Summer is here and that means
a lot. Time for tanning, beaches,
pool parties, picnics, and cannabis.
Lots and lots of cannabis. Edibles,
extracts, dabs and flower. It’s also
the middle of major league baseball
season and it’s basketball season
too. We’ve got basketball legend
John Salley on the cover with his

22. This is the sports issue and we’ve
got a list of the top seven cannabis

Denver just decriminalized magic
mushrooms. Voters there approved
the nation's first referendum on
decriminalizing hallucinogenic
shrooms. Initiative 301 makes the
personal use and possession of

people 21 years of age and older the

HEXO (NYSEMKT: HEXO) is a company
everyone is suddenly paying a lot of attention to
and there are a few different reasons why. For
one, it’s shares have more than doubled so far
this year making it a pretty hot new cannabis
stock. HEXO is a top ranked company in the
Canadian adult-use recreational cannabis
market who formed a lucrative joint venture
with well known beer maker Molson Coors
Brewing in 2018 to develop cannabis infused
drinks for the beverage market. Also in 2018,
HEXO partnered with Greek medical cannabis
operator “Qannabos” to manufacture and
distribute medical cannabis in Europe. Wall
Street analysts believe that HEXO is one of the
best marijuana stocks currently on the market.
With a market cap of $1.6 billion, they recently
announced a buyout of Newstrike Brands for
an all-stock deal valued at $263 million, which
will add 1.8 million square feet of cultivation
space to Hexo’s existing 579,000 square feet.
The relatively low multiple gives Hexo stock
one of the more attractive valuations among
its peers. meaning people who missed out on
cannabis stocks like Canopy Growth or Tilray
may see Hexo stock as their second chance at
the big time weed investment game. If the risk

Summer Pot Pepper Infused Soup:
Ingredients:
2 tablespoons cannabis infused olive oil
1 large yellow onion, chopped
3 garlic cloves, minced
¼ cup dry white wine
1 cup vegetable or chicken broth
6 large red bell peppers, chopped into 1 inch
pieces
2 tablespoons fresh thyme
½ teaspoon red pepper flakes
Salt and pepper to taste
Creme fraiche and thyme sprigs as garnish
Instructions:
In a large pot, heat cannabis olive oil. Add
onion and cook for 6 minutes. Add garlic
and cook for an additional 3 minutes. Stir in
white wine, letting it cook down until most is
gone. Add broth, peppers, thyme, red pepper
flakes, and salt. Mix well, cover, and cook over
medium heat for 30 minutes. Once peppers

have fully softened, use an immersion blender
or a food processor to puree the soup until no
chunks remain. Pour in an additional capful
of cannabis olive oil. Add salt and pepper as
needed. Let the soup cool completely and
serve with a dollop of creme fraiche and a
sprig of thyme.

New Brand Deuces 22

We sat down with retired NBA player John
Salley and his daughter Tyla to talk about
their new company.
John Salley played both power forward
and center for the Detroit Pistons, Miami
Heat, Toronto Raptors, Chicago Bulls,
Panathinaikos and the Los Angeles Lakers.
Salley has also crafted a television career as
a long-time host of the former Fox Sports
Net show The Best Damn Sports Show

He was the first player in NBA history to play
on three championship-winning franchises,
as well as the first player (and only one of
two, the other being Tim Duncan) in the
NBA to play in three decades. These days
he is joining the cannabis game, choosing to
make it a family affair and launch his brand “Tyla has many interests, like her dad, she likes
with his daughter Tyla Salley, who is CEO.

Together they decided to start a cannabis lifestyle
brand called Deuces 22, appropriately named after
his NBA jersey number 22. Tyla also sported the
same basketball jersey number 22 in high school.
They intend to have 22 SKUs of cannabis, and there’s
two of them. Noticeably John is into numerology and
the belief in lucky numbers.
“Tyla is the youngest smartest entrepreneur, that I
know. She decided to get into the cannabis business.

the boss and I listen to her,” John said.
“Why wouldn’t you get into an industry that is brand
new? There’s no grandfathering in. It’s all you can go
as big as you want until someone tells you, you can’t.
But like, you can kind of go as big as you want and can.
So why not join?...especially because I love cannabis
in all shapes and forms. I don’t discriminate. We need
to be a part of this.” Tyla added.

