As part of the Department’s goal to have a central facility for command


and control, an Emergency Operation Center (EOC) shall be established at
Central, Regional, and District Engineering Offices who will be responsible for
carrying out the principles of disaster management functions at a strategic level
during emergency scenarios. This facility must be adequately equipped and
staffed to ensure the continuity of all preparedness and response operations
through uninterrupted communications and monitoring activities.

An EOC is responsible in ensuring that all data and situations are


gathered and analyzed to come up with a strategic direction and operational
decisions.

I. Communication Flow and Warning Dissemination

The DPWH information/communication flow, derived from that of the NDRRMOC,


shows how warnings/alerts/advisories from the surveillance agencies are processed and
developed by the BOM-SDMCD. It is then submitted to the NDRRMOC via the logistics and
response cluster and internally, to the Management Committee (ManCom) and the
Stakeholders Relation Service (SRS), providing decision-makers and road users with valuable
information and knowledge regarding affected national roads and/or bridges. The processed
information from the BOM-SDMCD also serves as a basis for appropriate response or actions
to be taken by the affected DPWH Regional and District IMT and other response agencies.

II. DPWH- EOC Alert and Manning System

All DPWH EOCs shall be manned and maintained by identified IMT. This manual stipulates the
Standard Operating Procedure (SOP) and guidelines that should be followed by the Public
Works Emergency Management Team (IMT) and the Staff Duty Officers (SDOs) during their
tenure of duty.

The SDOs in each EOC shall be activated and deployed (see Annex A). Each SDO shall be
composed of Senior and Junior Duty Officers, which will be under the supervision of
Documentation Chief.

a. DPWH- Central EOC


Since the occurrence of different disasters may or may not be predictable, guidelines for
the following must be complied in order to continuously provide information, assistance, and
guidance to the general public and to the response member agencies.

SUDDEN ONSET Situation:


Should the emergency occur at night or on weekends (normal condition), the Bureau
Director or the Assistant Bureau Director should inform the BOM-SDMCD Chief (Engineer
IV/V) to activate and assign the Staff Duty Officers (SDOs based on the approved SDO
schedule) as well as provide instructions regarding the situation and the report submission.
Unless otherwise stated, the assigned SDOs must submit one (1) full report to the
NDRRMC/Central IMT for the Bureau Director’s approval. This includes the consolidated
Situational Report, Executive Summary, and the Map of Affected Road Sections/Bridges (if
applicable). If the emergency situation worsens and the NDRRMC raises the Alert Status,
continuation of the tour of duty as per schedule shall be followed.

Likewise, the Bureau Director or the Assistant Bureau Director should also inform the
Regional Director (RD) of the affected implementing office, thru any means of
communication, of the activation of their Regional and affected District PWMT

SLOW ONSET Situation:


During BLUE Alert, the SDOs in the DPWH- Central EOC shall perform an 8-hour day
shift duty for the duration of the emergency, regardless of the day of the week. Unless
otherwise stated by the Bureau Director, two (2) full reports must be submitted.

During RED Alert, Staff Duty Officers (SDOs), which shall include one (1) Senior SDO
and One (1) Junior SDO, in the DPWH-EOC shall proceed to the NDRRMEOC and shall
perform a 12-hour duty shift, either from 7AM-7PM or 7PM-7AM, for the duration of
the emergency, regardless of the day of the week until the alert level has been
downgraded. Only the Chairperson or the Executive Director of NDRRMC have the
authority and discretion to raise or downgrade the alert status. The DPWH-Central EOC
shall conform and adopt to the authorized raising/downgrading of the alert status.
The Bureau Director/Assistant Bureau Director/BOM-SDMCD Chief should inform the
affected DPWH Regional Offices of the said raising of alert status for information and
advanced instructions for their EOCs to also be activated with the required SDT for
manning.

White Alert
1. Regular and routine works in the office.
Blue Alert
1. Dissemination and coordination of the declared heightening of NDRRMOC Alert Status
to the concerned DPWH-Regional EOCs thru any means of communication.
2. Furnishing of Memorandum to concerned DPWH-RO; re: Activation of IMT in
preparation for the emergency, signed by the BOM Director.
3. Preparation of report, presentation and other materials for the Public Works
Commander, on the preparedness measures of the concerned DPWH-REOC/DEOCs,
and briefings on current situations.
Red Alert

1. Dissemination and coordination of the declared heightening of NDRRMCEOC Alert


Status to the concerned DPWH-REOCs thru any means of communication.
2. Analysis, consolidation, and validation of information/reports submitted by the DPWH-
REOC/DEOCs shall be done by the SDOs, who shall then produce one (1) full report,
regarding the status of National Roads and Bridges and other Public Infrastructures,
to be forwarded to;
a. Public Works Incident Management Team
b. DPWH Stakeholders Relations Service
c. NDRRMC Logistics and Response Clusters
3. Ensuring that the status of on-going disaster operations, the evolving situations in the
affected areas, and the actions taken are properly monitored, updated and reflected
in the situational report.

