- Macapagal Avenue in Tuguegarao City, Baybayog Provincial Road in San Jose, and
Baggao and Poblacion Road in Lanna, Enrile) = 3
- Pinacanuan Bridge in Tuguegarao City; Abusag Bridge and Bagunot Bridge in Baggao
Cabasan Bridge and Tawi Bridge in Penablanca; Itawes Bridge in Tuao; Maguiling
Bridge in Piat; Mauanan Bridge in Rzal; and Sitio Villa Salud Bridge in Solana
Isabela – Alicaocao Bridge in Cauayan City connecting forest areas and Sta Maria
Overflow Bridge in Sta Maria-Cabagan
Quirino – Manglad Bridge in Madella

Region III

Aurora - major roads in Casiguran are not passable to all types of vehicles due to either
high water level, floods, landslide, washed out approach and road cut:

Nueva-Ecija–Aurora Road Km 181 Cabatangan River Brgy Villa Aurora (2.2-5 m flood)
Alternate route (San Luis Ma Aurora-Castaneda Road);
Baler–Casiguran Road (279+000-280+000 (Brgy Dianed) due to landslide;
Km 343+000-349+000 Dibacon Casiguran due to flashflood;
Km 314+000 Brgy Simbahan, Dinalungan approaches washed out;
Dinadlawan-Madella Road (Km 307+500) Brgy Caloocan, Dipaculao due to flooding
Dilasag-Dilaguide to Dagyan Casiguran due to high water level at Dilaguide River
and Dibagong Bridge

Dam Monitoring
 Magat Dam (as of 04 Nov, 12:00NN) = water level (193.14 meter) ; spilling level (193
m ); inflow (1,277 cu m/sec ); outflow (1,182 cms) with 3 gates opened
@ 5 meters height)

 Buntun Bridge Gauging Station (as of 04 Nov, 12:00 NN): water level – 10.32 meters,
alarm ( 9.0 meters) and critical (12.0)

III. ACTIONS TAKEN:
NDRRMC

 Prepared and disseminated NDRRMC Flood Advisory to the Chairpersons of RDRRMCs


Regions II, CAR and CARAGA for further dissemination to the local DRRMCs

 Declared partial activation of NDRRMC –OPCEN into an emergency operations center In


view of the continuous rains that triggered flooding/flashfloods in northern and Central
Luzon, with implementing member agencies such as: AFPDRTF, BFP, PNP, PCG, DOH,
DSWD and PAGASA to report at NDRRMC OPCEN.

PCG-HQ

 The Commander Coast Guard District Northern Luzon (CGDNLZ) has deployed two
(2) teams of Deployable Response Group (DRG) to support SAR operations initiated
by local government units and authorities in the area;

 Instructed two (2) DRG teams deployed in Matnog, Bicol during Undas, to divert to
Puerto Real through Coast Guard District Southern Tagalog to augment SAR and
evacuation operations in flooded areas;

 Placed the two (2) PCG Islanders on alert status to conduct air reconnaissance and
assess the extent of flooded areas and locate persons on distress; and

 Directed Coast Guard Districts Northern Luzon and Southern Tagalog together with
their Coast Guard Stations and Detachments to be on heightened alert and to
render necessary assistance to local populace who are affected by flood

RDRRMC II

 Disseminated weather and flood bulletins to the PCG, member-agencies, Local


Disaster Risk Reduction and Management Councils (LDRRMCs) and local media
(radio stations) thru SMS and facsimile
 Coordinated with PAGASA and National Irrigation Administration-Magat River
Integrated Irrigation System (NIA-MARIIS) on the status of water level at Buntun
Bridge Gauging Station and Magat Dam, respectively
 Coordinated with LDRRMCs on the situation in their AOR and preparedness
activities to be undertaken such as pre-emptive evacuation
 BFP and Philippine Army alerted their stations and field disaster response teams,
respectively for possible rescue operations
 RDRRMC and PNP OPCENs are continuously monitoring the regional situation
 PCG and PN mobilized their respective field disaster response teams for possible
SAR and evacuation
 The PA is conducting search, and rescue (SAR) and evacuation in flooded
municipalities

PDRRMC and MDRRMCs

 PDRRMC Cagayan Chairperson Governor Alvaro T Antonio convened the council


and discussed preparedness measures

 Prepositioned 300 packs of relief goods to Sub-Capitol at Brgy. Bangag, Lallo,
Cagayan
 Rescue 29 Cagayan prepositioned rescue teams, rubber boats, relief goods and
dump trucks
 Rescue 116 Baggao and Rescue 24 Peñablanca, both of Cagayan deployed rescue
teams in flood-prone/low-lying barangays

Region III

 OCD Region III coordinated with 7th ID and Coast Guard for possible evacuation of
stranded residents
 PA is conducting clearing operations alog the roads going to Casiguran
 PNP Aurora is assisting the MDRRMC of Casiguran in evacuating families
from heavily flooded barangays
 Bulldozers of DPWH Aurora are placed on standby in areas with impassable
roads

 MDRRMC Casuguran has initially provided relief assistance to the flood


victims worth PhP20,000.00