[company] Jack Herer [Group] in Northern California,
and we’re working out how we get the best weed,
A-quality in our pre-rolls, which would separate
us beyond everyone else. I’m not talking bad about
everyone else. We’ve tasted everyone else. I’m just
talking great about our stuff.”
Tyla interjected, “Ours is just better. The convenience
of a J and the history of the J, everyone understands
that as soon as you get into smoking, you’re probably
going to smoke a J first. I didn’t.”
“It’s community time with other people, it’s relaxing,”
Tyla said.
They want to bring edibles, vapes and CBD topicals to
name a few products they plan to launch under the
Deuces 22 brand.
“There are so many benefits to CBD that I think
everyone should have access to,” Tyla said.
“Cannabis is something that is really important to us.
We wanted to make sure that we didn’t pigeonhole
ourselves in one little section.”
They have also launched a merch line, which includes
t-shirts with designs that say, “#VeganAF” or “SATIVA.”
“High quality. Premium level,” is what John said they
would like Deuces 22 to be perceived as.
He continued, “You can live this life and have everything
you want. You can. You don’t need a Bentley. You don’t
need planes, jets. You don’t need anything. You need a
simple life.”
“Like weed,” Tyla interrupts.
“Like weed,” John agreed.
John continued, “But if that’s a simple
life, make sure that it’s the best. The
cleanest. And make sure it’s what you’re
supposed to get.”
They testify to searching for and trying strains high
and low to find clean medicine.
“I feel like you have to put your money where your
mouth is. If I’m talking about being healthy and
promoting a healthy lifestyle, but then I’m selling
product that has, ‘I don’t know what’ in it, that’s kind
of really counterproductive and it’s not really going
to help the industry. There’s a lot of misinformation
about cannabis.That’s another part of Deuces. We
want people to be educated and have the means to

know. Sometimes people try to give you fun
facts that are wrong, I want to spit back and
say, No, this is what’s actually going on,” Tyla
said.
They want their website to be a hub for
information for all things cannabis, with tid
bits of facts to help educate the public.
Tyla accurately pointed out, “There isn’t that
much research in America, so we have to
go to Canada and go to Israel, and different
countries to find out more.”
FIRST CANNABIS EXPERIENCES
Tyla Salley's First Smoke
“The first time I smoked was at a party, not
a party, a kick back, with all my friends who
were on the basketball team. I smoked out
of a really big ice bong. I remember it burnt
the crap out of my throat. We had an ice
cream cake. Now I’m vegan, and lactose
intolerant, but I didn’t care at the time. I just
flipped the cake upside down and ate all the
ice cream. Then I was sick and went home
and ate a bunch of popsicles. That was the
first time I smoked weed. It was great.”

“I was in Sacramento. I was in front of the
Capitol. I was doing yoga on a really really
good OG Kush. I slept. I usually don’t sleep
that well, through the night. (Not anymore,
now that I get my magnesium through trace
minerals.) I slept till 10:45am, and I’m an
early riser. I had no back pain and I realized
that somebody has been lying about that
apple tree. That was my entry into the
cannabis world. [I was] much older, 36 years
old. She [Tyla] is twenty years way ahead
of me.”
NBA AND CANNABIS
“In the NBA, they treat cannabis
how they treat it now, which is,
keep it a secret. The propaganda
on cannabis is tremendous. In
the nineties or early 2000's they
finally put the Kabash on it, they
never tested for it until then, when a couple
of players got in trouble going through

Stern, who is no longer the commissioner,
I hear he says it should be allowed back in
if it’s legal. If it’s legal, it’s a safer alternative
than alcohol. We know what happens to
athletes when they engage in alcohol. It’s
not a good outcome,” John said.
John continued, “When people engage in

cannabis, they lay back and let their body heal,
which is what most athletes should do. One of the
most important things you should do as an athlete
is rest your body. So, if this helps you... your body
has an endocannabinoid system, if this helps that,
this helps you heal, you’ll be a better athlete.”
“It’s a huge difference [between the way the NBA
handles cannabis and the way the NFL treats
cannabis]. The players that I know that consume
cannabis, or used to play… I’m not saying anyone
that plays now does (wink)... But the ones that
smoked cannabis when I played, were the hardest
guys to keep up with on the court. I’m not going to
say any names. Stephen Jackson is never coming
out of my mouth. [He was] a thoroughbred, just
a straight up thoroughbred. He’s retired and still
looks like a thoroughbred, and everybody used
to talk about how his consumption of cannabis.
Everybody I know who were supposedly the biggest
smokers, are the ones who look the healthiest,
who are the healthiest, who are the happiest, and
who everybody wanted as a teammate,” John said.
“If baseball had it [cannabis], there would be more
home runs,” John said if sports teams began to
allow the use of cannabis.
When asked why they wanted to be in the cannabis
industry Tyla said, “No one was stopping us.”
They were going to cannabis events, and going
to dispensaries, hearing about the industry, they
wanted to find their own place in the industry
where they could be passionate about it.
Tyla professes her admiration for the female
plant, “Love this plant. I love everything about it.
I’m really into learning all about the benefits and
learning what I can do for the industry, and how
we can change it.”
John said, “The other part is, this is something
that can become a family business. Being an
American, being a capitalist, if you live in America