4. Updating the previously submitted report by either consolidating situational reports


that were submitted by the DPWH-Regional EOCs that were received after cut-off time,
or through direct communication to the indicated Point Person in the form 1 via SMS,
telephone and cell phone. Reckoning time for each communication must be reflected
in the remarks of Situational Reports.
5. The Bureau Director and/or Assistant Bureau Director must attend and represent
DPWH in any meeting called and presided by the NDRRMC for updates and attends
and/or answers queries pursuant to the Department’s Mandate.
6. Ensuring that the reports and other pertinent information submitted to the
NDRRMEOC/DPWH IMT are updated and accurate.

b. DPWH- Regional and District EOC


SUDDEN ONSET Situation

In case of a sudden onset, the EOC shall be activated together with the IMT and the
SDOs and shall perform a shift duty to provide reports to the DPWH Central EOC. In case that
the affected District EOC cannot activate due to the impact of devastation both in their area
of responsibility and in the lives and properties of the IMT and/or the SDOs, direct
communication thru any possible means shall be reported to the Regional EOCs. The Regional
EOC shall augment for the command, control and response of the area until the concerned
DPWH EOCs’ situation have been confirmed to be in functioning condition. If no
communication from District IMT has been made within 24 hours after the initial impact of the
disaster, the Regional IMT shall take over all duties and responsibilities of the District IMT.

SLOW ONSET Situation:


During BLUE Alert, the SDOs in the DPWH- Region and District EOC shall perform 8-
hour day shift duty for the duration of the emergency, regardless of the day of the week
in which two (2) full reports must be submitted.

During RED Alert, SDOs, which shall include one (1) Senior SDO and One (1) Junior
SDO, shall perform 8-hour duty shift, either from 7AM-3PM, 3PM -11PM, 11 PM - 7AM, for the
duration of the emergency, regardless of the day of the week until the alert level has been
downgraded. If no communication from District IMT has been made within 24 hours after the
initial impact of the disaster, the Regional IMT shall take over all duties and responsibilities of
the District IMT.

The Bureau Director/Assistant Bureau Director/BOM-SDMCD Chief should inform the


affected DPWH Regional Offices of the said raising and downgrading of alert status for
information and advanced instruction for their EOCs to also be activated /deactivated.
However, when downgraded into normal condition (white), DPWH-Regional EOCs &
District EOCs are still required to submit Situational Reports to the DPWH-Central EOC
per day, until all National Roads and Bridges are passable or no changes in the report
have been made.

White Alert

1. Regular and routine works in the office.


2. Updating of Inventory and Prepositioning of Assets form 2 for every DPWH-IO.

Blue Alert

DPWH-Regional EOC
1. Dissemination and coordination of the declared heightening of Alert Status to the
concerned DPWH-District EOCs thru any means of communication.
2. Concerned Regional SDT shall coordinate with their respective District Engineering
Offices (DEOs) regarding the status of the National Roads and Bridges and other
Public Infrastructures under their jurisdiction.
3. SDT shall report to Documentation Chief with regards to the incoming situational
reports and its updates.
4. The reports of concerned DPWH-District EOCs on their Disaster Preparedness
measures (i.e., Local PDRA report, etc.) shall be consolidated and submitted to
DPWH-Central EOC.

DPWH-District EOC
1. Concerned District SDOs, together with the Documentation Chief, monitors and
provide updates of the status of the National Roads and Bridges and other Public
Infrastructures to be reported via accomplished Form 1 to the DPWH-ROC. District
SDOs must also maintain an open line communication for updates and other
information required.

Red Alert

DPWH-Regional EOC
1. Dissemination and coordination of the declared heightening of Alert Status to the
concerned DPWH-District EOCs thru any means of communication.
2. Concerned Regional DRRM Teams shall be notified by the Regional SDO regarding the
situation. The Regional SDO shall keep an open line of communication for updates and
other information/assistance required.
3. Concerned DPWH-Regional EOCs shall submit forms to the DPWH-Central EOC on
schedule as stated in Table 1: Required documents per Alert Status.
4. The DPWH-Regional EOC shall ensure that the status of on-going disaster operations,
the evolving situations in the affected areas, and the actions taken are properly
monitored, updated, and immediately reported to the DPWH-Central EOC and later be
reflected in the situational report as official documentation.
5. The DPWH Regional EOC shall ensure that the Situational Reports and other pertinent
information submitted to the DPWH- Central EOC are updated and accurate.

DPWH-District EOC
1. Concerned District IMT shall be notified by the District SDO regarding all situations.
2. Concerned DPWH-District EOCs shall submit form 3 (Situational Reports on Major
Roads and Bridges) to the DPWH-Regional EOC on schedule as stated in Table 1:
Required documents per Alert Status.
3. The DPWH District EOC shall ensure that the status of on-going disaster operations,
the evolving situations in the affected areas and the actions taken are properly
monitored, updated and immediately reported to the DPWH- Regional EOC or if
possible, DPWH-Central EOC and later be reflected in the situational report as official
documentation.
4. The DPWH District EOC shall ensure that the indicated Point Person and its
corresponding contact details in the submitted form 1 is correct and is able to update
the actual situation of the affected road section under his/her jurisdiction whenever
asked for.
5. The DPWH District EOC shall ensure that the Situational Reports and other pertinent
information submitted to the DPWH-ROC are updated and accurate.

