ready suffered enough from the first
round, Captain Ben Bernanke and the
Fed are determined to compound the
damage by hitting us with another
monetary juggernaut. Their stated
goal is to boost the economy and
create jobs. However, since economic
growth cannot be achieved by printing
money, their QE 2 will sink just as
surely as the Titanic.
The intent of QE 2 is to lower inter-
est rates to promote job growth and
avoid the apparently growing threat of
deflation. But the very idea that the
economy is weak because interest
rates are too high is laughable. Defla-
tion is the market's cure for the asset
bubbles that have recently burst, so
any attempt to avert it will only weak-
en the economy further.
In fact, one of the reasons the US
economy is in such bad shape is that
interest rates are already too low. Low
rates have encouraged excess bor-
rowing, by both individuals and gov-
ernments, and discouraged saving,
fueling new asset bubbles at the ex-
pense of legitimate investment. As a
result, the dead weight of debt has
simply overloaded our economy, and
our creditors are getting nervous.
What we need now is to make hard
choices, not engage in more easing –
to deleverage, not borrow more.
Worse still, by keeping rates too low,
has all the knowledge, the materials,
and the keys that would unlock what
is plaguing them, including bad man-
agement, this program could really
speed up,” said the former senior
U.N. nuclear inspector.
“[Then] everything I’ve said about it
being a bad program goes out the
door. [Assistance] from North Korea
certainly comes to mind,” he said.
Kelley wrote a report for the Demo-
cratic Voice of Burma that was re-
leased in June, which is predominant-
ly based on the information and evi-
dence such as documents, drawings,
and photographs, provided by a
defecting Burmese army major, Sai
Thein Win.
“[Mr. Sai] was briefed on the nucle-
ar program, not because he was a
major, but because he was an aide to
some senior officers,” said Kelley.
In his role as aide, the defector, who
is also a Russian-trained mechanical
engineer, attended briefings that
included Burma’s top general, Than
Shwe.
“In those briefs the word to the
general officers [from Than Shwe]
was, ‘We want a nuclear bomb, and
we want to build a reactor so we can
do it,’” said Kelley.
“That’s what he heard—he also

Simple math, for one working adult,
8 hours of work 5 days a week, at the
federal minimum wage: 7.25*8*5 =
$290. In one month, this individual
will make: $1,160. In one year, this
individual will make $13,920. Current-
ly, in 48 states the poverty threshold
measures at $18,310 for a family unit
of 3 individuals. Thus, a single mother
for instance, working full time at mini-
mum wage will still come nowhere
near to reaching the poverty thresh-
old.
Increasing the minimum wage
holds the argument of promoting
illegal workers who are willing to
accept lower wages, thereby not
paying taxes and resulting in a loss of
revenue for the government. Illegal
activities also perpetuate the poverty
trap as social protection will be non-
existent, resulting in the the exploita-
tion of workers under every spectrum.
The argument of scrapping the
minimum wage on the other hand,
still holds no justification. In fact, the
the Fed has enabled the US govern-
ment to grow significantly larger than it
otherwise could had its borrowing

sent these low rates, Washington
likely wouldn't have passed expensive
new healthcare and financial regula-
tion reforms; they would be too busy
trying to keep the lights on in the
Capitol. For this and other reasons,
the bogeyman of deflation is really not
a concern at all. It's not a threat be-
cause falling consumer prices could
serve as a relief for many suffering
from layoffs and pay cuts in the reces-
sion. Even if it were a threat, it's not
even likely because so much liquidity
has already been created and an
infinite amount could still be created at
will by the Fed. Consumer prices are
already rising across the board, de-
spite a contracting economy, so
what's all this talk about deflation?
The Fed is quick to point to falling
real estate prices. But a drop in real
estate will no more cause consumer
prices to fall than the real estate boom
caused them to rise. Real estate pric-
es are too high, and the economy will
never truly recover unless they are
allowed to fall. It is interesting that
when real estate prices were rising,
the Fed did not raise rates to bring
them down, but now that they are
falling, the central bank feels com-
pelled to lower rates to prop them up.
If falling real estate prices threaten
deflation, why did the Fed not per-
ceive an inflation threat when real
estate prices were rising?
My thinking is that, at the end of the
day, all this deflation talk is a red
herring. The true purpose of QE 2 is to
disguise the decreasing ability of the
Treasury to finance its debts. As glob-
al demand for dollar-denominated
debt falls, the Fed is looking for an

Kelley who participated in IAEA mis-
sions to South Africa and Libya.
“This program as we see it today is
not a threat in terms of a nuclear
mushroom cloud, but it is a threat to
the whole system. I don’t think ignor-
ing it should be an option,” he said.