and you’re not entrepreneurial you don’t get to
complain. If you want something to be great, make
it great. If you want the industry to stay a certain
way or change a certain way, be that. We realized,
some of the weed we tasted, they were going to
go straight to putting into a pill because America
is a pill popping culture. They’re going to find a
way to put this into a pill, and really destroy this
plant. Being a vegan, I want everything as much as

possible to be organic.”
“Everything can live, without something else dying,”
John says of being vegan.
He cares about the nutrients used on plants, making
sure they really are organic, becoming owner in a
company called PureCrop1.
“We don’t have to destroy the planet in order for us
to have a nice car or to live in a nice place. We can
literally take our Earth and show people how to live
the lifestyle of love and love. If anybody smokes a
Deuces 22 joint and has a conversation, it’s a love
conversation. It’s kind of hard to argue, when you got
good weed in your lungs,” John said.
ON BEING VEGAN
“I was saying I was vegetarian since 1991. I went into
microbiotics to change my lifestyle. My cholesterol
was too high, and I was changing. I lied [to myself]
for a bunch of years, thinking turkey wasn’t meat,
and shrimp and fish wasn’t meat. I was saying I was
a vegetarian eating cheese. I was a misinformed
person. I was a misinformed meat eater. In 2007,
I was doing a documentary for PETA about being
a vegetarian. All their food, in the back, was vegan.
A friend of mine said, ‘You gotta taste this food, it’s
vegan,’ I said, ‘What’s vegan?’ I found this unbelievable
food and realized I could live and not be a liar. That
day I became vegan, and so did my house,” John said.
Tyla remembers the day clearly, “He came home and
he was like, ‘So, we’re vegan now.’ I buy the food, so
that’s what we’re doing.”
John finishes Tyla’s recollection, “I buy the food. I
cook the food. You eat the food. We stay alive. We stay
young. We do this as a family unit.”
There was a little push back from his household,
John says, “But that’s to be expected, when you’re in
a house full of females, and you’re the only male.”
“Eventually I got on board. It didn’t take very long. I
watched a very crazy documentary that immediately
flipped the switch. I was like, cool. Yep, no, I’m not
going to engage in that. It’s not that deep. Also, I just
don’t feel like you should be controlled by your taste
buds,” Tyla said.
The documentary is called Earthlings, they highly
recommend watching it. Tyla says, “It’s traumatizing.”
John pointed out, “If it’s traumatizing for you, imagine
what it is for the animals.”
“Live and let live,” John preached.
They are very aware that there is a lack of vegan
edibles available in the legal dispensary market, as
most “vegan” edibles are rock candy. They suggest
making your own vegan edibles with cannabis
infused coconut oil.
They plan to launch hemp clothing, hair products,
and all things cannabis and vegan.
ON FINDING THE RIGHT PARTNER
In regards to the process of developing their
brand, Tyla said it's been, “Difficult. Tumultuous.
Nothing comes easy. When you meet people,
it’s a lot of learning. Something might feel like it
works right then, but if it doesn’t work, it doesn’t
work. You can’t be upset about it. You have to
keep moving. It’s been a lot of lying and a lot
of hype.”
Tyla reiterates a familiar sentiment within the
business workings of the cannabis industry, how
everyone thinks they have the best and they don’t,
or don’t actually have the licenses to operate they
say they have.
“It’s been a huge learning lesson. But it’s been
good, because I feel like I’m dodging arrows. It’s
a good thing, because I don’t want to be upset that
I’m having misfortunes. Now I feel like I’m on a
positive track, and surrounded by positive and
trustworthy people. If you stay within your circle,
you don’t have to worry about being crossed,”
Tyla said.