Other Requirements

Mapping of Affected Road Sections/Bridges – In the absence of internet


connection, the DPWH-District EOC shall be responsible of mapping the affected road
section/bridges as reflected in the situational report in the most accurate manner
possible. Indicating the Name of the road section/bridge, station limits, situation for
the current updating period and cause for such and actions taken must be reflected
on the map. (see Annex B) The DPWH-Regional EOC shall consolidate all the submitted
map by the DPWH-District EOC and reflect it into their regional map. (see Annex C)

V. Guidelines in Operating the DPWH-EOC

a. REPORTING ADVISORIES

Upon submission of the full report for a certain updating period, advisories on National
Road Closures (due to flooding, landslides, obstructions, etc.) and Damaged Public
Infrastructures (i.e. bridges, flood controls, public buildings, etc.) are uploaded to the
official website of DPWH with the captioned updating period, thru the Public
Information Division (PID) under the Stakeholders Relation Service (SRS) of the
Department for the information of the general public.

b. COORDINATION AND FEEDBACK MECHANISMS

the communications/information flow (Figure 2) in the performance of their activity
during their tour of duty.

ongoing disaster situations in a logbook during their tour of duty.
4. On-Duty SDT shall turn the pertinent reporting information, for updating reports and
the logbook over to the incoming team for continuity.

c. TOUR OF DUTY / DUTY RELIEF SYSTEM

1. General SDO Schedule – for every OC, an SDO Schedule must be created for the
approval of the IMT Commander. This document provides the names and contact
details of the SDO per calendar day of a month, for both BLUE and RED alert
conditions. In this manner, the number of personnel must be maximized as not to
cause over-fatigue due to the nature of the 12-hour duty as may be required. Unless
approved directives and leave forms are issued prior to the raising of the alert status,
this schedule must be strictly followed. Else, a special SDO schedule will be created
specific for a certain event/incident but will still be based from the approved SDO
general schedule.

3. Outgoing SDO shall not leave their posts until the incoming SDO arrive and shall
observe proper turn-over. Endorsement/turn-over of responsibilities by the outgoing
SDT indicating all activities conducted, documentations, concerns/issues need to be
promptly addressed by incoming team and status of facilities/equipment within the OC
must be acknowledged by incoming SDT for proper accounting to ensure continuity of
the work assigned.
4. All SDOs shall stay at the DPWH-EOCs/NDRRMOC during their entire tour of duty and
shall refrain from doing other unofficial business. In case of emergency, concerned
personnel shall inform the senior officials (i.e., BOM-SDMCD Chief or BOM Assistant
Director/Director) prior to leaving the EOC premises.
5. All incoming SDOs shall immediately inform the Documentation Chief/IMT Commander
if he/she cannot report for duty in the event of an emergency (e.g. flooding, power
disruption, illness or family emergencies, etc.) and the Chief/Commander shall
subsequently assign and inform the substitute SDO. Adjustment to the SDT schedule
form 0 (or BOMSDMCD FORM 1?) shall be made accordingly.
6. Personnel on official travel or official leave (trainings/seminars, scheduled medical
services) shall be removed on the SDT schedule. DPWH-EOCs shall immediately issue
the revised duty schedule and subsequently inform all personnel on the changes.
7. Personnel who will not be able to render duty due to personal reasons shall look for
replacement ahead of time at least two (2) days before his/her scheduled duty. For
sudden onset situations, replacement shall be determined immediately by the absentee
SDO else. the support duty personnel shall render duty (for Central EOC only).

d. ATTIRE DECORUM

1. All duty personnel shall wear appropriate attire and Identification Cards during office
hours: DPWH Polo Shirt with collar and pants.
2. Personnel who attend inter-agency meetings at N/R/M/CDRRMOC shall wear
appropriate dress code. DPWH vest shall be wear for any meetings.
3. Wearing of ripped jeans, sleeveless, shorts and slippers at the DPWH-EOCs/NDRRMOC
are prohibited at all times.

e. COORDINATION & SENDING/RECEIVING REPORTS

1. All SDO shall properly acknowledge receipt of any information, updates and reports
received thru email, SMS and facsimile.
2. Updating of situational reports may be done using voice calls and SMS as advance
information.

3. All reports and other necessary reports from DPWH-Regional and District EOCs (as
requested for advance information directly to the DPWH-Central EOC) shall be sent
directly to the official email address of the DPWH-Central EOC;

5. All SDT shall observe telephone courtesy at all times, regardless of who the callers
are. It should be noted, that calls made to any DPWH representative shall be noted
including date and time for documentation. It is the responsibility of the DPWH-
Regional/District EOCs to provide accurate and functioning contact information to the
DPWH-Central EOC.

FACILITIES REQUIRED IN THE EOC


The following are the standard facilities that shall be procured and present to
be used for the command and control in EOC:

All DPWH EOCs shall be well maintained and cleaned at all times under the
supervision of the Administrative Chief. All communication facilities issued to the field
personnel who are involved in the response and clearing operations shall be returned
to the EOC thru the Logistic Chief upon completion of said operations.