up the ladder. Tax breaks and income
support are always welcome, but the
true goal in an American economy - is
self-sufficiency.
The purpose of the minimum wage
is to protect our labor and allow them
a decent standard of living. The con-
cept is fair, however, it is incomplete.
Considering those in the minimum
wage bracket often are less educat-
ed, have little awareness with regard
to their opportunities, and suffer from
job insecurity, the least that can be
regulated by the government with
regard to protection, is the paycheck
they receive at the end of the month.
In the long term however, the mini-
mum wage should be nothing more
than a stepping stone for teenagers
and those entering the job market.

ensue. So, the Fed pretends buying
treasuries is simply part of its master
plan to boost the economy, even
though, in reality, it is simply acting as

If the Fed really wanted to help the
economy, it would raise rates quite
dramatically. Instead of preparing for
QE 2, it should be unloading the debt
it purchased during QE 1. Of course,
that is not so easy to do – which is
precisely why I was against QE 1 from
the beginning. However, even though
the exit will be painful, going down
with the ship will be even more un-
pleasant.
Higher interest rates and a commit-
ment from the Fed to refrain from
purchasing Treasury debt would force
the government to dramatically reduce
spending. If we combine less govern-
ment spending with fewer regulations,
reform our tax code in a way that
stops punishing savings and invest-
ment, stop all government subsidies
for real estate so that prices can fall to
affordable levels, and allow all insol-
vent entities to fail, then a real recov-
ery will take hold.
If the Fed refuses to set sail on QE
2, then her loyal passengers might
complain, but at least the US will be
on solid monetary ground as it tried to
rebuild a viable economy. If instead
we board QE 2 (and QE 3 and QE 4
thereafter), then we are headed to a
sea full of icebergs called interest rate
spikes, and all on board will surely
drown in a sea of worthless Federal
Reserve Notes.

ACROSS THE NATION
It was dubbed “Roadblock Saturday”
last weekend and the undefeated teams
in Division I now stand at five. 9-0 Auburn
continued their dominance with a 51-31
blowout at Mississippi. Boise State beat
Louisiana Tech 49-20 and TCU and Utah
both won to set up their unbeaten show-
down this Saturday. Nebraska ended
Missouri’s quest for a perfect season with
a 31-17 win and a school record 307
yards rushing by Roy Helu Jr. Michigan
State’s Cinderella season came to an
abrupt halt with a 37-6 beat down by
Iowa. Florida State was stunned by North
Carolina State 28-24 and Virginia
knocked out Miami quarterback Jacory
Harris on their way to a surprise 24-19
win. Notre Dame’s troubles continue after
the tragic death of 20-year old team vide-
ographer Declan Sullivan who toppled
over in a blustery wind storm in South
Bend last week; the Irish went out and
lost to Tulsa 29-28 losing starting quar-
terback Dayne Crist in the process.
OREGON RECAP
The Coliseum was rocking last Satur-
day evening with the #1 AP ranked Ore-
gon Ducks in town. The stage was set
with a national audience, College Game
Day, Homecoming, and Halloween eve. It
was just one year ago that the Trojans
went up to Eugene and were throttled for
613 total yards and a 47-20 demolition
that signaled the changing of the guard in
the PAC-10 conference. This was an
opportunity to come out and get a signa-
ture win with all eyes on the land of Troy.
It was the first time that USC had been
an underdog at home in 51 games so
there was a lot to prove and a lot at
stake. By the end of the game, there
was no question that Chip Kelly and the
Oregon Ducks were a superior team with
better depth, better execution, and better
schemes on Saturday. The Trojans trad-
ed punches with the relentless Duck
attack evenrd going up 32-29 with 11:19
left in the 3 quarter.
With the Coliseum pumped and the
Trojan faithful starting to believe, the
relentless Oregon offense responded
with four consecutive scoring drives while
shutting down the Trojan attack that put
the game out of reach. The Duckthdefense
continued its dominance in the 4 quarter
having only given up seven points all
season and they forced two punts, one
interception, and loss of downs after the
Trojans took the lead. Oregon’s trade-
mark has been to get stronger as the
game goes on and this game was a text-
book example of how they have handled
all of their opponents to this point.
Sophomore Heisman candidate LaMi-
chael James was held to 65 yards in the
first half but pounded the Trojan D with
174 yards in the 2nd half to finish with
239; the most ever against USC at the
Coliseum. Oregon won the turnover bat-
tle 3-2 and they had 599 total yards
against the beleaguered Trojan defense.
USC knew going in that they would have
to win the turnover margin, control the
football, convert 3rd downs, and score in
the red zone. Coach Kelly said “he was
not into statements, just winning
games.” He certainly has made his mark
in his second season as head coach with
a Duck offense on its way to scoring
more than 600 points this year. They
average close to four plays a minute
when they are going full tilt and they have
the depth to run a platoon system in the
trenches which Kelly acknowledges is his
competitive advantage.