changes in the cannabis industry from Prop 215
to Prop 64.
“It’s not as cool,” John said.
Tyla maintains her med card, feeling like she
will always use cannabis both medicinally and
recreationally.

commercials, in the way alcohol companies
can advertise, and cannabis being viewed as a
healthier alternative than alcohol, rather than as a
bad drug. They hope to see the rescheduling and
Federal legalization of cannabis in all its forms.
“I want to walk up to Donald Trump, and go, ‘Yo, hit
this,’ [he gestures passing a joint]. He don’t smoke
weed or drink, and I want to be like, ‘Yo, nice red tie
fam.” John joked. “I want to be able to do that with
no problem.”
They’d like to see the stigma of marijuana
dissipate and prefer to refer to it as it’s scientific
term cannabis.
“My Republican friends smoke cannabis,” John
points out, reinforcing that cannabis does not
discriminate.
John says it’s a myth that cannabis is something
that makes you have less control. "People have
always smoked."
WHAT WAS HIS FAVORITE TEAM TO PLAY ON?
“The one that paid on the 1st and 15th. That was
my favorite team,” John playfully joked. “I wanted
to be in the NBA, when you’re sitting there and
going to get drafted, you never know. I was never
a fan of a team, I just wanted to be an NBA ball
player. So when I got on Detroit, that became my
favorite team, when I got traded to Miami, that
became my favorite team. When I left Toronto,
and owned my rights, and I decided to have my
rights go to the Chicago Bulls, that became my
favorite team. Then I was on the Lakers that was
my favorite team. I totally lived in the now of each
of those teams,” John said.
“If you would have asked me, who were my favorite
team as teammates? We do things in cliques
anyways. I was blessed enough to have Glen
Rice and Brian Shaw on my team twice, Dennis

Uganda Halts
Cannabis Licenses

A Ugandan firm, Industrial Hemp (U) Ltd, announced in April that made
a 160-million-dollar deal to export medical marijuana products to
Canada and Germany. This came as a surprise to many in the Ugandan
government, which halted the approval of any cannabis licenses
until a regulatory process was created. They have also prohibited
investments. This confusion is occurring even though Industrial Hemp
Ltd is run by former government official Benjamin Cadet, among
other local businessmen. The Former MP for Bunyaruguru County
runs the Ugandan operations, but the company was established by
Israeli firm Together Pharma Ltd, formally known as Globus Pharma.
Together/Globus Pharma is the cannabis company with the highest
valuation on the Tel Aviv Stock Exchange, worth more than three
times the value of their nearest competitor. Medical marijuana exports
from Israel were illegal until January of this year, which led Israeli
cannabis companies to grow their marijuana elsewhere. Several
companies hoping to cash in on the worldwide cannabis market have
chosen Uganda as an investment site due to two major factors: the
favorable growth climate and cheap labor. In Uganda, cannabis is
known as “bhang”. It was outlawed while the country was a British
colony, because it was considered an opiate. Fast forward a hundred
years through independence, a few coups, and a bloody civil war: the
prohibition against bhang remains.
The sole exception for legal Ugandan cannabis was set in the
“Narcotic Drugs and Psychotropic Substances Act of 2015” (NDPSA)
which allows for cultivation, production, and exportation of medical
marijuana with the written consent from the Minister of Health. This
is the law under which Industrial Hemp claims to be legally growing
cannabis in Uganda, but some Ministers aren’t buying it. According
to the Daily Monitor, Dr Elioda Tumwesigye, the Health minister at
the time, granted a no-objection to Industrial Hemp Ltd to grow and
export medical marijuana in December 2014. When the NDPSA was
implemented in 2015, the legal status of their operation changed, yet
they still exported $10,000 worth of cannabis to South Africa in 2017.
When asked for proof that their activities were legal, Together Pharma
presented a license signed by a minister from the Ugandan Investment
Authority on March 18th, 2019. The State Minister for investment has
since halted the license, saying that it was issued illegally. On May
15th, they will begin looking at how to regulate and control cannabis.
Meanwhile, the company will continue to grow the crops, planning to
export them later this year.
The Minister of Health was furious that this decision was made behind
her back, saying that “government has not considered growing this
plant here legally. Although some investors in Kasese, Gulu and some
other places have started growing it, we have to wait until the Cabinet
makes a definite decision,” she said at Media Centre in Kampala,
before urging police to arrest whoever is found growing the crop.
Industrial Hemp is currently the only company which has any claim to
legitimate cultivation whatsoever, which has effectively granted them a
monopoly. Up to twenty other companies, mostly local Ugandan ones,
have applied for cultivation licenses according to the Minister of Health.
The Ugandan government has prohibited all investment and cultivation
by cannabis companies until the cabinet decides how to move
forward. Mr. Christopher Kibanzanga, the Minister of Agriculture, said
that he wants investment without Uganda becoming an “Afghanistan,
Colombia or Cambodia where there are challenges to regulate this
kind of situation.” Though he does think the law should be changed,
since the prohibition of cannabis is a remnant of when they answered

Fruit Slabs are a 100MG THC edible that are
the closest thing to cannabis infused fruit roll-
ups you’re likely to find. They’re strips made
from real fruit that are vegan, gluten free and
have no sugar added. Each 22 gram package
contains ten (10mg) servings of THC and 0%
CBD. There are only a few ingredients which
is always nice. They are organic mango puree
concentrate, organic shelled hemp seeds,
tropical punch flavor concentrate, and THC
extract. The ingredients say to start slow, with

chamber will most likely have

growers. From nutrients, lighting,
temperature/humidity control to
air movement the subsystems
will all be similar to an individual
grow closet. The largest issue with
growing Cannabis in a spacecraft
might be the sheer size required and
the restrictions inherent in current
spacecraft design size. Solutions
include dwarf varieties, perhaps less
time in vegetative growth for smaller
final plants – or we may just need a
bigger ship (see futurist Issac Arthur).
It will not be easy however. Serious and
far reaching problems are associated
with growing plants without much
gravity. Water forms a thin film on

become commonplace. Any near-

from the past century. Importantly,
just like with the explorers of old,
among the plant types brought,
there will be a selection of Cannabis.

Finding the right doses of cannabis products and the consistent
availability of products has been the hard part. Now with
legalization, access is slightly easier, but stores are busier with
less time to help real patients, which is why I chose to write this
piece. I’ve read so many articles, stories and experiences online
about Endometriosis, none that ever end with a solution or a
pathway to a treatment regimen that works.
If your pain level is a 20 out of 10, like my female cycles used
to be, high doses of THC are what seem to work best for me.

Growers in Northern California are growing
cannabis plants on federal land, like national
parks and wildlife reserves. Underneath the
majestic pine and fir trees that guard the
centuries-old woods, growers are cultivating
Purple Skurp, Bruce Banner, and Spotify
Premium. This wouldn’t be too bad in and of
itself; trespassing on federal land is regrettable,
and if you want to risk getting pounced on by a
roaming black bear, that’s your problem. The
issue is the pesticides that growers use for the
plants, and the poison they lay around to kill
any animals that might trample or eat their
cash crop. According to National Geographic,
Mourad Gabriel and Greta Wengert founded the
Integral Ecology Research Center (IERC) with
the intention of researching and conserving
wildlife. Then the animals began to die. They
first noticed the problem with the Pacific
fishers, which are small predatory mammals
that look a little bit like sea otters. They kept
finding the cute little critters keeled over in the
forest, exuding industrial poisons. They tracked
the source to pesticides on illegal grow sites
in remote forests. By 2012, they found that “46
of 58 fisher carcasses they tested had been
exposed to an anticoagulant rodenticide, or rat
poison.” They began to find that other species
were also exposed to pesticides and poisons,
like bears, foxes, bobcats, mountain lions, and
owls. The IERC has even found pesticide-laced
hot dogs on hooks out in the forest, which
means that some growers intentionally set

traps to kill animal intruders.
Because the ecosystem is so interconnected,
the spread of these pesticides is difficult to
control once it enters the food chain. It might
spread from a rat who eats some poison to an
owl that eats the rat, then to the flies that flit in
to munch on the aftermath. Eventually, when
the soil reclaims this macabre circle of life,
the poison seeps into the ground and the water
beneath, contaminating the plants that might
try to grow there. This problem is happening
in public lands across the country, but it’s
especially prevalent in the Emerald Triangle,
which (as any reader of this publication might/
should know) includes Humboldt, Mendocino,
and Trinity counties. The U.S. Forest Service
usually handles these illicit grow operations.
Trinity County removed over 1,000 cannabis
plants from national forests in 2000. In 2018,
they removed over a million. There might be
some hope, as the number of new grow sites
diminished a little last year because of the
legalization in California. Additionally, after
legalization, the Forest Service started a pivot
from raiding grow sites like little Fallujahs to
cleaning sites and confiscating the cannabis.
Unfortunately, if weed is illegal in other
states, the illegal grows on public land are
likely to keep happening. Some growers
have been apprehended and sentenced to
prison. But Ethan Zaitsu, an attorney based
in Sacramento who has defended suspects
arrested at illegal marijuana grows, told
National Geographic that “the guys getting
caught are not in the cartel. They are just
farm workers. Somebody way up above is
running the show and they are usually not
present when the raids happen.”
In 2018, the Forest Service received a budget
increase of 2.7 million to eradicate these
illegal cannabis cultivation sites on public
lands. Given the current administration’s
budgeting priorities, the money is likely to
go towards buying high tech equipment,
weaponry, and camouflage so arrests can be
made more tactically, and the deportation
proceedings of the farm workers made
smoother. The poison, in many places,
will stay in the ground. Watch out for it in
places where the forest is completely silent,
unsuitable even for the flies.

relate to these scenarios directly, as my mother was an
immigrant that came to America to escape a life of martial law
and communism where she was from. My grandmother had
stories of having to swim through dead bodies in a sea stained
red by blood, to get to the boat, filled with more dead bodies,
as a 5 year old with her family escaping to Taiwan from the
Chinese war.
My grandparents immigrated after their children did, so I was
lucky enough to have the memories of making dumplings as
a family together. My Chinese grandparents didn’t speak any
English so I had to learn broken Chinese to communicate with
them, and everytime I would speak Chinese they would tell
me how American my accent sounded. But even in my own
Chinese family, I am half-white, and even being American-
born like my cousins, I’m still looked at as different.
Not only does Crazy Rich Asians accurately tackle Chinese
culture, and the guilt and judgment that takes place within
their own families, it shatters any stereotype or mold that

marketable in a Romantic Comedy. I actually
can’t remember the last time I paid to see a rom-com in the
theaters. I usually try to spare my boyfriend and we’ll stream
on Amazon or Netflix some rom-com that had been released
earlier this year, and we’ll save the movies like superhero films
for the big screen.
There was something very special about this film, and it was
beyond a great cast, good acting, it really had a great storyline
that expanded beyond just a boy meets girl, and happy ending.
They say the best movies are based on books, and this one
comes in a 3 part series. We hope that they will get greenlight
for the next two studio releases, and we hope this sets a new
precedent on casting with representation. They also say there
are no bad actors, just bad casting.
Henry Golding plays handsome and charming, so believably
well in his first movie role. Constance Wu plays a perfect
“banana,” a term used in the film to reference her as “yellow
on the outside and white on the inside.” Awkwafina plays the
comic relief so well, I feel like everyone has a friend like her in
their group they can relate to.
I don’t want to give too many spoilers, but its funny, it’s
moving, it’s believable and takes place in a modern day setting
that feels real to the viewer. It is just one culture tackled, and
hopefully so many more to come. It feels like a special time in
history for films like Black Panther and Crazy Rich Asians to
be made. In Crazy Rich Asians, you could replace Asians with
black, Greeks, latino, white, etc. and it would still be relatable
because the story is about identity, knowing who you are,
tradition, approval from your family and following your heart.
I read and heard other press interviews about the movie before
I saw it, and the best way it’s been put but John Chu the director
himself, by the end of the movie you don’t even notice you’re
watching a film about Asians, you’re watching a great story.
That’s why you should see it, it’s a great film, it’s making
history, and you get to see the 1% of the 1% of the opulence
in Asia.

The Bahamas Next to
Legalize Cannabis
and Capitalize on the
Green Rush & Tourism

The Bahamas may be the next country to
legalize cannabis and take advantage of its
boundless potential, with CBD, tourism,
banking and more. The Bahamas is the 3rd
richest country in the world, after America and
Canada, and has the 3rd highest per capita
GDP in the western hemisphere.
Elliott Marshall, Founder of ProperRx is a
Bahamian native, who has a chair on The
Bahamas National Committee on Marijuana.
Marshall says, “We are expecting upon
completion of our report, an end to the
prohibition of cannabis in the Bahamas and the
beginning of industry. Led by Bahamians.”
Marshall was the first black man to be issued
a cannabis delivery license in Oakland, back in
the Prop 215 days. In 2018, he had to prove to
the city of Oakland that he qualified as a social
equity partner in order to get recreationally
licensed. The process was so burdensome
Marshall moved his efforts to building a licensed
retail storefront in Arcata, in Humboldt county.
California's current taxation structure drove
away his former delivery clientele in Oakland.
Now, Marshall is focused on the legalization
of cannabis in the Bahamas and is already
importing CBD products to the islands. He
believes education to the regulators is key to

setting up a proper system that works, and
avoiding the pitfalls of over regulation.
"Implementation is expected to take place in
the summer. We are about 45 days away from
the Cabinet vote. It will be legalized, the cabinet
will be voting on the recommendations of the
committee as to the framework [details],”
Marshall said.

Being a nation of islands, there are key
differences between the Bahamian cannabis
culture and the American cannabis culture.
“Well, we aren’t the U.S. so a lot of the
restrictions and obstacles don’t exist or are a
lot more attainable. Also, the ability to export
globally will come into play almost immediately.
We still can’t export legally [here] in the U.S.,
even to neighboring states. Reciprocity for all
of the tourists that visit our shores annually
without access to products where they're
from [is another main difference between
the Bahamas and U.S. cannabis system],”
Marshall commented.
For about the last year, hemp CBD has caught
on heavily, as there are no hemp restrictions.
Hemp products intended for health and beauty
are being imported right now.
Learning to cultivate in the tropical climate is
the only thing that makes producing locally
sourced CBD unique in the islands, which
Marshall believes is not a major obstacle.
The agencies that will be regulating CBD and
THC are yet to be formed. Currently, it all falls
under the regulation of The Ministry of Health.
Having seen the different types of social equity
programs implemented in California, intended
to reverse the "War on Drugs," Elliott proposed
a social equity program, to ensure the industry
benefits the locals.
"[It will be] similar to the ones offered in
Oakland but with a simple caveat of ownership
for a Bahamian being secure. Like most
Caribbean islands, the local Bahamian doesn’t
own any major industries within their country.
So we proposed that as a foundation of our
cannabis industry. The locals should be at the
table and able to secure those international
partnerships and ensure some of the
currency generated remains in the country,"
Marshall said.
When asked about the “War on Drugs”, Elliott
replied, “The War on Drugs started in our
area. Our location has made us a destination
for all product illicit or not, headed into the
United States, so yes, the War on Drugs still
exists throughout our waters, regardless of
the obvious flaws of that approach.”
Legal cannabis tourism in The Bahamas
sounds amazing to us. #Goals. Marshall sees
the obvious benefits to their tourism industry,
which drives the Bahamian economy. He says,
"It will definitely give us a boom. Currently
it’s a taboo product that is in heavy demand.
Now we are hoping to turn that into one of the
stronger facets of our economy."
It is yet to be determined if indoor and outdoor
cultivation will be allowed or restricted,
but the framework is in place for both
cannabis and hemp cultivation. Additionally,
manufacturing will be allowed with a seed to
sale to shipping tracking system.
Once the pending cabinet vote takes place,
there will indeed be a resident component
required for licensure. The tax rate is yet to
be determined.
Marshall says the plan is to import and export,
with a main focus as an equatorial country on
exportation.
“We have some of the largest and most

capable private container ports in the
world, and even before cannabis, we were
already a major shipping hub for the region,”
Marshall said.
Cannabis legalization creates obvious new
opportunity in the local job market. "It should
definitely increase wages for all employed
with the industry directly and offer exceptional
growth opportunities, (as well as new jobs).
But the ancillary businesses that are going
to be needed will expand opportunities even
more so," Marshall foresees.
A solid cryptocurrency has yet to emerge
with the ability to turn coin back into cash for
cannabis transactions. With a strong dollar,
the Bahamas presents a new frontier of
banking opportunity for the industry. Marshall
says, "We have no federal government and no
issues within the country regarding banking.
If it is passed it is law and case closed. The
majority of the banks in the Bahamas are
either Bahamian or Canadian."
The Bahamas have recently been brought
into the fraudster spotlight with the infamous
Fyre Festival going afoul. This warrants the
big question: How will The Bahamas be
protected from big corporations looking for
quick profits?

“That’s always a concern in our region but
with the approach that my two companies
have taken within the community we feel
as though we are poised to not only have
a seat but also a voice. This should allow
our government to look internally first for
this opportunity rather than to foreigners,"
Marshall said.
